REQUEST FOR MINIMUM QUALIFICATIONS CERTIFICATION
TVA Nuclear Power Group (NPG): Nuclear Modifications, Outage and Supplemental Maintenance Support
TVA intends to issue a Request For Proposals (RFP) during its Fiscal Year (FY) 2016 for a potential long-term (5 years, with option to extend) contract, under which a successful Offeror (the “CONTRACTOR”) would perform modifications, outage and supplemental maintenance work at TVA’s nuclear plants, and possibly work at other TVA owned or controlled facilities (the “Work”).
The Work primarily will consist of hiring and managing supervisory, technical and craft labor, as necessary for the execution of:
· modifications, outage and supplemental maintenance work
· construction, rehabilitation, modifications, removals, replacements
· asbestos abatement (direct or through subcontractors)
· insulation and lagging (direct or through subcontractors)
· protective coatings (direct or through subcontractors)
· construction testing of components and/or systems identified by TVA at nuclear plants and other sites located within the Tennessee Valley region.
In connection with this Work, CONTRACTOR will perform a variety of functions, including but not limited to:
· administration and enforcement of a safety program meeting OSHA and TVA standards
· site/field engineering
· project management functions (which includes, but not limited to supervision, project controls, scheduling, estimating, budget controls, forecasting, etc.)
· quality control functions including plans, inspection and testing services
· training (craft and non craft)
· administration of CONTRACTOR’s subcontractors and TVA’s contractors as assigned
· possible procurement related activities (as authorized for materials and equipment approval by TVA)
· utilization of existing programs in place at TVA, such as computer based project controls software compatible with current TVA utilized software, including but not limited to Primavera and Microsoft Office.
EXCLUSIONS: The Work will not include specialty work typically provided by NSSS or similar OEM type vendors.
CONTRACTOR may be required to furnish to TVA, under TVA’s supervision, augmented personnel for project support work associated with:
· Turbine generator work
· Refueling support
· Short term staffing for projects to address temporary peaks, gaps or specialized needs
TVA desires to select one or more CONTRACTORS with a history of successful experience in nuclear plant modifications, outage and supplemental maintenance work similar to the Work generally described above. However, TVA does not and will not commit to authorize or pay for any minimum quantity of Work.
The following is an overview of the nature and scope of the potential Work.
1. Nuclear - Managed Task
CONTRACTOR would provide the services of qualified personnel (craft and non craft) to perform outage, modifications, supplemental maintenance, and technical support (excluding design engineering services) Work at: (a) TVA’s three operating nuclear plants (Watts Bar (WBN), Sequoyah (SQN), and Browns Ferry (BFN)), which currently have six units total; and (b) the seventh nuclear unit (WBN Unit 2), which is scheduled to be online during FY 2016), and potentially other sites located within the TVA region.
During a typical nuclear unit outage season:
One to three nuclear units at one or all three of TVA’s nuclear plant locations may be in an outage, with some site locations having unit outages starting on or close to the same dates.
Due to the age of the TVA facilities, asbestos abatement may be required as part of the authorized Work. TVA will require that a CONTRACTOR perform such asbestos abatement work, or be able and willing to engage subcontractors to perform such work.
All craft labor will be obtained through the union hall referral process.
Historically, TVA’s nuclear plants have required annual managed task labor man hours of between 1.1 million and 2.0 million per FY fiscal year for these services.
2. Protective Coatings - Managed Task
CONTRACTOR would provide Protective Coatings at various TVA nuclear plants and other sites in the TVA region. Some of this protective coatings Work could be performed in conjunction with planned nuclear unit outages. Protective coatings Work would involve CONTRACTOR’s or its subcontractor(s)’ application of all TVA-specified coatings, and:
· sandblasting, power tool cleaning, or other methods as specified by TVA, including lead abatement.
· corrective/repair work on excessively corroded steel, as required by TVA (CONTRACTOR would staff and perform such corrective work).
TVA generally authorizes protective coatings projects, and requires large crews to perform such Work, during the spring, summer and fall months. However, for multi-year projects, protective coatings crews may be required to work year-round, including during the winter months. Historically, TVA has required up to 50,000 managed-task man hours per FY to perform this protective coatings work.
3. Augmentation CONTRACTOR would provide, as requested by TVA, augmented personnel (predominantly craft) under the direct supervision of TVA. Historically, TVA has required between 250,000 and 330,000 staff-augmentation labor man hours per FY.
In order to be considered as a CONTRACTOR for the Work, an Offeror must have demonstrated the ability to manage and execute the nature and magnitude of all elements of the potential scope of Work, as described above. Prior to issuing the RFP to the interested Offerors, TVA will require each Offeror to certify that it meets or exceeds the mandatory minimum qualifications described above and specified in Table 1, below. Offerors must supply this certification in writing (or by electronic mail) to TVA no later than Monday, November 23, 2015 at 4:00 p.m. EST indicating its responses (Yes or No) to each question. Offeror then must submit detailed documentation supporting its responses to TVA, in writing (or by electronic mail) no later than Monday, November 30, 2015 at 4:00 p.m. EST, in order to be eligible to receive the planned Request for Proposals (RFP) from TVA.
Table 1 states the mandatory minimum qualifications that an Offeror must meet in order to be invited to submit a response to TVA’s planned RFP, and be considered for subsequent award of a potential contract to perform the Work.
