Questions & Answers

NWWW0000-15-04025CM2

1) How will we obtain the medium from the surveys (i.e. Photographs, Slides and Video)? Will we have to fly/travel to the different scientist's office to collect them or will they be delivered to us?

a) The vendor is responsible for obtaining the medium, and will have to work with the scientists to obtain them.

2) If they will be delivered to us, if they were not stored properly at the location and the analog film cannot be read or is damaged in the delivery (i.e. the tape is damaged), would that be the vendor's responsibility to recover the damaged film? Also in what format are the analog & digital tapes, i.e. betamax, vhs, minidv, etc.?

a) The vendor is responsible for recovering the damaged film to obtain the best possible digital level.

The original formats are unknown, and probably vary depending on the date of the data.

3) What do you mean when you state "and does not have a plain language description" in the third paragraph under the headline "Scope of Work?"

a) It means that the material may only have a country and date, and no labelled details. The vendor will need to create metadata for each image that includes, date of image, location (GPS or town, country), specs on how it was taken (camera, video, specifications), description of what the image is (such as showing run-up of XX meters at YY, Vanuatu).

4) What medium is expected for the deliverables? For example: Blu-Ray disks should the video file be larger than what a DVD can handle? Would a private cloud with a download link be acceptable or would the ITIC only accept a physical medium (Blu-Ray, DVD, CD, etc.)?

a) We would like to have the data on a physical medium, such as a hard disk, DVD, or similar.

5) What compression settings are acceptable for video files, mpeg4, mov, m4v, etc.?

a) Standard universal mpeg4, or mov is acceptable. It must be highest resolution and use a common codec.

6) What format should the images be converted to jpeg, png, etc.? And would you want any enhancements to the original images?

a) tiff is best, as well as jpeg or png acceptable. No enhancement needed.

7) If there is no original metadata available for the files, would there be some documentation that would include that information somewhere in the survey for us to append?

a) Most likely the scientists who have the images will have information, either in their files, in a report, or elsewhere - it is possible, some 'metadata' may only be in their memory and require interview of the scientist.
