STATEMENT OF WORK

1.0 GENERAL

The National Weather Service (NWS) Mission is to provide weather, hydrologic, and climate forecasts and warnings, and impact-based decision support services, for the United States, its territories, adjacent waters and ocean areas, for the protection of life and property and enhancement of the national economy. In support of this mission, the NWS Pacific Region (PR), Facilities Engineering Branch (FEB), provides facilities support and maintenance of the Weather Forecast Offices (WFO) within the Pacific Region.

1.1 BACKGROUND

The WFO Honolulu requires a space to do media briefings using green screen technology, in order to display graphics while doing presentations. This is a visual effects technique where two images or video streams are layered together in order to display background images behind the presenter.

1.2 SCOPE

To conduct a power study to measure, check, and balance the loads on the UPS Panels in the Electrical Room. Provide an analysis report on each panel. Add circuits and outlets as required. Raise and remodel the existing soffit, and upgrade the lighting in the soffit. Install a Government provided retractable screen in the Multi-Purpose room #107 per attached instructions.

1.3 OBJECTIVE

Installation of this screen will allow the WFO to effectively utilize this room for its intended use, and to support the NWS Mission statement. One use would be to brief the media during extreme weather conditions. The other use would be for videotaping of forecasters and students for training purposes.

FLOORPLAN OF HONOLULU FORECAST OFFICE

2.0 SPECIFIC REQUIREMENTS/TASKS

The Contractor shall cover the carpeted flooring area to prevent damage from paint, stains, cuts, or burns, etc. Secure the work area with plastic sheeting or caution tape at the end of each work day, to prevent unauthorized personnel from entering the work area. Remove all debris from the work site on a daily basis.

2.1 TASK ONE. Raise existing soffit

Remove the lower portion of the soffit in the recessed area of the Multi-Purpose Room, and raise it to the desired height of 104” from the finished floor height. Install 20 gauge galvanized steel wall framing studs as necessary.

2.1.1 Create a pocket in the soffit to install the projection screen Create a pocket in the underside of the soffit, centered (side to side) in the ceiling of the recessed area opening width of 166”. The finished pocket size with sheetrock/drywall installed, shall be 114” (L) x 10” (H) x 10” (W). Provide adequate blocking/support to mount the retractable screen in the pocket. When the screen is pulled down and in use, the screen shall be 8” away from the back wall.

2.1.2 Install recessed lighting fixtures in the soffit

Furnish and install five (5) each BR30 lamp type, 100 watt equivalent, 5000K, LED, dimmable recessed lamps and fixtures. The recessed light fixtures shall be a 6 in. Aluminum New Construction IC Rated Recessed Can Airtight Housing and space them apart equidistant in the soffit, in a single row. They shall be installed the same distance away from the front edge of the soffit, as the existing fixtures. Provide White Recessed Ceiling Light Full Cone Baffle with Self Flanged White Trim Ring to fit LED lamp type BR30.

Replace the existing light switch to have a dimmable feature. The ‘HAND’, ‘OFF’, and ‘AUTO’ switch features must be retained. Provide a cover plate with ‘HAND’, ‘OFF, and ‘AUTO’ labeling, on the switches. The switches and cover shall be ivory in color.

2.2 TASK TWO. Panel Corrective Services, Conduct Power Study, balance panel, & verify circuits Provide a licensed electrician to perform corrective services, and conduct a power study on UPS panels labeled PPC-1, PPC-2 and PPC-3 in the Electrical Room. In a recent Infrared/Thermographic Study (applicable portions of the study will be provided to the Contractor upon request), the results showed a minor fault with Panel PPC-2, Main Lug, B Phase. The report noted that possible fault temperature of 77.1 degrees F, may be caused by a loose, dirty, corroded B Phase main wire lug connection; phase imbalance; and/or possible overloaded components(s). As part of this task, the Contractor shall disassemble, clean, and tighten all applicable connections in PPC-2 to remedy the identified “fault”; take Amp readings to determine if the component is under correct load requirements; check for damage on panel/surrounding components/wires; and repair and reinspect. Following correcting the “fault” issue described above, the Contractor shall continue with the Power Study on UPS panels labeled PPC-1 and PPC-2. Measure the voltage draw, and balance the electrical panels as needed. Preliminary findings for the double gang (2 gang) box with two (2) outlets, are labeled PPC #7 and PPC #25, on the existing wall of the recessed area.. Verify that these two (2) circuits are from UPS panel PPC-1, and can be used to feed the additional outlets as required.

2.2.1 Electrical Requirements

Install Electrical Metallic Tubing (EMT), circuit breakers, wiring and all necessary components to provide power to the additional UPS circuits. All UPS outlets and cover plates shall be red in color. All outlets shall be 15 Amp Commercial Grade Duplex Outlets. All outlet boxes shall be recessed in the wall, and the wall plates shall be surface mounted to the receptacle box. Power for these two (2) UPS circuits will be from the double gang receptacle that is along the back wall of the recessed area. Extend conduits from this electrical box to provide power for the two (2) sets of new UPS circuits that are needed. Cover the existing double gang box with a blank ivory colored cover plate.

2.2.2 UPS receptacles installed on the back wall

Install three (3) sets of double gang (2 gang) boxes along the back wall of the recessed area. The boxes are to be equally spaced along the 166” wide wall, and installed 20” high from the floor, to match the existing receptacles around the room. Install two (2) outlets in each box. These three (3) double gang receptacles will be on one (1) UPS circuit, and labeled PPC #7 on each wall cover plate, or to the corresponding breaker number.

2.2.3 UPS receptacle in the Utility Closet

Install one (1) each double gang (2 gang) box in the Utility Closet. Install two (2) each outlets in the box. This outlet will have its own UPS circuit, and be labeled PPC #25 on the wall cover plate, or to the corresponding breaker number. Install the double gang box 20” from the floor and 10” from the left corner of the wall, to match the other receptacles in the room.
