STATEMENT OF WORK FOR MHX HVAC
The Contractor shall provide a full coverage Preventive Maintenance for the entire HVAC Mechanical System, Equipment and Control System installed at the National Weather Station Office, 533 Roberts Road, Newport, NC, 28570 and co-located NEXRAD RADAR site. This is a 24/7-day a week operation. The period of performance shall be one base year with four one-year options.
I. All HVAC mechanical equipment will be included in this service. All HVAC computer hardware, firmware, and software reloads will be included in this service.
II. Contractor is to provide job labor, travel labor, living expenses, and equipment and material required to do Preventive Maintenance (PM) and Emergency Maintenance on all systems, fans, air handlers, package units, stats, and thermostats, etc. The Electronic/Computer Control system will also be part of the service.
III. This Service will be provided on a quarterly basis four (4) times a year. The Contractor is responsible to visit the site, and assure that all equipment is in factory spec operation prior to the issuance of this contract.
A written statement will be required on any deficiency and will be handled, if necessary, as a separate repair order.
IV. Under this contract all work will be done quarterly and checklists (enclosed) turned in for continued payment of contract. All work outlined in this contract must meet or exceed manufacturers tolerances and will be inspected by local official. The Contractor will perform all PM Service as detailed in the attached specifications and service sheets.
V. As part of this PM all materials such as filters, pressure control switches, all gases, and belts must be new, factory approved and provided by the contractor.
VI. Contractor will maintain all equipment to manufacturer’s specifications after the initial inspection.
1. Any major repairs (Compressors, motors, etc…) or software reloads and reconfigurations due to system failure are covered under this contract with the following exceptions:
a) This agreement applies only to the maintainable portions of the system(s). Repair or replacement of non-maintainable parts such as duct work, boiler shell and tubes, cabinets, boiler refractory material, heat exchangers, main power service and electrical wiring, piping, tube bundles, valve bodies, structural supports tanks and other similar items are excluded.
b) This agreement does not include responsibility for the design of the system, obsolescence, safety test, removal and reinstallation of valve bodies and dampers, repair or replacement necessitated by freezing weather, electrical power failure, low voltage, burned-out main or branch fuses, low water pressure, vandalism, misuse or abuse of the system(s), negligence of others (including customer), failure of customer to properly operate the system(s), requirements of governmental regulatory or insurance agencies, or other causes beyond control of the Contractor.
Contractor will make emergency service call (call backs) as required, and respond within 6 hours of notification to be on site for troubleshooting. Any repair that is not covered under this contract will be handled on a per event basis, and presentation of a written estimate.
VII. Contractor will be required to follow all local rules and safety compliance, along with National Weather Service 50-1115 Safety Manual (AVAILABLE ON SITE & WEB) while performing this work. The contractor also will be required to dispose of any Hazardous wasted caused or created by this work and contract agreement (i.e. gases, fluids, etc.).
VIII. A local POC (point of contact) will be assigned so contractor can have all work reviewed as per schedule.
Copies of the enclosed checklist will be made by the local office for contractor. The contract option years will not automatically be exercised. Performance and satisfaction of the POC and Local Station Manager (MIC) will be the elements used to judge contractor’s work.
IX. Contractor shall include one (1) annual comprehensive maintenance action, and three (3) operational maintenance actions for the Forecast Office (three Air Handler Units, two Bard wall mounts units) and the NEXRAD RADAR Site (three external mount systems on two buildings) that will include coil cleaning, Page - 2 filters replacement, belt changes, motor megger, lubrication, gas pressure checks and/or replacement, and all visual inspections. Also, all filters will be changed at least four (4) times a year. Contractor shall also provide one (1) annual comprehensive inspection of the Control System, and three (3) operational inspections. All items are covered in the specs and checklist attachments. These visits shall include control loop tuning, temperature calibrations, voltage verifications and software archival.
NOTE: NO EXTRA charge will be levied for temperature adjustments, if needed, during visits for work or at request of local official.
