About this file

This document is a Request for Submission of an Expression of Interest (EOI) issued by the New York Racing Association, Inc. (NYRA) seeking comprehensive commercial banking and cash management services from qualified commercial banks operating within New York State. NYRA is requesting proposals for banking services across its three major tracks: Aqueduct Racetrack, Belmont Park, and Saratoga Race Course. Proposers have the option to bid on services for all three tracks, the two downstate tracks, or Saratoga only. The EOI requires submission of a signed Non-Disclosure Agreement by October 9, 2025, with final proposal responses due by 5:00 PM EST on November 13, 2025. The contract term is not explicitly stated, but NYRA is franchised to run thoroughbred racing through 2033.

The requested banking services are extensive, including online treasury management, payments processing, information reporting, check services, fraud control, technology integrations, armored car services, letters of credit, and investment management. NYRA seeks a bank that can provide best-in-class technology and relationship solutions to streamline and automate operations. Additionally, NYRA is requesting a multi-year sponsorship and hospitality investment as part of the proposal, with potential assets including naming rights, VIP hospitality access, category sponsorships, and media branding. The organization is registered as a Money Services Business and operates under an investment policy focused on short-term, low-risk, and highly liquid investments, with a goal of minimizing bank fees and maximizing investment returns.

B) OVERVIEW

The New York Racing Association, Inc. (NYRA) is seeking Expressions Of Interest (EOI) and insights from qualified commercial banks operating within the State of New York (“Interested Proposer” or “Proposer”) to provide comprehensive commercial banking and cash management services. The information derived from this EOI may result in negotiations for a formal agreement with a qualified Interested Proposer. NYRA seeks best-in-class technology and relationship solutions from a commercial banking partner to ensure the most efficient and effective processes, and to further streamline and automate NYRA operations.

D) Background of The New York Racing Association, Inc.

Founded in 1955 and franchised to run thoroughbred racing at New York's three major tracks (Aqueduct Racetrack, Belmont Park, and Saratoga Race Course) through 2033, the New York Racing Association's mission is "Meeting the highest standards in thoroughbred racing and equine safety." With a lineage of nearly 150 years, NYRA tracks are the cornerstone of New York State's thoroughbred industry, which contributes more than $2 billion annually to its urban, suburban and rural economy.

NYRA tracks are proud to be accredited members of the National Thoroughbred Racing mailto:ahowell@nyrainc.com mailto:jstern@nyrainc.com

Association (NTRA) Safety & Integrity Alliance. Leading the industry in safety and welfare initiatives, NYRA tracks have earned “best practice” ratings in virtually every primary area examined by the Alliance since 2009.

NYRA’s current banking arrangement includes one bank servicing all locations.

For purposes of this EOI, banking services at all three NYRA tracks are to be taken into consideration. NYRA strongly prefers one bank that can service all its deposits and withdrawals at each of its three tracks. However, given the geographical location of Saratoga, Proposers have the option to bid on banking services for all three tracks, the two downstate tracks only, or Saratoga only. In this regard, NYRA reserves the right to select more than one Successful Bidder for this EOI.

NYRA is registered as a Money Services Business. Please see attached NYRA’s AML and check cashing policies.
