National Weather Service Central Region Headquarters Heating, Ventilation, and Air Conditioning Replacement

Statement of Work May 22, 2018

1.0 General

1.1 Background

The mission of the National Weather Service (NWS) is to provide local weather forecasts and warnings for the protection of life and property and the enhancement of the national economy.

The NWS Central Region Headquarters located in Kansas City, MO maintains 38 Weather Forecast Offices (WFO) throughout 14 states in the Central United States. Each WFO is designed to provide local weather forecasts and warnings critical to the NWS mission and utilizes a Radar Data Acquisition (RDA) site connected to the WFO to process this information. To maintain operational readiness, this statement of work will provide for a comprehensive turn-key program to install new Heating, Ventilation, and Air Conditioning HVAC) units at the WFO and co-located RDA sites for both Fibrebond Manufactured concrete shelter buildings and the interconnected WFO equipment room.

1.2 Agency Objectives

1. To provide consistent service level and workmanship throughout all weather forecast offices primarily in the Central Region.

2. Maintain WFO and RDA building integrity through HVAC replacement process to ensure National Weather Service meets its mission.

1.3 Scope of Work

Contractor shall provide all resources necessary to accomplish the tasks described in this Statement of Work (SOW) and shall apply to all task orders issued under this contract for HVAC equipment replacement.

1.4 Period of Performance

The period of performance of this contract shall be for a one-year base period and four one-year option periods, for a maximum five-year period of performance from date of award.

1.5 Place of Performance

Task Orders shall be primarily performed at any Weather Forecast Office located within the Central Region at the discretion of the NWS. Weather Forecast Offices may be located on Department of Commerce owned sites or government leased sites. Task orders may also be issued for other NWS Regions.

Installation Instructions

Wall mounting information

1. Two holes for the supply and return air openings must be cut through the wall as shown.

2. On wood frame walls, the wall construction must be strong and rigid enough to carry the weight of the unit without transmitting any unit vibration.

3. Concrete block walls must be thoroughly inspected to insure that they are capable of carrying the weight of the installed unit.

Mounting the unit

1. These units are secured by wall mounting brackets which secure the unit to the outside wall surface at both sides. A bottom mounting bracket, attached to skid for shipping, is provided for ease of installation, but is not required.

2. The supply air duct flange and the first 3 feet of supply air duct require a minimum of 1/4 inch clearance to combustible material for model series W3R/LV, W5R/LV and W6R/LV. However, it is generally recommended that a 1-inch clearance is used for ease of installation and maintaining the required clearance to combustible material.

3. Locate and mark lag bolt locations and bottom mounting bracket location.

4. Mount bottom mounting bracket.

5. Hook top rain flashing, attached to front-right of supply flange for shipping, under back bend of top. Remove packaged control panel door from return opening. Use the instructions in the package to mount the door on the unit after it has been attached to the wall (Step #7). Disregard this step if already supplied with outer control panel door.

6. Position unit in opening and secure with 5/16 lag bolts; use 7/8 inch diameter flat washers on the lag bolts.

7. Secure rain flashing to wall and caulk across entire length of top.

8. For additional mounting rigidity, the return air and supply air frames or collars can be drilled and screwed or welded to the structural wall itself (depending upon wall construction). Be sure to observe required clearance if combustible wall.

9. On side-by-side installations, maintain a minimum of 20 inches clearance on the control panel side of the unit to allow access to control panel and heat strips, and to allow proper airflow to the outdoor coil. Additional clearance may be required to meet local or national codes.

Clearances Required for Service Access and Adequate Condenser Airflow

Model or equivalent Left Side Right Side

W3RV2 15” 20”

W3LV2 20” 15”

W5RV2, W6RV2 20” 20”

W5LV2, W6LV2 20” 20”

Note: For side by side installation of two (2) W*RV models there must be 20" between units.

This can be reduced to 15" by using a W*LV model (left side compressor and controls) for the left unit and W*R (right side compressor and controls) for right unit.

Minimum Clearances Required to Combustible Materials

Model or equivalent Supply Air Duct First Cabinet

W3R/LV2 1/4” 0”

W5R/LV2

W6R/LV2

1/4” 0”

10. Must install lintels at the supply and return openings. The steel for the lintel for the openings shall be a minimum of 3 inches x 3 ½ inches x ¼ inches with the 3 ½ inches being matched to the brick horizontal surface. The lintel shall extend a minimum of 3 inches beyond each side of the opening. Steel for lintels should conform to ASTM A36, Standard Specification for Carbon Structural Steel. Lintels should be shop coated with a rust-inhibitive paint, made of corrosion resistant steel or treated with a coating to provide corrosion resistance.

11. Install through wall supply & return sleeve duct for the new HVAC units. Outfit the entire inside wall opening with 20 gage sheet metal. Duct sleeves must be sealed with mastic at all joints, as well as insulated to prevent air or moisture from entering the wall cavity.

12. AC wall unit must be anchored to interior grade ¾” plywood. Use 5/16” threaded rod with sleeves through the bricks to prevent damage to the bricks.

13. Install (2) 6 Ton Unit programed to Lead Lag.

14. Use the electrical circuity from the inoperable Lieberts.

15. Patch, prep and paint walls to match existing, as needed.

16. Repair the raised floor where the Liebert units used to be.
