About this file

This document is an industry day presentation for the Surface Combat Systems Center (SCSC) located at Wallops Island, Virginia, announcing a follow-on competitive contracting opportunity for Combat Systems Services (CSS).

The anticipated SeaPort-NxG task order will provide comprehensive management and technical expertise supporting the activation, operations, maintenance, and engineering of equipment, systems, and computer programs for NAVSEA and Program Executive Officer Integrated Warfare Systems (PEO IWS) missions. The contract is structured as Cost-Plus-Fixed-Fee (CPFF) with a Base Year plus four option years, anticipated performance period from June 2028 through May 2033. Solicitation release is scheduled for July 2026 with proposals due approximately 45 days after release and contract award anticipated in February 2028. All work must be performed on-site at SCSC, a NAVSEA Echelon III Field Activity with approximately 430 integrated personnel (civilian, military, and contractors). Security requirements mandate that the prime contractor maintain a SECRET facility security clearance with all on-site personnel holding at least SECRET security clearances, and cyber workforce personnel must meet DoD 8570.01-M qualification requirements plus IT-1 level security background investigations. The CSS effort encompasses eight work areas: Systems Engineering & Analysis, Operations, Combat Systems Readiness, Configuration Management, Technical Library, Data Analysis Center, Common Data Repository & Analysis, and Contract Management. Key labor categories include Systems Engineering Lead, AEGIS and SSDS specialists, operations managers and test directors, electronics and maintenance technicians, configuration management analysts, library staff, and Linux systems administrators. Numerous CDRLs are required across multiple categories including technical reports, status reports, test plans and procedures, configuration audit reports, and cybersecurity vulnerability assessments. Questions should be submitted to the contract specialist at Kaylynn.D.Boutchyard.CIV@US.Navy.mil with answers posted on SAM.gov.
