About this file
This is Addendum No. 1 to the Notice to Bidders for a runway rehabilitation and airfield electrical improvement project at Palestine Municipal Airport in Palestine, Texas, issued by the Texas Department of Transportation (TxDOT) Aviation Division and prepared by Woolpert, Inc. The project encompasses two primary scopes of work: Runway 18-36 pavement reconstruction and airfield electrical improvements, organized into four phases including runway rehabilitation, paving and electrical work, site restoration, and runway marking. The pre-bid conference was held on June 10, 2026, at 11:00 a.m. at Palestine Municipal Airport, with sealed bids due on June 25, 2026, at 2:00 p.m. to Kelle Chancey at TxDOT Aviation Division in Austin. The Notice of Award is anticipated in August 2026, with a 60-day bid hold period. The project timeline is 155 calendar days, and bidders must submit a Safety Plan Compliance Document to the Engineer and Airport prior to issuance of the Notice to Proceed in compliance with FAA Advisory Circular 150/5370-2G.
The Engineers' Estimate of Probable Cost for the base bid is $4,340,875, with Additive/Deductive Alternate 1 valued at $559,750. Bid security of 2 percent of the total bid amount must accompany each proposal, with successful bidders required to furnish Performance and Payment Bonds equal to 100 percent of the bid amount. All bidders must be registered and active on SAM.gov, as clarified in this addendum. The project is subject to prevailing wage requirements, with contractors and all subcontractors required to submit certified payrolls. Liquidated damages are assessed at $1,000 per calendar day for work remaining uncompleted beyond the contract period, plus up to $1,800 per calendar day for construction manager and $1,400 per day for engineer oversight costs that exceed the allowed calendar days. The DBE goal is 0 percent, eliminating the requirement for DBE participation forms. Key clarifications in this addendum address concrete specification requirements (3,600 PSI strength using TxDOT Item 421 Hydraulic Cement Concrete, Class C), PAPI installation materials, and contractor registration requirements on SAM.gov.
