About this file

This is a Notice to Contractors issued by the Connecticut Department of Transportation's Division of Contracts Administration on March 27, 2026, announcing enhanced bidding workflow changes for the Bid Express (Bidx.com) platform. The new browser-based bidding system will take effect for projects advertised on or after April 8, 2026, with a letting date of May 6, 2026. Projects advertised prior to April 8, 2026 that have letting dates postponed beyond April 29, 2026 will also be required to use the enhanced format. The primary change eliminates the need for installed software, allowing contractors to bid from any modern computer, including Macs, through a familiar but enhanced web-based form interface. The new system includes an intuitive "Check Bid" error-checking feature to assist contractors in identifying and correcting submission errors before final submission.

Contractors must ensure they are prepared for the transition by understanding updated Digital ID requirements and security protocols. Existing Digital ID holders will be prompted to import their Infotech Digital ID into their browser starting with April 8, 2026 advertising. Upon first opening a proposal in the new system, a security key will be automatically created to serve as a backup to the Digital ID. Infotech has prepared contractor guides and resources available on Bidx.com and through the Bid Express Knowledge Center. Support is available Monday through Friday from 7:00 a.m. to 8:00 p.m. Eastern time at (888) 352-2439 option #1 or customer.support@bidx.com. For questions regarding bidding and award procedures, contractors should contact Philip Melchionne at DOTContracts@ct.gov.

Subject: Bid Express Changes - Enhanced Bidding Workflows

NOTICE TO CONTRACTORS:

The following are more details on the enhanced bidding workflows on Bidx.com that will be in place for May 6, 2026, projects advertised on April 8, 2026. For any project advertised prior to April 8, 2026, but the letting date gets postponed beyond April 29, 2026, it will require the bidder to submit their bid proposal in the enhanced (new) format.

These changes will significantly enhance your bidding process, offering a more efficient and user-friendly experience for all, a major step forward in modernizing our bidding process.

Key Benefits & New Features:

• No More Installed Software: Bid from any modern computer, including Macs.

• Familiar Forms, Enhanced Experience: The bid forms at Bidx.com will feel familiar but are now more efficient and accessible directly in your browser.

• Intuitive Error Checking: The new "Check Bid" feature guides you to any errors, helping you correct them quickly.
