MAINTENANCE SERVICE AGREEMENT FOR HVAC Metasys Building Automation and CONTROLS SYSTEM

National Weather Service

43858 Weather Service Road Sterling, VA 20166

I. STATEMENT OF WORK

The Contractor shall furnish all labor, material, equipment, and incidentals to provide a Preventive Maintenance and Service for all HVAC Controls System, Software, Software Subscription, Software Updates/Patches and Components on a semi-annual schedule. The contractor shall follow all required manufacturer's preventative maintenance schedules and procedures for the systems. Tasks for semi-annual maintenance are listed below. The Contractor must provide and record all periodic maintenance, repairs and services on a maintenance log, which is to be kept at the National Weather Service Office at Sterling, VA, within three (3) days after services rendered.

II. EQUIPMENT

The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division (ERAD), intends to award a Preventive Maintenance Program Contract for all associated equipment with HVAC controls and software. All HVAC equipment will be serviced and maintained under this agreement is the following: Johnson Control Metasys Control System and software.

Install upgraded version and patches to the Metasys Building management system on the customers PC

Window 8.1 Pro patches as needed.

1 ADS Software Subscription Service

Material 1 Subscription for the Metasys software

All subscription services are the responsibility of the contractor to purchase through Johnson Controls. The Metasys application cannot be one release or patch behind newest release during the contract period. The contractor must make sure the Metasys software is the latest version and has the latest patches.

Contractor must show certification of training on the Johnson Control Metasys Building Automation Software.

Contractor must be able to troubleshoot, install, and repair any Johnson Control controller devices.

III. DESCRIPTION OF WORK

BUILDING AUTOMATED SYSTEM (BAS) – SEMI-ANNUAL and

ANNUAL INSPECTION AND MAINTENANCE

Semi-Annual and Annual Tasks

1. System operation and software update. (OS - Windows 8.1 Pro and Application management – Metasys Building Management System)

2. Download and install all patches for computer system OS and current Metsys software.

3. Safety Controls.

4. Local safety controls, such as low limit, high limit, and fire detectors.

5. HVAC Units. - Review cycle and sequence of operation.

6. Check operation of panel devices. Clean control panel.

7. Check operation of safety limits and minimum positioning devices.

8. Room and Zone Control. Check operation of controllers. Recalibrate controllers as required.

The system is standalone and not connected to the internet. It has its own hub to communicate to the controllers. All updates for the server must be downloaded off-site to a storage device. All subscription services are the responsibility of the contractor and must be maintain for the Metasys HVAC application to the most updated version.

IV. PASSWORD ACCESS

1. Password access to the system will available to the NWS Point of Contact.

V. ADDITIONAL REQUIREMENTS

A. MAINTENANCE RECORDS: Records for all periodic maintenance, repairs and service shall be maintained in a maintenance log at the National Weather Service Office. The Contractor shall be responsible to log this information in a timely manner so that maintenance trends and frequency can be established. The maintenance log shall be a summary of all inspections completed at the site on a semi-annual basis, records of all periodic inspections and preventive maintenance procedures executed and all completed maintenance log forms included with this specification

1. The contractor shall provide, supply and maintain all written records of maintenance and repairs on site.

2. Note and report any control system discrepancies that would affect equipment operations to the NWS point of contact and provide recommendations for corrective action.

3. Document all preventive maintenance work done and test results.

4. The reports shall contain any uncorrected deficiencies noted at inspection.

B. ON CALL AND EMERGENCY REPAIRS

1. The Contractor shall provide qualified service personnel and parts to provide repairs as necessary to sustain continuous operation of this facility.

2. The Contractor shall provide a 24-hour telephone number and respond within two hours of any call for service.

3. The normal working hours of 8:00 am to 5:00 pm Monday thru Friday.

4. All holidays will be treated as off hours and will be invoiced as an emergency service call.

C. UNSCHEDULED SERVICE AND REPAIRS

1. Unscheduled service including labor, parts and components required to troubleshoot, diagnose or repair the above equipment.

2. All unscheduled service and repair will be handled through separate contracts.

D. QUALIFICATIONS AND STANDARDS

1. The technicians and personnel tasked with service and repairs shall be licensed, certified and skilled to repair and service the specific automated environmental control systems, software and equipment on site.

2. All work and materials supplied will meet or exceed industry standards and equipment Manufacturer’s specifications.

E. MATERIAL SAFETY DATA SHEETS

1. MSDS sheets will be provided when necessary for supplies and materials used by the contractor for NWS files.

F. SAFETY - LOCK OUT/TAG OUT

1. Advise NWS Point of Contact prior to starting maintenance or repair procedures.

2. Disconnect power supply; Tag unit as “Out of Service” as per OSHA requirements.

G. VISITOR SIGN-IN

1. All visitors must sign in/sign out at the Reception Desk when arriving/leaving.

VI. MAINTENANCE MANUALS

Contractors shall contact the equipment Manufacturer for their Preventive Maintenance Program requirements and keep a copy at the WFO in Sterling, VA.

VIII. CODES AND STANDARDS:

A. The following publications, codes and ordinances of local governing agencies shall apply to this Preventative Service and Maintenance Contract:

American Society of Heating, Refrigeration, and Air Conditioning Engineers, (ASHREA) National Building Code, (BOCA) Factory Mutual Engineering Association, (FM) Underwriters’ Laboratories, Inc. (UL) National Electrical Code (NFPA 70-99), National Electrical Safety Code (ANSI C2) and the NECA Standard of Installation or Local standards, whichever is more stringent.

The NEC (2002) will be followed, as applicable.

American Society of Mechanical Engineers, (ASME) Air Conditioning and Refrigeration Institute, (ARI) Air Movement and Control Association, (AMCA) American Gas Association, (AGA) American National Standards Institute, (ANSI) American Society for Testing and Materials, (ASTM) Electrical Testing Laboratories, (ETL) International Mechanical Code, 1996

B. The Contractor shall follow all Federal, State and Local Codes to include:

Department of Transportation, (OSHA) Occupational Safety and Health regulations (e.g. 29 CFR 1910, 1926).

OSHA General Industry Safety and Health Standards (29 CFR 1910); OSHA

Construction Industry Standards (29 CFR 1926) Single copies of these regulations are available from the local OSHA Area Offices.

These documents are also for sale by the Superintendent of Documents, US. Government Printing Office, Washington, DC 20402 Environmental Protection Agency (EPA) Final Rule (40 CFR, Part 761) dated July 17, 1985.

IX. LABOR

All labor performed on the HVAC units shall be performed by Manufacturer certified technicians. Certification documentation shall be presented to the COR when work starts. All labor shall be licensed to ensure the best standards of workmanship for requirements of the Preventative Maintenance and Service Contract.

X. MATERIALS

All miscellaneous materials and preventive maintenance parts necessary to complete the preventative maintenance activities specified herein shall be new, of good quality and warranties according to the manufacturer. Materials requiring a Material Safety Data Sheet, (MSDS) shall be reviewed by the point of contact prior to usage, at least five working days prior to usage.

Products found to have certain health hazards to employees shall not be used.

XI. PERIOD OF PERFORMANCE: Base Year: August 1, 2021 through July 31, 2022 Option Year 1: August 1, 2022 through July 31, 2023 Option Year 2: August 1, 2023 through July 31, 2024 Option Year 3: August 1, 2024 through July 31, 2025 Option Year 4: August 1, 2025 through July 31, 2026
