10/15/19 NOAA National Weather Service Statement of Work NOAA Weather Radio Saipan – Frequency Study and Antenna Installation
NWWW0000-20-00053
BACKGROUND
The National Oceanic and Atmospheric Administration (NOAA) National Weather Service’s (NWS) mission is to provide weather, hydrologic, and climate forecasts and warnings for the United States, its territories, adjacent waters and ocean areas, for the protection of life and property and the enhancement of the national economy. As part of this mission, the NWS operates and maintains the NOAA Weather Radio (NWR) network to provide continuous transmissions of recorded weather and appropriate all-hazards warning information to the public.
NWS is relocating its NWR site (WXM86) in Saipan on Mount Tapachao to the Commonwealth of Northern Marianna Islands (CNMI) Office of Homeland Security & Emergency Management (HSEM) communications site located at latitude 15.1865, longitude 145.743819. The NWS will be installing a new Continental Electronics Corporation 300W Transmitter (Model WR300B) with a Collinear Omni Sinclair SC229‐L PIM Series antenna and will be broadcasting at 162.550 MHz. The NWS requires 1) services to conduct a frequency study for any possible interference to the NWR broadcast and 2) services and materials to install a new antenna on the HSEM tower. This Statement of Work (SOW) does not include requirements for installation of the CEC transmitter itself, only the broadcast antenna and associated coaxial cable.
STATEMENT OF WORK
Phase I (CLIN0001) – Frequency Study The contractor shall:
1. Conduct a frequency inter-modulation study that compiles a list of frequencies currently in use at the site and determine which antennas are being used on the HSEM tower. See attachment 1 for location and pictures of HSEM communications site.
2. Prepare a frequency inter-modulation report that details the findings of the study, including all frequencies being used in the area and the antennas on the HSEM tower. The report shall include detailed photos with ownership and frequency annotations for each antenna on the tower.
3. Provide recommendations on any possible interference from or to the NWS broadcast.
Phase II (CLIN0002) – Antenna Installation The contractor shall:
1. Provide all parts and materials necessary to complete the required antenna installation which are not specifically defined as Government Furnished Materials (GFM) in this SOW.
2. Provide all tools and equipment necessary for the antenna installation.
3. Coordinate the installation with HSEM point of contact (POC) and local NWS focal point.
4. Install Sinclair omni-directional antenna system on CNMI HSEM Mt. Tapochau Saipan 200 foot communication tower, with the base of the antenna located at a height of 180 feet above ground level, at the specific location identified by HSEM. The antenna shall be mounted at a standoff distance of 36 inches from the tower.
5. Provide and install EUPEN 7/8” coax transmission line from antenna (with drip loop), onto the cable ladder, cable bridge and into CNMI HSEM communication shelter’s former CUC room in back of building. The 7/8 inch coaxial cable shall be terminated on the antenna end using a 7/16 DIN (male) connector and terminated on the shelter end (polyphaser) using a 7/16 DIN (female) connector (connectors shall be contractor provided). New click-on hangers, clips and supports (contractor provided) for the coaxial cable shall be installed every 3 to 4 feet on all vertical and horizontal installations on the tower to meet Motorola R-56 requirements for sustainability in high winds.
6. Install coaxial grounding kits at the antenna and shelter entry point and every 100 feet along the run of the coaxial cable.
7. Weatherproof all outside coaxial cable connections with butyl mastic tape and other applicable weatherproofing materials.
8. Terminate coaxial transmission line inside the HSEM shelter with GFM provided Polyphaser. Contractor shall wall mount the Polyphaser near the coaxial cable entry point to the shelter and near an easily accessible Earth grounding point. Contractor shall ground the Polyphaser to Earth ground using the applicable Motorola R-56 standards.
9. Provide and install a new 7/8 inch EUPEN jumper cable or equivalent, approximately 30 feet long from the CEC Transmitter to the Polyphaser input. EUPEN jumper cable shall be terminated with 7/16 DIN (male) connector on the polyphaser end and N type (male) connector on the transmitter end.
10. Provide detailed pictures of installation. Contractor shall electronically sweep the antenna & coax upon completion of the installation to ensure no discontinuities or excessive Voltage Standing Wave Ratio (VSWR) exists with the installation. Contractor shall provide NWS with the results of the sweep.
11. Provide for a final inspection by notifying the government COR that the work is done. Within 7 days, a NWS representative will visit the site to verify that this SOW has been complied with adequately and report the same to the Project Manager and COR for contract closeout.
12. Other requirements:
a. All antennas, transmission lines, equipment, mounting devices, and cables to be installed at the site must be approved by the government or its structural consultant. In some cases a structural analysis might be required to determine the structural loading capabilities of the tower. The government will not permit any installations that exceed the structural capacity of the tower.
b. A pre-construction meeting must be held at the site prior to the commencing of work. This may be accomplished by telephone if the government deems.
c. All transmission and control cables are to be securely fastened to the tower. Transmission lines are to be installed according to the manufacturer’s guidelines and supported with the use of cable click-on hangers designed for that particular model cable.
d. The securing of transmission lines using nylon ties or electrical tape is strictly prohibited.
e. All metallic materials installed on the tower including brackets, bolts, nuts, and washers must be either stainless steel or hot-dipped galvanized.
f. No drilling, punching, or welding to any part of the tower will be permitted. No removal or alteration of the tower structure is allowed.
g. All work performed on the tower will be performed by a government or lessor approved contractor. A copy of the contractor’s proof of insurance must be on file with government and/or lessor before work at the site will be allowed. The contractor shall perform all work while in compliance with Federal, State and Local regulations.
h. The contractor agrees to cooperate with the government and lessor to ensure a safe working environment at the site. This includes any RF radiation exposure guidelines that are applicable.
CONTRACTOR FURNISHED MATERIAL
The contractor shall provide the following material as part of the contract:
· Approximately 250 feet of EUPEN 7/8 inch Coaxial Cable or equivalent and appropriate 7/16 DIN terminating connectors, to connect the antenna and Polyphaser output.
