Special Notice:

The National Oceanic and Atmospheric Administration’s (NOAA) National Weather Service (NWS) / National Logistics Support Center (NLSC) located at 14200 Merritt Road, Grandview, MO 64030 intends to award a purchase order (PO) for the purchase of forty-five (45) maintenance and seal kits for the gearbox for the Next Generation Weather Radar (NEXRAD) to Peerless-Winsmith, Inc. (PWI) located in Springville, NY.

Sole Source Justification:

PWI has been identified as the only known qualified source that can provide the needed items as specified below that will also meet the Government’s intended use. PWI custom manufactured the gearbox (ASN: R400-2A1A3A3A1) that the requested maintenance and seal kits are used in. PWI has provided the maintenance and seal kits to the NWS over the years, most recently in 2016. The maintenance and seal kits are custom designed for the NWS. PWI has special tooling, patterns, and manufacturing designs that make them the logical source for the needed items. No other sources are known at this time.

The purpose of this acquisition is to obtain spare maintenance and seal kits for the repair of failed NEXRAD equipment. All spares for this system are required to be identical to the item which was provided with the original equipment. It is not possible to substitute for this item. Any logistical spares must be form, fit, and function identical to the original equipment item. The requested item was custom designed by PWI, and therefore is the only known source of supply. The original equipment was subjected to a stringent qualification test regimen, which included operational testing, field-testing, and environmental qualification testing. Acceptance of any item other than the original equipment would require that testing to be completely re-accomplished. This is not acceptable, as it would require significant funding and time to accomplish and would result in fielded NEXRAD systems being unavailable during that period. For these reasons, only PWI part number 651229-41 is deemed acceptable at this time.

The requirements for the items are as follows:

· PWI Part Number 651229-41 (NSN: 3010-01-448-9221; ASN: R400-2A1A3A3-K2)

All items shall be delivered (FOB destination) to the National Logistics Support Center (NLSC) located at 14200 Merritt Road, Grandview, MO 64030.

PWI is the only known source that can provide the items needed in order to complete this task.

The Government is not aware of any other vendors that can provide these specialized supplies while also meeting all of the requirements listed above.

To the best of the Government’s knowledge, there are no other vendors available who can meet the requirements needed in order to compete for this project. A sources sought notice was posted to the Federal Business Opportunities (FBO) website on February 20, 2019. The posting closed on March 1, 2019 with no affirmative responses. The Government will award a PO to Peerless-Winsmith, Inc. located in Springville, NY after the closing of this notice.

The intended procurement is for maintenance and seal kits for the NEXRAD gearbox for NLSC which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisition Procedures. The Government intends to solicit and negotiate with the only known source (PWI) under the authority of FAR 13.106-1(b) (2). All proposals received prior to the close of this notice will be considered by the Government. However, this is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue a contract to PWI, whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide the needed supplies for the NLSC. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the specified supplies for the NLSC that provides the same form, fit, and function as the supplies specified above. Any responses that provide for supplies other than that specified must be accompanied by descriptive literature and show it meets the same form, fit, and function. Please include the name, telephone number, and point of contact for businesses or other Government agencies to which your company has previously provided the proposed supplies.

Offerors may send their proposal via email to alex.williams@noaa.gov. The NAICS code for this requirement is 333612. All responsible sources may submit a quote which will be considered by the Agency. All contractors doing business with this Contracting Office (Eastern Region Acquisition - Kansas City Division) must be registered with the System for Award Management (SAM) website.
