This document is a formal Invitation to Bid (ITB) issued by Erie 1 Board of Cooperative Educational Services (BOCES) for High Speed Telecommunications Service for the Cattaraugus-Little Valley Central School District. The bid solicits proposals for a telecommunications infrastructure project involving either a "Dark" Fiber Service consisting of two strands of single-mode fiber or a "Lit" Point-to-Point service capable of 1 gigabit or higher with Ethernet option. The bid is specifically for connecting the Cattaraugus-Little Valley High School (central site) and the Cattaraugus-Little Valley Bus Garage (remote site). Sealed bids are due on May 13, 2025 at 11:00 AM, with an expected contract start date of July 1, 2025. The contract term options include an initial five-year service with no installation fee and three subsequent five-year renewals, totaling a potential 20-year contract period.
The bid is an E-rate eligible procurement, requiring bidders to have a valid E-rate spin number and comply with E-rate guidelines. Bidders must provide pricing for the telecommunications service, with price being the most heavily weighted evaluation factor. Additional evaluation criteria include compliance with specifications, corporate resources, implementation capabilities, service provider history, technology quality, customer service levels, and financial status. The service must include all fees such as right of way and pole attachments, with a two-hour response time for repairs between 7:00 AM and 9:00 PM. Bidders are required to submit comprehensive documentation including a corporate resolution, non-collusive bidding certification, Iran Divestment Act certification, sexual harassment policy certification, a sample contract, customer references, and a current W-9 form.
