Office: NWOD Siuslaw Field Office Notice of Funding Opportunity Number: L25AS00147 Project Submission Dates and Times: January 31, 2025, 5PM EST

Project Title: West Eugene Wetlands Youth Restoration Crew

Maximum Available Funding in FY25: $30,000

BLM has determined up to $50,000 may be available over the course of this agreement. BLM has determined that individual stipends of $600 a week, equal to $15.00 per hour, are reasonable. Higher stipends must be justified in the budget justification in Attachment B. Crew based work will be evaluated based on how many crew members and weeks are needed and must be justified in Attachment B.

Project Background Information: The West Eugene Wetlands (WEW) are located on the western edge of Eugene Oregon. The wetlands are home to several threatened and endangered species and are primarily composed of the increasingly rare upland prairie and wet prairie habitats. Invasive plants are one of the biggest problems afflicting the WEW.

Project Objective: The BLM will be removing invasive species from the West Eugene Wetlands with the help of youth and young adult work crews. There may also be opportunities to sow seed, plant bulbs/plugs, and perform trail maintenance.

Work Schedule: Work will generally take place from 8:00 AM to 4:00 PM Monday through Friday. Other schedules will be considered, and flexible schedules will be viewed favorably. Work will take place year-round, with the bulk of the work happening in the summer. The successful applicant will be comfortable working in a dynamic environment where scheduling will take place on a month-by-month basis.

Qualification Requirements: This opportunity is suitable for youth interested in gaining experience working in a natural resources field.

Housing: Housing will not be provided.

Vehicle Needs: The partnering agency will provide a vehicle to transport the crew to and from the work site. Driving will mostly occur on paved roads.

Other Project Considerations:

Food: BLM will not provide food.

All Supplies: Youth corps will be responsible for supplying and maintaining all necessary tools.

Training Requirements: Crew leads will be trained as required by BLM and partnering agency.

Travel: No overnight travel will be needed.

Duties: The successful applicant will help the BLM meet their restoration goals, as outlined in the West Eugene Wetlands Resource Management plan. This will largely be based around removing invasive plants from wet and upland prairies. Most of the tasks will be done manually; participants will use tools that include weed wrench, loppers, hand clippers, shovels, mcleods, saws, and weed whackers.

BLM’s Involvement: There will be substantive BLM programmatic involvement by BLM professionals. BLM staff will direct work and communicate with the crew lead to make sure the project is progressing as desired. BLM will have the right to intervene by modifying the project management plan, if project is not staying on schedule, technical issues arise, etc. In addition, BLM and recipient will meet annually to discuss project goals, solicit feedback, and strategize.
