Statement of Work (SOW)
Transit Subsidy for Eligible Participants in the New York City (NY) and Newark (NJ HUD Offices – FY 2016 - 2017 The U.S. Department of HUD participates in a Transit Subsidy Program wherein it reimburses eligible employees who utilize public transportation to commute to and/or from work for their expenses incurred, up to a specified monthly limit in both the New York (City) Regional and Newark (NJ) Field HUD Offices. Employees receive transit subsidy reimbursement monthly. The estimated performance period is 4/01/2016 – 3/31/2017. HUD would be purchasing fare media for both office locations, to be shipped to each separate location in the amounts and quantities specified in the order, during the months of March and August, respectively. On occasion, additional or supplemental purchases may be needed to cover new staff participants.
At this time, there are approximately 280 eligible participants in the NY HUD Office and approximately 85 in the Newark (NJ) Field Office. The maximum allowable monthly reimbursement level as of 12/31/14 is $130. Based on the current program eligibility criteria, the annual combined purchase of transit subsidy fare media for both the New York City and Newark HUD offices is in excess of $419,989 (HUD Staff) & $44,973 (OIG Staff).
The Office of the Chief Administration Officer/Office of Support Services (New York) is seeking vendors who are able to provide fare media that is accepted for purchase of transportation services by all major and minor rail, bus, commuter rail, ferry, light rail services in the New York Metropolitan area, including companies servicing commuters from New York (including Long Island), New Jersey, Connecticut and Pennsylvania.
HUD intends to procure the fare media via a firm fixed price Contract. Payment by HUD is rendered through an Electronic Funds Transfer (EFT). Eligible vendors must have an active, valid registration in the SAMS (www.sams.gov). Selected vendor must be able to provide fare media in the form of a single, re-fillable debit card issued to employees at the beginning of the proposed contract period. The debit card is to be valid for a one-year period after which a new card will be issued at the onset of the Option year(s). Vendor must be able to process and ship the order for fare media one week (5 business days) in advance of the first month of the contract period to allow HUD employees time to purchase monthly transit fare. Shipments must be made to employees’ address (and must be traceable).
The NY Office Program requires more than one form of fare media, based on the unique circumstances of some staff. The fare media needed to satisfy this SOW are listed below.
· The primary fare media to be provided shall be in the form of a pre-loaded bankcard that can be registered for protection against loss (nominal fee for replacement card is acceptable), and that can be re-filled or added to by the cardholder from personal funds with no added fees for such transactions. Fare media should have a specified expiration date of no less than two (2) years from date of issue. Acceptable restrictions would include limiting the number of transactions adding funds to a given card, and a cap on the total funds that can be stored on a given card.
· Additional fare media to be provided shall be in the form of a pre-paid voucher to be used in remote locations without a transportation depot or ticket-dispensing machine, acceptable only for the purchase of fare media.
· Additional fare media to be provided shall be in the form of a prepaid Access-a-Ride Coupon, valued at $2.50, or the current Access-a-Ride one-way fare, for mobility-impaired employees using the Access-a-Ride “ambulette” service.
· Employees shall be able to sign-up for transit media and be able to select their media of choice (bankcard, voucher or Access-a-Ride) on-line. New employees shall be permitted to sign-up for transit media on-line at the beginning of the first new month that follows their reporting date at HUD.
· The HUD Transit Subsidy Program administrator in NYC shall be able to add or delete employees, modify employees’ entitled transit fare amounts and add, edit or delete employees’ Transit Subsidy certifications on-line for the New York City and Newark offices.
· The vendor shall provide toll-free Customer Service Help Line service to answer questions, handle problems, and assist customers/cardholders transfer funds at no charge to HUD.
