NWWT4220-23-00047MCW VENDOR RFQ QUESTIONS AND ANSWERS

Q: What are the color schemes used for this facility? Walls/Trim/etc..

A:Paint colors will be same as existing. Must be approved by COR

Q: Will the metal doors be part of this painting project?

A: Yes "doors" were not specified in the SOW because they are considered part of the exterior of the building.

Q: The metal doors have rust and aged paint, we can add this as an option if needed.

A: Yes

Q: Will the facility be active during this project?

A: Yes

Q: Will access doors be able to be blocked or alternate access points used during painting?

A: One door will need to be unblocked at all times for foot traffic. Must be communicated to COR prior to blocking.

Q: What are the warranty requirements for this project?

A: One year

Q: SOW page 1, Sec 3.5 Note, stipulates that paints and primers “must” be able to prevent this condition. Ghosting is not caused by primers and paints and re-painting the walls with standard paints will not stop it from happening again.

- Ghosting is caused by air passing through the building envelop, high indoor humidity and electrostatic attraction.

- Inadequate insulation, gaps in insulation or exteriors, or absence of a thermal break allows cold air to penetrate inside the wall. Condensation can form, which attracts interior air particles to framing and walls.

A: Paint quality recommendations will be accepted to eliminate ghosting from occurring again? Was insulation added to the walls, or humidity meters installed to ensure 55% or less humidity in winter months?3

A: No. NOAA has not found the cause of the ghosting. The building is insulated adequately and humidly is kept far below 55% humidity.

Q: If the building was painted 17-yrs ago, when did ghosting start? Was it immediately or a decade later before it was visible?

A: Noticed within a year from paint

Q: There is a small shed on one side of the parking area that is currently painted with a similar paint scheme as the main building – is the shed included in the scope?

A: The shed is not included in the scope of work

Q: There is a metal canopy adjacent to the generator building, please confirm whether it is in scope?

A: The metal roof attached to the generator building is not included in the scope of work.

Q: Will government trim greenery around buildings? Example: there is a tree whose greenery is overgrown and is up against wall that is to be painted.

A: All the greenery around the buildings will be trimmed and away from the buildings before work commences.

Q: Will contractor have access to onsite facilities (e.g. restroom access, water, & power) at no cost to contractor?

A: The contractor will have access to electricity and water but the contractor will be responsible for providing a portable rest room for their workers, i.e. porta potty.

Q: Did NOAA already fix or remedy the causes of ghosting at this facility? What was done
