Programmatic, Flight Test Engineering, and Administrative Support to Naval Test Wing Atlantic

1.0 Scope

Naval Test Wing Atlantic (NTWL) is the most technically diverse air wing in naval aviation. Comprised of four test and evaluation squadrons and the United States Naval Test Pilot School, NTWL is the Fleet advocate supporting test and evaluation of the Navy's principal aviation systems ranging from unmanned to rotary and fixed-wing aircraft and subsystems. Focused on warfighter requirements, the wing provides aircrew, aircraft assets, maintenance support, operational and safety oversight, process and facility support for developmental flight and ground test. NTWL remains focused on the needs and safety of the Navy and Marine Corps Warfighters while providing Customer Agencies (e.g. Program Management Activity (PMA), Program Executive Officer (PEO), NAVAIR Competencies, Foreign Military Sales (FMS), United States Coast Guard (USCG)) with the people, processes, facilities, and aircraft to support full life cycle program Testing and Evaluation (T&E). This support includes design, execution, analysis, evaluation, and reporting of tests and experiments of aircraft, unmanned air systems, weapons and weapons systems.

In support of NTWL, the Test & Evaluation Program Leadership Division supports T&E Functional Teams (i.e. Integrated Program Teams (IPT), externally directed teams, and enterprise teams, etc…) that perform test & evaluation on Navy and other Customer Agency platforms, systems, and subsystems. Division personnel manage and staff the T&E efforts and are responsible for design, documentation, planning, scheduling, tracking and maintaining the currency of the T&E processes, identification of critical program test elements, ensuring engineering veracity of the test data, definition of functional requirements for future test facilities, equipment, and instrumentation requirements.

NTWL desires the most qualified, experienced and current personnel within its work force as the supporting tasks are essential components of the entire T&E process and ultimately fleet lethality. The complexity of the current mission in the T&E community and the constant challenges require continuous planning, management, and monitoring to ensure success. The principal focus is as Team Leads and Team Members on Functional Teams and Contractor personnel will support the mission through participation in the teams’ execution of the T&E strategies, planning, execution, monitoring and recording.

3.0 Requirements

3.1 General Requirements

3.1.1 Compatibility

The Contractor shall maintain the capability to prepare documents and software packages compatible with the Government IT environment through the security classification of Secret. The current operating environment required for this contract includes:

a. Microsoft Windows 10

b. Microsoft Project 2010

c. Microsoft Office Professional Plus 2010 and O365

d. Adobe Acrobat XI (reader)

e. Internet access The Contractor shall maintain the ability to interface with and transfer data to and from requiring office software applications and their upgraded versions. The Contractor shall maintain state-of the-art anti-virus software and ensure that all media are virus free when delivered. The Contractor shall be capable of Internet and LAN communications with the Government. Contractor personnel shall be capable of maintaining real-time communications, both voice and data transfer capabilities, with the Government during working hours whether at Contractor work site or on travel. Contractor shall not utilize personal computers for official government work.

3.1.2 Contract Status reporting. The contractor shall provide the following documentation.

a. Monthly Progress and Financial Status Report: The contractor shall provide a progress and financial status report in accordance with the Contract Data Requirement List (CDRL A00X). The report shall include work accomplished, performance to plan, and projections against financial budget since submittal of the last report, both monthly and cumulative man-hour labor costs expended by labor category and material and travel costs.

b. ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING APPLICATION (ECMRA). The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Navy via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: https://ecmra.mil

c. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at: https://doncmra.nmci.navy.mil

d. Management Meetings. The Contractor’s management personnel shall participate in bi-weekly, monthly and ad-hoc effort management meetings. (CDRL A00X)

e. The contractor shall provide Personnel Locator information to include employee name, location, and support element. (CDRL A00X)

3.1.3 Work Location and Facilities

3.1.3.1 Work location

85 to 100 percent of Division effort, not including temporary assigned duties or travel, is conducted at Patuxent River, MD Naval Air Station (NAS) or nearby facilities in the respective program and office buildings, laboratories, and hangar locations. The remaining 0 to 15 percent of the effort may be performed at other sites including (but not limited to): Dallas/Fort Worth, TX, Orlando, FL, Washington, DC, Huntsville, AL, Eglin Air Force Base, FL, St. Inigoes, MD, Point Mugu, CA, China Lake, CA, Norfolk, VA and Lakehurst, NJ.

Onsite/Off-site: The Government will provide office spaces and work spaces including utilities, NMCI, local telephone service, facility maintenance, and janitorial services for work conducted at NAS Patuxent River and other Government sites under NAVAIRSYSCOM. All government-furnished facilities are subject to unannounced inspections by government fire, safety, security, and environmental officials of the total work to be performed at or near NAS Patuxent River, MD. It is anticipated that approximately 85 percent of that work will be performed at Government sites and 15 percent of that work will be performed at Contractor’s sites.

3.1.4 Work Schedule to include Compressed Work Schedule (CWS), overtime, holidays, and installation closure.

Work schedule: The Contractor shall provide the required services and staffing coverage during normal working hours. Normal working hours are usually 8.5 hours (including a 30-minute lunch break), each Monday through Friday (except on the legal holidays specified. Some supported Government offices have flexibility to start as early as 0600/0630 and end as late as 1800, Monday–Friday.

Compressed Work Schedule (CWS): CWS is an alternative work schedule to the traditional five 8.5 hour workdays (which includes a 30-minute lunch) worked per week. Under a CWS schedule, an employee completes the following schedule within a two-week period of time: Eight weekdays are worked at 9.5 hours each (which includes a 30-minute lunch), one weekday is alternately worked as 8.5 hours (which includes a 30-minute lunch) and one weekday is not worked by the employee. The result is 80 hours worked every two weeks, with 44 work hours one week and 36 work hours the other.

The Contractor may allow its employees to work a CWS schedule provided the requirements of this SOW are met. If the contractor chooses to allow its employees to work a CWS schedule in support of this contract, any additional costs associated with the implementation of the CWS schedule vice the standard schedule are unallowable costs under this contract and will not be reimbursed by the Government. Additionally, the CWS schedule shall not prevent Contractor employees from providing necessary staffing and services coverage as required by the Government to the ACOR/COR.

Holidays: The Government observes the following holidays:

a. New Year’s Day, January 1

b. Martin Luther King’s Birthday, the third Monday in January

c. President’s Day, the third Monday in February

d. Memorial Day, the last Monday in May

e. Independence Day, July 4

f. Labor Day, the first Monday in September

g. Columbus Day, the second Monday in October

h. Veteran’s Day, November 11

i. Thanksgiving Day, the fourth Thursday in November

j. Christmas Day, December 25

With the exception of the events in the section below, the contractor is permitted to observe the above Holidays in accordance with its corporate policy.

Installation closure: When Federal facilities are closed by the Government, or when Federal employees are officially excused from work due to a holiday or a special event, severe weather, a security threat, or any other Government facility related problem that prevents Federal personnel from working at the Government facility, contractor personnel assigned to work at that facility in support of such Federal employees shall follow their parent company’s policies.

While generally contractor personnel may not perform work on-site at a Government facility without oversight from Federal personnel, in very limited circumstances, work being performed by contractor personnel may be deemed mission essential and performance of such mission essential work may be authorized to continue at the Government facility despite the facility being otherwise closed for normal operations. The circumstances permitting work being performed by contractor personnel to be deemed mission essential are extremely limited and generally only apply to performance of efforts related to public health, safety, or matters related to national security. The cognizant Contracting Officer must concur with any determination that work being performed by contractor personnel is mission essential.

Overtime: Overtime may be required to support program/project requirements. Contractor shall submit overtime requests to the COR and the TPOC in advance of the overtime performance (3 day notice requested). The contractor shall provide an estimate of number of OT hours required for the OT effort.

Telework is authorized during the performance of this contract. However, the Contractor is responsible for ensuring that telework does not interfere with the normal operation of the contract.

3.1.5 Other Direct Costs

Travel: Travel may include general and administrative expenses, but shall not include profit. Temporary travel to other locations in support of program tasking is required. Contractor shall invoice the costs associated with travel and lodging in accordance with the JTR and NAVY 5252.232-9509.

Material: All contractor purchased materials procured by government funds shall be considered government property. All government property in possession of the Contractor shall be tracked. All purchases require Contracting Officer approval (ACO or COR may be designated by the Contracting Officer) in advance in accordance with NAVAIR 5252.242-9515.

3.1.6 Subcontractors and Consultants

Provisions stated herein shall be clearly and effectively communicated to all subcontractors providing support under this contract. All provisions of this SOW shall flow down to subcontractors providing support under this contract.

3.1.7 Management of Contractor Personnel

The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. The contractor shall manage its employees and guard against any actions that are of the nature of personal services, or give the perception of personal services

3.1.8 Transition In Strategy

The contractor shall submit a Transition-In Plan that outlines the contractor’s strategy and transition period schedule as CDRL X0XX. The contractor, during the transition period, shall establish and participate in a weekly conference call (with all stakeholders including the outgoing contractor) and provide a written status to the Contracting Officer, COR and TPOC (Government Team Leads) of transition status which shall highlight all known interaction needs.

The contractor shall include any condition impacting compliance with the contract, schedule impacts and planned action to remediate such condition. Include the contractor’s strategy and schedule for the coordination of all matters associated with the contractor’s quality management system, program assessments and assumption, ability of the contractor to assume the flight operations, maintenance, and logistic functions as specified in the PWS.

Hiring and Training: The contractor shall include the contractor’s strategy and schedule for hiring, relocating, and training of personnel (including site surveys and familiarization). Include the contractor’s strategy and schedule for Site and IT access, SAAR-N, Information Assurance training, and TASS access requirements.

Contractor Equipment: The contractor shall include the contractor’s strategy and schedule for inventorying equipment.

3.1.9 Transition Out Strategy

The Contractor’s overall transition out strategy shall be built around maintaining the mission of the program/division with minimal impact, not only in terms of timeliness of performance but also to ensure that critical data and knowledge transfer occurs. Upon termination or expiration of the contract, the contractor shall ensure an orderly transition of responsibilities, while minimizing impact to the operation. The contractor shall submit a Transition Out Plan, to include the minimum elements listed below in accordance with CDRL A00X.

Work Turnover: The contractor shall provide a plan of action to effectively transfer tasked work that is in process at the expiration or termination of the contract to the successor company. Establish and maintain effective communication with the incoming contractor or Government personnel for the period of transition via weekly status meetings.

Quality Assurance: The contractor shall provide a plan of action to ensure continuation of quality review processes during the transition period to the successor company.

Risk Mitigation Strategies: The contractor shall provide a plan of action to mitigate contract performance risks (quality and schedule) encountered during the transition period.

Data/Information Transfer: The contractor shall provide a plan of action for the efficient inventory and transfer of program data to the successor company.

3.2 Security

3.2.1 Citizenship Requirements

Only U.S. citizens may perform under this contract. If the Contractor cannot find qualified U.S. citizens to perform the work, the Contractor shall submit a citizenship waiver request with justification to the Government Security Office. The waiver request should include:

a. The individual's name, date and place of birth, position title, and current citizenship.

b. A statement that a qualified U.S. citizen cannot be hired in sufficient time to meet the contractual requirements.

c. A statement of the unusual expertise possessed by the applicant.

d. A statement that access will be limited to a specific government contract (specify contract number).

e. A statement that the Contractor has obtained an export license for the information required to perform the contract.

3.2.2 Investigative Requirements

Classified: All Contractor personnel shall maintain security clearance eligibility commensurate with the level of classification of the work performed as annotated in the Contract's DD-254, Contract Security Classification Specification Form.

Contractor personnel shall require access to classified information in performance of this contract up to and including Secret. Some portions of this contract may require clearance levels to be adjusted to Yankee White, SAP or Top Secret SCI (SI/TK). The Contractor is responsible for ensuring that all personnel receive the requisite investigation and are favorably adjudicated in accordance with DoDM 5220.22, National Industrial Security Program Operating Manual. Contractor employees who fail to meet security clearance requirements may not access classified information or perform sensitive duties. In such cases, the Contractor employee may not perform on the contract.

The contractor shall comply with security requirements specified in the DD-254 attached to this contract. Information or data that the contractor accesses shall be handled at the appropriate classification level. Unclassified information shall be handled in accordance with the appropriate designation (Controlled Unclassified Information; For Official Use Only; Covered Defense Information). Distribution is authorized to the Requiring Office's Organization and supported activity only. Other requests for deliverables under this contract shall be referred to the TPOC/COR of this contract for approval.

Controlled Unclassified Information including For Official Use Only and Covered Defense Information (meeting the definition of 48 CFR 252.204–7012(a)) generated and/or provided under this contract shall be marked and safeguarded as specified in DoDM 5200.01 (DoD Information Security Program: Controlled Unclassified Information (CUI)) Vol. 4 (enclosure 3 pages 11-18) available at http://www.dtic.mil/whs/directives/corres/pdf/520001_vol4.pdf. Any product containing Covered Defense Information shall be assigned a distribution statement (distribution statements B through F) using the criteria set forth in DoDI 5230.24 (Distribution Statements on Technical Documents); and have this statement displayed per DoDI 5230.24, Enclosure 3.

3.2.3 Common Access Card (CAC)/Public Key Infrastructure (PKI), System Authorization Access Request (SAAR-N) SAAR-N: All contractor personnel requiring access to Government Information Technology (IT) systems shall have an approved System Authorization Access Request (SAAR-N) Form OPNAV 5239/14 (Rev Sep 2011) on file, and complete required annual Information Awareness (IA) Training. New employees must submit their SAAR forms within thirty (30) days of their first day of work. Instructions for processing the SAAR-N forms are available at: http://www.cnrc.navy.mil/publications/Forms/OPNAV_5239_14_SAAR_N.pdf. SAAR-N forms shall be submitted to the Contracting Officer’s Representative (COR), Government Technical Point of Contact (TPOC), or to the assigned government Trusted Associate Sponsorship System (TASS) Trusted Associate.

Command Access Cards (CAC) / Local Badges: Contractor CACs and facility specific identification badges will be issued by the Government to on-site contractor personnel and shall be visible at all times while personnel are at the Government site. The contractor shall furnish all requested information required to facilitate issuance of identification badges and shall conform to all instructions/guidance required by the facility). All CACs and identification badges issued to Contractor employees shall be returned to the Government Security Department at the Government site in accordance with the instructions/ guidance required by the facility) following completion of the contract, relocation or termination of an employee, or upon request from the Contracting Officer’s Representative. The Government will provide the contractor access to Government facilities, as required, for performance of tasks under this contract. Contractor personnel shall comply with the instructions/guidance required by the facility.

3.2.4 DD-254

The contractor shall comply with security requirements specified in the DD-254 attached to this contract. Information or data that the contractor accesses shall be handled at the appropriate classification level, unclassified information shall be handled as “For Official Use Only”. Distribution is authorized to the Requiring Office’s Organization and supported activity only. Other requests for deliverables under this contract shall be referred to the TPOC/COR of this contract for approval.

3.2.5 Information Security

If the work is performed at the Contractor's facility, the Contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of classified information and controlled unclassified information (CUI) and to control distribution of CUI in accordance with DoD 5220.22-M (NISPOM), and SECNAV M-5510.36. If the work is performed at the Government's facility, the Contractor shall comply with the Facilities Instructions/Guidance, the latest applicable Program Protection Plan(s) and applicable Security Classification Guide(s).

Marking: All information generated by the Contractor shall be properly marked. For Official Use Only information generated and/or provided under this contract shall be marked in accordance with DoDM 5200.01. Technical information shall also be marked with appropriate Distribution Statements and Export Control warnings in accordance with DoDD 5230.24 and program Security Classification Guidance.

Public Release for Classified and Unclassified Information: No controlled information pertaining to this contract shall not be released for public dissemination, including posting to any social media sites such as Facebook or Twitter, unless it has been approved for public release by appropriate U.S. government authority. Proposed public releases shall be submitted for approval prior to release via the PEO, and through the Public Affairs Office, 47123 Buse Road, RADM William A. Moffett Building, Patuxent River, MD 20670-1547.

3.2.6 Operations Security (OPSEC)

The Contractor shall develop, implement, and maintain an OPSEC program to protect controlled unclassified and classified activities, information, equipment, and material used or developed by the Contractor and any subcontractor during performance of the contract. The Contractor shall be responsible for the subcontractor implementation of the OPSEC requirements. This program may include Information Assurance and Communications Security (COMSEC). The OPSEC program shall be in accordance with National Security Decision Directive (NSDD) 298, and at a minimum shall include:

a. Assignment of responsibility for OPSEC direction and implementation.

b. Issuance of procedures and planning guidance for the use of OPSEC techniques to identify vulnerabilities and apply applicable countermeasures.

c. Establishment of OPSEC education and awareness training.

d. Provisions for management, annual review, and evaluation of OPSEC programs.

e. Flow down of OPSEC requirements to subcontractors when applicable.

While performing aboard NAVAIR or NAVAIR sites, the contractor shall comply with facility OPSEC program instructions and contribute to organization-level OPSEC efforts. Include OPSEC as part of its ongoing security awareness program and take all required Agency training. Be responsive to the supporting OPSEC Manager on a non-interference basis. Protect sensitive unclassified information and activities, which could compromise classified information or operations, or degrade the planning and execution of operations performed by the RO and contractor in support of the mission.

3.2.7 Anti-Terrorism Force Protection and Emergency Management The work performed on this contract is not Emergency Essential in accordance with OPNAVINST 3440.17A and Government Emergency Management, Antiterrorism and/or Continuity of Operations Plans. Contractor personnel shall comply with all Government Emergency Management, Antiterrorism and/or Continuity of Operations Plans and directives. Contractor personnel shall not report for work at Government facilities upon declaration of Force Protection Condition CHARLIE or in any event or emergency where Government officials direct curtailment of operations to “Mission Essential Only”. All Contractor personnel assigned to a government facility shall complete annual Antiterrorism (Level One) and Active Shooter training.

3.3 Detailed Support Requirements

T&E Program Leadership Division services provided under this contract support the NTWL’s mission to provide Test and Evaluation programmatic planning, execution and reporting to Customer Agencies such as NAVAIR, PEO, PMA, and external customers. The Contractor’s personnel shall provide support to the Customer Agencies and the Department as members on Functional Team(s) as assigned. The Technical Point of Contact (TPOC), as triggered by Customer Agency demand, shall manage the Effort(s) (i.e. effort, task, project, assignment, etc…). Contractor personnel shall support these efforts of the Customer Agency(s) and the Division with: Test Program Management, Flight Test Engineering/Technology Development, Platform Coordination, and Project Management support to include all test planning, executing, analysis and reporting functions.

3.3.1 Common Functional Requirements

· Contractor shall support generating and producing presentation and briefing materials to support program or project requirements.

· Contractor shall support program management or project management services in the form of planning, scheduling, and reporting in support of assigned projects in accordance with DoD acquisition program management and T&E instructions and guidebooks cited in section 2.0. The contractor shall support all aspects of developing the overall test strategy and products required to plan, execute and report on test programs and projects.

· Contractor shall identify and support appropriate types and depth of testing required for the active phase of the comprehensive aircraft or weapon systems projects.

· Contractor shall support generating and producing presentation and briefing materials to support program or project requirements.

· Contractor shall support utilizing and maintaining program and tools and websites to forecast demand on T&E resources.

· Contractor shall update and maintain government and contractor toolsets and websites to monitor test programs through the test planning.

· Contractor shall support resource and requirement drills by participating in technical meetings to define, document and track test resources required to support planned testing.

· Contractor shall be proficient in using Microsoft Office software tools (e.g. Outlook, Excel, Access, Word, Project, Visio) as well as other commercial and government acquisition toolsets. The government will provide training for government developed and managed toolsets as required.

· Contractor shall support development and review of technical requirements for test planning and reporting efforts. This shall include consideration of test processes and objectives, data acquisition, data reduction and analysis, along with test documentation or test resource requirements development.

· Contractor shall support test program execution, and report on program progress against program execution plans.

· Contractor shall ensure all Contractor personnel are clearly aligned with the job functions.

· Contractor shall ensure all Contractor personnel follow the General Hours of Operation.

· Contractor shall ensure time and attendance is performed appropriately.

· Contractor shall prepare position papers and other planning documents as necessary to articulate and emphasize developmental issues to NAVAIRSYSCOM and provide recommendations and inputs.

· Contractor shall coordinate with the COR to ensure Contractor personnel are adequately assigned to individual efforts to ensure successful completion of program requirements.

· Contractor shall manage the invoice process to ensure timely payment to subcontractors. When appropriate, invoicing issues should be brought promptly to the COR’s attention to coordinate resolution.

· Contractor shall ensure all notifications and submissions to the Government (e.g. PCO, COR, TPOC) for review or approval in this SOW are submitted in a timely and accurate manner.

· Contractor shall ensure Contractor employees requiring additional certifications, training, security clearances, agreements, and all other personnel documentation in performance of this contract meet these requirements in a timely manner.

· Contractor shall coordinate with the COR to promptly address and correct any performance issues.

3.3.2 T&E Program Management

· Contractor shall support program management or project management services in the form of planning, scheduling, and reporting in

· Contractor shall support development, review, and/or updates of program management plans in accordance with Navy directives, budgets, implementation requirements, and program schedules.

· Contractor shall provide support to long term planning for technical and engineering support requirements and test capability development.

· Contractor shall provide support to: system integration documentation development or maintenance; development of government specifications and requirements documents; Test Strategy or Test and Evaluation Master Plan (TEMP) documentation development and revisions; participation in and support to T&E meetings, Systems Engineering Technical Reviews (SETR) and other technical reviews and meetings; support to technology insertion, business re-engineering process development and documentation; and support to processes supporting joint aircraft/stores integration and certification maintenance and tracking.

· Contractor shall support generating and reviewing risk assessments and risk documentation to support program or project requirements.

· Contractor shall support researching, preparing and maintaining support documents for Memorandum of Agreement (MOA), Memorandum of Understanding (MOU), Analysis of Alternatives (AoA) and other documentation in support of acquisition program management.

· Contractor shall provide management support for T&E investment and infrastructure planning.

· Contractor shall provide support for T&E planning, management, and work efforts in support of program office Foreign Military Sales (FMS) activities to include coordination of test activities, Foreign Comparative Testing, and routing of all associated deliverables through the appropriate program offices.

· Contractor shall support generating and reviewing risk assessments and risk documentation to support program or project requirements.

· Contractor shall coordinate across all applicable NAWCAD Groups to ensure efficient and effective T&E execution.

· Contractor shall interface with external organizations, including but not limited to DOT&E, OUSD(AT&L), OPNAV, ASN(RDA), Operational Test (OT) Agencies, NAVSEA, Air Operations, Federal Aviation Administration (FAA), Fleet Area Control and Surveillance Facility, Virginia Capes Operating Area (FACSFAC VACAPES), and other NAVAIRSYSCOM activities and NAVWAR on test, evaluation and experimentation business involving naval aviation.

3.3.3 T&E Analytic Support

· Contractor shall support providing program and project support, such as scheduling of test events, development of rainbow charts and short/long term program schedules, and perform updates and maintenance of test schedules.

· Contractor shall support by coordinating and providing support for program technical reviews and milestone meetings.

· Contractor shall support the development, financial profiles, and other information related to life cycle support during testing.

· Contractor shall support development, review, updates and maintainence of test and evaluation cost estimates.

· Contractor shall support monitoring the availability of resources to maintain test schedule within programmatic cost, schedule, and performance parameters. Contractor shall provide recommendations for the realignment of test resources necessary to facilitate test execution while remaining within test program constraints.

· Contractor shall provide project management support to the T&E IPT members by drafting meeting minutes, managing action items, and performing overall coordination and close-out of T&E IPT meetings.

· Contractor shall support developing and maintaining T&E Government Furnished Property (GFP), Government Furnished Equipment (GFE) and Government Furnished Information (GFI) lists.

· Contractor shall support developing, updating and maintaining resource plans to support program or project testing.

· Contractor shall support development and maintenance of TEMP Part IV Resource Summary documentation.

· Contractor shall participate in program technical reviews, Deficiency Reviews, System Verifications Reviews, T&E IPT, NAVAIR Technical Assurance Board (NTAB), Operational Test Readiness Reviews or technical interchange meetings as directed.

· Contractor shall support the collection and maintenance of test and certification data. This includes test data, reliability data, and supportability data.

· Contractor shall support development, collection, tracking, and maintenance of metrics in accordance with program or government guidance, or program specific policies to communicate status of test planning, reporting and execution.

· Contractor shall support technical studies, analyses, and planning to develop and refine test verification methods and test verification approaches. Contractor shall participate in technical interchange meetings as a test representative for the development and maintenance of test requirements, derived requirements, and detailed test approaches.

· Contractor shall prepare and review test reports and documentation (e.g. Deficiency Reports, Report of Test Reports, Test Reports, Test Plans and procedures).

· Contractor shall support coordinate the entry point system of systems, platform systems, and weapons requiring test and evaluation and/or experimentation that will be evaluated by MSTED.

· Contractor shall provide the support in T&E acquisition coordination, planning, resource utilization, and in defining the design of experiments and tests using an integrated developmental /operational testing concept.

· Contractor shall support the Government by providing a Program Manager, Business Operations and Systems, also referred to as the Program Manager, who serves as the primary interface and point of contact with Government program authorities and representatives on technical program/project and contract administration issues. The program manager is ultimately responsible for ensuring the successful performance of this contract. To such end, the Program Manager shall have the authority to act on behalf of the Contractor within the scope of this contract.

3.3.4 Flight Test Engineering & Technology Development

· Contractor shall support test planning, conduct and reporting on projects as assigned. Contractor shall develop test plans, deficiency reports and Report of Test Results, to include maintenance of the project notebook (test procedures, plans, flight cards, daily reports, etc.). Contractor shall Identify data parameters, instrumentation requirements, perform analysis, and conduct system evaluation.

· Contractor shall support the technical studies and analyses for advanced testing philosophies, to include providing recommendations on specific approaches, test facilities requirements, and equipment or system requirements. This will include cyber security assessments on test facility requirements and equipment/system requirements and will require TS/SCI data access.

· Contractor shall support the evaluation of systems and test and evaluation equipment for effects to test and evaluation plans. Contractor shall perform analysis and document results of impacts to test plans.

· Contractor shall support ensuring hardware and software interface requirements are identified between aircraft to be tested and test laboratories.

· Contractor shall support analyzing test requirements, financial constraints, and developing and preparing recommended test plans.

· Contractor shall support evaluating test plans and providing options, to include a determination of the validity of proposed procedures.

· Contractor shall support execution of local and off-site test activities with DoD test ranges, proving grounds, and other entities including independent evaluators.

· Contractor shall establish, maintain, and provide input to Test and Evaluation historical files including data and results presentations, test time lines, test configuration documentation, team notes, training files, test reports, test planning documentation, applicable instructions, and lessons learned.

· Contractor shall develop training curriculum in specialized area.

· Contractor shall provide instruction as required in specialized area.

· Contractor shall prepare test reports and maintain documentation such as deficiency reports.

· Contractor shall provide engineering and technical services durining pretest, test and post-test activities.

· Contractor shall support Platform Coordinator with daily planning and execution of flight schedule.

· Contractor shall assist in the management of test aircraft, project equipment and instrumentation readiness for testing.

· Contractor shall maintain and track aircraft utilization to support test teams.

· Contractor shall support interfacing with Project Liaison Office to maintain and track test aircraft configuration and modifications to support testing.

· Contractor shall support coordinating and tracking instrumentation modifications performed on test aircraft.

· Contractor shall support initiating Maintenance request forms for project work on assigned aircraft.

· Contractor shall support coordinating with PMA/IPTs for aircraft utilization, long term aircraft transfer planning, project scheduling and scheduling priorities and make recommendations or entries into standard test scheduling toolsets.

· Contractor shall support interpreting long range planning goals to formulate a test execution schedule.

· Contractor shall support developing, maintaining, coordinating and executing the weekly and daily flight schedules. Contractor shall support programs formulating weekly and 90-day ground and flight test schedules

· Contractor shall maintain knowledge of aircrew qualifications for scheduling and de-conflicting the aircraft flight schedule.

· Contractor shall support maintaining flight clearance database to ensure test plans include a properly associated and approved flight clearance.

· Contractor shall support maintaining a project log for each assigned BuNo (Bureau Number-Aircraft Assigned number) aircraft to track schedule performance and deviations.

· Contractor shall support preparing monthly project status brief for presentations to Commanding Officers and Test Squadron Leadership.

· Contractor shall support tracking aircraft flight, ground, test events and track special and phase maintenance events for assigned aircraft.

3.3.5 T&E Administrative Support

· Contractor shall have a working knowledge of Defense Travel System (DTS) and support the preperation of travel orders, travel vouchers, and arranging travel agendas and elements for civilian and military.

· Contractor shall have working knowledge of DoD eMall and support ordering and maintaining supplies.

· Contractor shall provide support arranging training classes through the Training Center utilizing applicable government training request forms, developing and coordinating agendas, coordinating payments, gathering and maintaining attendee information, drafting and coordinating training justifications, and coordinating funding for participants.

· Contractor shall provide project management administrative support, to include but not limited to meeting note taking, memorandum writing, document copying, answering phones, managing conference calendars, database entry and maintenance, conference room coordination, and coordination of test related meetings and summits.

· Contractor shall support preparing, processing and tracking visitor requests using Basics II and Joint Personnel Adjudication System (JPAS).

· Contractor shall support training class enrollment and logistical support, including but not limited to arranging course and facilities, course material preparation and delivery.

· Contractor shall provide support in the development of briefings and presentation materials.
