Replace Access Floor and Damaged Floor Pedestals National Weather Service Forecast Office Mobile, Al

Statement of Work June 10, 2020

A. General Description and General Requirements:

1. Remove existing access floor panels and replace with new. The current access floor system is in need of replacement due to chipping, cracking and warping at the corners and tile stands that are failing. This poses a critical trip/fall risk to WFO personnel. Work shall be performed at the Mobile, Alabama Weather Service Forecast Office.

2. The NWS will consider alternate methods to replacing the access floor system which will meet specifications outlined in E. Scope of Work step 2, result in a smooth and safe finished floor. The alternate method will be approved by NWS prior to contract award.

3. The Contractor shall provide all materials, labor, transportation, equipment and all miscellaneous items necessary to install approximately 2,073 sq ft of new High-Pressure Laminate (HPL) floor panels utilizing current access floor substructure or replacing it in the operations area, equipment room, and the communications room. The color of the HPL surface will be Gray Starlight. The contractor will install approximately 16 new air access panels in the equipment room.

4. Prior to removing/replacing raised access floor the contractor will remove all systems furniture (note configuration) and store. Once new floor is installed contractor will reinstall systems furniture in same configuration. Furniture tear down, removal, and reinstall should follow floors installation phasing. The NWS will accept alternate methods to system furniture removing and storing, however it must be approved prior to contract award.

5. There will be floor tiles identified in the equipment room that cannot be replaced or new panels will have to be cut to fit.

6. All work shall comply with the requirements and specifications in this Statement of Work. If there is conflict between requirements within the Statement of Work, the Contractor shall comply with the most stringent requirement, unless the Contractor through direct negotiation with the Contracting Officer receives written approval from the Contracting Officer to comply with the less stringent of the conflicting requirement.

7. Any alteration or deviation from specifications involving additional costs, changes to material, or cosmetic changes shall require prior written approval from the National Weather Service and the Contracting Officer.

8. The Service Contract Labor Standards Act applies to this job and is the Contractor’s responsibility to comply. (Mobile County).

D. Scope of Work. The Contractor shall:

1. Remove the existing access floor panels and if being replaced substructure.

2. Install approximately 2,073 sq ft of HPL floor tiles and/or substructure meeting the following specifications:

Concentrated Load (max. deflection .080”)-1000 lbs Rolling Load (max. .020” average over-all deformation)-600 lbs Ultimate Load-4000 lbs Color- Gray Starlight

3. If current access floor substructure is used it will be inspected and repaired to ensure a smooth finished floor surface.

4. Drill holes in new panels for electrical conduit and communications wiring.

E. Disposal of Construction Debris:

1. Properly remove and dispose of all construction materials and demolition debris as required by Local, State, and Federal Regulations.

2. Salvage all recyclable metals and deliver metals to a recycle company for proper disposal and salvage.

F. Site Cleanup and Restoration:

1. Contractor shall be responsible for all "Contractor Caused" damage to the worksite, and for restoring work site to original condition to the satisfaction of the Contracting Officer.

2. Provide all rigging and equipment needed to perform all work without causing any damage to existing building, adjacent buildings, sidewalks, asphalt areas, living plants, sprinkler systems, trees, or landscaping.

3. The Contractor shall repair to the satisfaction and approval of the Contracting Officer all Grass Areas, Shrubs, Plants, Sidewalks, Sprinkler Systems, Asphalt Parking Areas, and etc. damaged by the Contractor during construction.

4. All disputes regarding "Contractor Caused" damage shall be documented in writing and with photographs by the Contractor. The Contractor shall send all such documentation to the Contracting Officer for review and final decision.

5. All disputes regarding "Contractor Caused" damage shall be negotiated with and decided by the Contracting Officer. The Contracting Officer's decision shall be the final and binding upon the Contractor.

G. Licenses, Permits, and Fees:

1. The Contractor shall be responsible for obtaining and paying for all licenses, permits, and fees required to complete the work.

H. Local, State, and Federal Code Compliance:

1. Comply with all Local, State, and Federal environmental, health, and safety regulations while conducting this work. In addition, the Contractor shall ensure that all work is in compliance with all applicable Local, State, and Federal Codes.

I. Safety and Emergency Plans:

1. Safety: The Contractor shall observe and institute all applicable OSHA safety requirements and procedures to prevent accidents and injuries to both Contractor and Government employees including 40 CFR 1926 Subpart M for fall protection requirements.

J. Period of Performance:

1. Work should be completed no later than 90 days after the contractor received award. Work is to be performed during business hours, Monday-Friday, excluding Holidays. Contractor shall coordinate the installation time and date with the local POC.

K. IT Security Note:

1. Certification and Accreditation (C&A) requirements do not apply, and a Security Accreditation Package is not required.
