Corpus Christi WFO Pre-Construction Site Visit Report
National Oceanic and Atmospheric Administration’s National Weather Service
Corpus Christi, TX
Inspection Date(s): Pre-Construction Site Visit: Inspected By:
12/7/20 – 12/11/20 Corpus Christi WFO Doug Baggett
PREPARED BY: 5D’SORPORATED 1
Purpose of the Visit The purpose of this visit was to inspect and test the HVAC systems to ensure all issues needing repair are included in the new project dated Oct 14, 2020. Any issues identified will be evaluated for possible inclusion in the Contractor’s Statement of Work document. The testing included the DDC controls System, Condenser units, Liebert units, Air Handlers Performance, TAB validation and smoke detectors. The checklists used by 5D’s to inspect the systems can be found at the end of this report and includes all notes and findings.
Visit Summary and Findings 5D’s began the pre-construction visit with an in-brief and 5Ds’ objective with the ESA and his staff. It was explained that 5D’s would be testing the system in order to evaluate the performance of the HVAC system as a whole.
TAB Validation
The TAB validation revealed the following: Diffusers are not balanced
• AHUs are not producing enough air to cool and heat the space
These findings indicate a TAB effort must be conducted after the construction is complete.
Dampers
The inspection of the dampers resulted in the following findings:
• Dampers for AHUs 1 and 2 are working in reverse
• Damper positions are not accurately displayed on the DDC. The DDC indicates the dampers are fully open (see Figure 15)
• AHUs’ 1 and 2 outside air dampers will not fully close nor will they fully open (see Figure 1)
• Access to the dampers is difficult due to the ceiling needing to be removed in order to gain access
(see Figure 15)
• Outside air dampers for AHU #3 are rusted in place and are not operational (see Figure 2)
• Outside air is blocked off with cardboard in an effort to keep the hazardous chemical smell from the local oil refineries and jet fumes from entering the facility (see Figure 3)
• Return air damper for AHU #3 is frozen in place and will not move
Condensing Units
The condensing units are near total failure due to the following reasons:
• Due to age, these original units are heavily corroded
• The repairs conducted appear to have been of poor quality and have contributed to further demise of the units
• Some of the safeties have been removed during the one or more of the occasions when the compressors were replaced. This has further caused long term damage to the units.
• Constant leaks and improper troubleshooting have also contributed to the degrading of the units.
The WFO staff have stated that the units need “topping off” several time a year. This is a clear case of improperly troubleshooting the system. If a system has a low charge, then there is a leak
PREPARED BY: 5D’SORPORATED 2
• and it must be repaired, this is not being done. The coils are degraded because of the salt air which is causing excessive head pressure (see Figure 4).
• The refrigeration line set insulation is old and its insulation properties are compromised due to the damage done to the metal jacket covering (see Figure 14).
Compressor Units
• Unit #3’s hot gas bypass valve sticks in the open position on occasion which is causing long term issues
• Unit #1 would not stay online long enough to evaluate its performance. 5D’s was able to narrow the issue down to the DDC timing out the unit. This will have to be corrected by a DDC technician that will have the experience and the ability to gain access to the programing and make corrections. This should be done under the supervision of the commissioning agent.
EDHs
The EDHs were tested from the thermostat and the OWS. Each EDH was observed, and the amp draw was recorded (see Table 1 in Appendix B). The findings are as follows:
• EDH #2 shows all three stages of heat as operational however only one is working (see Figure 5)
• EDH #3’s relays will not energize
• EDH # 9 has two stages of heat both will energize; however, the second stage heating element is not operational
The remainder of the EDHs are fully operational and operating as designed.
DDC
The DDC system was tested as well and resulted in the following findings:
• Discharge air sensors in the AHUs need calibration
• The lead lag performance of AHU 1 and 2 does not work as designed. It takes up to 15 minutes and in some cases will not work at all to change from lead unit to the lag unit. This is a serious programing issue.
• When an override is initiated for any point the graphics do not indicate the override. This is a major flaw in the programing.
• There is no alarm page that provides the alarm history. The alarm that is on the graphics is not accurate. The only reliable way the WFO staff knows there is an issue is when the building starts to get hot, another programing issue.
• Lack of training is another gap. The DDC contractor did not give adequate training to the WFO staff. This needs to be addressed at the end of the new project.
• The graphics are adequate at best however the information is not always correct (see Figures 5, 11, 12 and 13).
It must also be mentioned that all points must be witnessed by the third-party commissioning agent along with the sequence of operation when it is time to commission the system.
PREPARED BY: 5D’SORPORATED 3
Backdraft Dampers
The backdraft dampers were tested and found to be working well with only a slight air leakage.
Building Relief Dampers
The building relief dampers were tested and found to be stuck closed with only a few damper blades stuck in the 5% open position. These dampers should be replaced and set at 0.01” WC for building pressure.
Exhaust System
The exhaust system was found to be working well. The only issue is the fan needs to be removed from the ceiling, cleaned and then put back into service.
Equipment Room Air Conditioners
The equipment room air conditioning system was also tested and found the following:
• The lead lag does not work and there is no alarm at the graphic
• There is no indication on the panel located in the Operations Center of an AC failure in the equipment room (see Figure 7).
• A maintenance control box that was installed by a contractor is supposed to allow the owner to switch from automatic to maintenance mode. This switch does not work (see Figure 8).
• The Trane condensing units are new but were found to be dirty due to the cut grass being blown into the condenser coils (see Figure 9).
The checklists that were used to inspect these systems are in the next section, Appendix A. Each checklist has detailed findings along with one or more recommendations.

The damper is binding and will not fully open or close. Extreme corrosion at the bottom of the damper blades
Reprogram the DDC to indicate the correct position of the damper. Replace the dampers due to corrosion on the duct work and the dampers.
Return Air Damper Same
AH
U
Outside Air Damper
The outside air damper is completely corroded and closed.
The damper motor has been removed and is laying on the duct work. The outside air duct at the dampers have been blocked with cardboard.
Replace the outside air dampers and the damper motor. Then program into the DDC after TAB provides the correct setting for outside air
Return Air Damper
The return air damper will not move and will not respond to DDC command. The damper is frozen in the fully open position
Replace the damper and damper motor and program into the DDC

HVAC Replacement
Weather Forecast Office CRP
Corpus Christi, TX.
October 14, 2020
Background:
The National Weather Service (NWS) Weather Forecast Office (WFO) Corpus Christi, TX (CRP) mechanical, electrical, and structural systems need replacement. The existing system are beyond their useful life due to age and are inefficient.
Objectives:
Replace HVAC split systems consisting of Air Condensing Units (ACU)- two (2ea) 15-ton for the
Operations Area and one (1ea) 7.5-ton for the Administration Area. This includes Air Handling
Units (AHU- 1, 2 & 3) and all associated equipment for the three split systems. NWS WFO is an active operation and HVAC disruption must be minimized to allow for sustained operations (The use of portable AC units may be needed). Replace outside air damper and section of duct associated with AHU-3. Replace screens on outside air louvers.
The government may award one or more tasks. A pre-bid site visit is highly recommended. It is the responsibility of the contractor to inform themselves of all existing conditions and with all systems.
