Text version
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division office intends to negotiate with Peerless- Winsmith Inc.(PWI), on a sole source basis under the authority of FAR 13.501(a), 41 U.S.C.
1901, the purchase of forty-five (45) Next-Generation Radar (NEXRAD) Planetary Gearbox oil maintenance kits identified as: PN: 651229-41, ASN: R400-2A1A3A3A1, NSN: 3010-01-448- 9221, on behalf of the National Logistics Support Center (NLSC) in Grandview, MO.
Justification for Sole Source
The National Weather Service (NWS) NEXRAD Doppler Meteorological Radars provide the capability to detect severe weather and give weather observers and forecasters the ability to issue early warnings to the general public and aviation users. Peerless-Winsmith, Inc. is the original equipment manufacturer (OEM) of the NEXRAD Planetary Gearboxes contained therein. The gearboxes were designed and manufactured to meet strict NEXRAD specifications, for which the OEM owns the proprietary rights to all drawings developed for the equipment.
This acquisition will obtain forty-five (45) spare gearbox oil maintenance kits to support the repair of the aforementioned PWI components. All logistical spares must be form, fit, and function identical to the original equipment item. It is not possible to substitute for this item.
The requested item was custom-designed by PWI, and therefore is the only known source of supply. The original equipment was subjected to a stringent qualification test regime, which included operational testing, field testing, and environmental qualification testing. Acceptance of any item other than the original equipment would require that testing be completely re-accomplished. This is unacceptable as it would require significant funding and time to accomplish, thus resulting in the unavailability of fielded NEXRAD systems. For these reasons, only PWI PN: 651229-41 is deemed acceptable at this time.
