Sole Source Justification: Peerless-Winsmith, Inc.
The National Oceanic and Atmospheric Administration’s (NOAA) National Weather Service’s (NWS) Operations Division/Logistics Branch https://www.ops1.nws.noaa.gov/ops14.htm intends to purchase twenty (20) gear box/parts kits from Peerless-Winsmith, Inc. (PWI) located in Springville, NY for direct support of their NEXRAD (Next-Generation Radar) dual-polarization program.
PWI has been identified as the only known qualified source that can provide the needed items as specified below that will also meet the Government’s intended use. PWI custom manufactured the gearbox (ASN: R400-2A1A3A3A1) that the requested gear box/parts kits are used in. PWI has built new gearboxes and repaired many of the gearboxes over the years for the NWS. They have also supplied the requested gear box/parts kits for the NWS as recently as 2013. The gear box/parts kits are custom designed for the NWS. PWI has the special tooling, patterns, and manufacturing designs that make them the logical source for the needed items. No other sources are known at this time.
The purpose of this acquisition is to obtain spare gear box/parts kits for the repair of failed NEXRAD dual-polarization hardware. All spares for this system are required to be identical to the item which was provided with the original equipment. It is not possible to substitute for this item. Any logistical spares must be form, fit, and function identical to the original equipment item. The requested item was custom-designed by PWI, and therefore is the only known source of supply. The original equipment was subjected to a stringent qualification test regime which included operational testing, field testing, and environmental qualification testing. Acceptance of any item other than the original equipment would require that testing be completely re-accomplished. This is not acceptable, as it would require significant funding and time to accomplish and would result in fielded NEXRAD systems being unavailable during the period. For these reasons, only PWI part number 651229-41 is deemed acceptable at this time.
The requirements for the items are as follows:
PWI part number 651229-41 (NSN: 3010-01-448-9221)
All items shall be delivered (FOB destination) to the National Logistics Support Center (NLSC) located at 1510 East Bannister Road in Kansas City, MO 64131.
PWI is the only known source that can provide the items needed in order to complete this task.
The Government is not aware of any other vendors that can provide these specialized supplies while also meeting all of the requirements listed above.
The intended procurement is for twenty (20) gear box/parts kits that will be used for the repair of failed NEXRAD dual-polarization hardware which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisitions Procedures. The Government intends to solicit and negotiate with the only known source (PWI) under the authority of FAR 13.106-1(b)(1)(i). All responses received prior to the close of this notice will be considered by the Government. However, https://www.ops1.nws.noaa.gov/ops14.htm this is not a request for quote, and there is no solicitation available at this time. The Government reserves the right to solicit quotes based on the receipt of sufficient affirmative responses to this notice or issue a purchase order (PO) to PWI, whichever is determined to be more advantageous to the Government without further notice.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
In order to be considered, offerors must furnish detailed information concerning their capability to provide the needed gear box/parts kits for the NEXRAD dual-polarization program. Offerors should submit their name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the specified gear box/parts kits for the NEXRAD dual-polarization program that provide the same fit, form and function as the gear box/parts kits for the NEXRAD dual-polarization program specified above. Any responses that provide for gear box/parts kits for the NEXRAD dual-polarization program other than that specified must be accompanied by descriptive literature and show it meets the same form, fit and function. Please include the name, telephone number, and point of contact for businesses or other Government agencies to which your company has previously provided the proposed gear box/parts kits for the NEXRAD dual-polarization program.
Potential offerors may send their response via email to kevin.j.buum@noaa.gov The NAICS code for this requirement is 333612 (Speed Changer, Industrial High-Speed Drive and Gear Manufacturing).
The corresponding Product Service Code (PSC) is 3010 (Torque Converters and Speed Changers). All offerors doing business with this Contracting Office (Eastern Region Acquisition - Kansas City Division) must be registered with the System for Award Management (SAM) website.
