SCOPE OF WORK
Maintenance Services, Inspection & Repair Walla Walla District, Walla Walla, WA 99362
Introduction: This is a non-personnel services contract to provide all management, personnel, equipment, supplies, facilities, tools, materials, supervision, and applicable licenses and permits necessary for maintenance services, inspection, and repair two (2) times per year (biannually) of two (2) operating vessels and trailers. Performance will be at a Contractor provided facility. Vessels and trailers are located in Walla Walla, WA. Contractor shall transport vessels and trailers to and from service facility for maintenance service, inspection, and repair biannually.
Scope and Services: The contractor shall provide all necessary services required to perform maintenance service, inspection, and repair on two (2) operating vessels two (2) times per year including:
1. Servicing two (2) operating vessels and trailers biannually. Service will tentatively be scheduled for the months of December and June. Both vessels shall not be scheduled for service concurrently. Contractor will be responsible for towing/transporting vessels and trailers to their facility for services.
Vessels Service to include:
1. Vessel inspection service shall include the following checks at a minimum and be accompanied by a report with all results of the inspection. Any known safety issues will be highlighted in the report.
a. Hull/structural: Exterior of vessels to be checked for any cracks, leakage, rust, corrosion, and areas of fatigue.
b. Interior: Check for cracks, mold and structural changes of vessels and cabs.
c. Electrical and Console: Check all starters, gauges, steering and throttle linkage, lights, navigation, key switches, radio, horns, landing craft gate winch and seals, davit winch, cables/wires are labeled and properly insulated, batteries, wiper blades and any other electrical and accessories components.
d. Engine: Check shall be performed per manufacturer specifications. This may include engine fluids, heat exchanger unit, thermostat, exhaust water strainer, anode, belts, fuel filters, fuel pumps, air filters, hoses/connection, valve clearance, spark plugs, jet pump/impeller/propellers blades and shaft, water pump, power trim/tilt, bolts and nuts, marine grease zerks, breather tube, cooling water passages, and any other engine checks per manufacturer recommendation.
e. Bilge Pump: operating properly, clear of debris, float switches properly activate the pumps.
f. Fuel System: Inspect connections and check all fuel line for wear and deterioration. Check that fuel tank(s) and fuel senders are working properly.
2. Vessel maintenance service to include the following:
a. All supplies or materials shall be OEM or equivalent and meet manufacturer specifications.
b. Electrical systems: Repair or replace cable insulation, repair and reconnect any loose/broken wires, and clean/lubricate battery terminals as necessary. Use corrosion inhibiting dielectric grease specified for marine battery applications.
c. Outboard/kicker motors service per manufacturer specifications and time interval, to include the following at a minimum: Change engine oil and gear case oil/lubricant. Perform the following maintenance per manufacturer specifications or as necessary: Lubricate engine parts, replace spark plugs, fuel filters, and cotter pins, adjust valves, belts, throttle linkage, nuts and bolts tightness, and idle speed.
d. Replace windshield wiper blades, boat plugs, light bulbs, and fuel line as necessary to ensure proper performance.
3. In-water test to check run ability of motors and propellers/jet pumps. Provide results of test with inspection report.
Trailer Service to include:
1. Trailer inspection service: Inspection shall include the following checks at a minimum and be accompanied by a report with all results of the inspection. Inspect all lights, winch straps, structural integrity, tires, tire sidewalls, brakes, and bunks. Any known safety issues will be highlighted in the report.
2. Trailer maintenance service: Lubricate tongue jack and coupler/ball bearings. Replace or reconnect loose/broken wires and lights. Replace transom tie down and winch straps as necessary. At least annually repack and lubricate wheel bearings and replace wheel bearings when necessary.
