About this file
This is a Long-Range Acquisition Estimate (LRAE) from Naval Sea Systems Command (NAVSEA) Warfare Centers, Philadelphia Division (NSWCPD), dated 29 October 2026, detailing anticipated competitive solicitations for fiscal years 2027 and 2028. The document provides comprehensive procurement planning across seven operational departments, encompassing facility maintenance, engineering support, manufacturing, testing services, and system integration efforts totaling hundreds of millions in contract value.
Department 10 manages facility infrastructure with nine competitive requirements valued between $400K and $50M, including coil replacement, HVAC maintenance, elevator service, roof repair, and electrical preventative maintenance. Most contracts are Firm Fixed Price (FFP) using various vehicles including "C" Type Contracts, IDIQ agreements, and an 8(a) competitive set-aside for Building 542 Roof Repair Phase 2 ($2M). Department 20 supports ship modernization programs with four requirements ($50M to $1B) using Cost Plus Fixed Fee (CPFF) and SEAPORT contracts, including Surface Waterfront Support ($50-100M, FY27 Q1), Big Blue 4 AIT Support ($250M-$1B, FY27 Q1), and Program, Business, and Digital Transformation ($7.5-50M, FY27 Q3). Department 30 requires nine services contracts ($7.9M to $65M) covering logistics data management, fire protection systems, fuel testing, and environmental qualification testing using CPFF, FFP, and hybrid contract types on SEAPORT and IDIQ vehicles. Department 40 encompasses thirteen requirements ($2.3M to $62M) providing propulsion systems, power engineering, manufacturing, and technical support services, primarily CPFF on SEAPORT vehicles with some FFP manufacturing contracts, including CVN-78 propulsion shaft production ($39M, FY27 Q2) and advanced power engineering support ($62M, FY27 Q2). Department 50 includes three follow-on contracts ($10M-$100M) for ship control systems, electronic throttle control units, and machinery information systems using CPFF SEAPORT and FFP IDIQ vehicles. Department 60 manages test facilities design and outfitting ($10M-$30M, anticipated release dates September-October 2026) on CPFF SEAPORT and large contract vehicles. Department 70 supports land-based engineering and test sites with three follow-on contracts ($7.5M-$100M) using Cost Reimbursement single-award indefinite delivery contracts. Key security requirements include SECRET and TOP SECRET clearances for certain positions, U.S. citizenship mandates, and restrictions on dual citizenship for classified work. The document includes detailed points of contact by department and emphasizes that all information is subject to modification and non-binding on the government.

Schedule A Materials
Schedule A Materials represent a legally binding list of Government-Furnished Property (GFP) or Government-Furnished Material (GFM) the Navy will provide directly to the contractor to execute the contract. Providing these high-cost, specialized, or long-lead items reduces technical risk, lowers bid pricing, and ensures that the contractor is working with exact Navy-certified components
Aspect Detail Impact to Offeror
What is it A formal, numbered contract attachment (Schedule A) listing the specific equipment, tools, software, or raw parts the Government owns and will loan/provide
They do not need to factor the procurement costs of these items into their cost proposal.
Contractor Stewardship Once received, the contractor takes physical custody and is fully responsible for tracking, storing, protecting, and maintaining the material per FAR 52.245-1
The contractor must maintain a NAVSEA-approved Property Management System to manage this material
No-Cost Consumables (GFM) If the Schedule A materials are raw parts (e.g., specialized Navy cabling or specific valves), they are consumed or built directly into the final deliverable
Reduces supply-chain delays for high-demand, hard-to-source military parts
Returnable Tools (GFE) If the Schedule A lists specialized test equipment or diagnostic tools, these must be returned in good condition upon contract completion
Eliminates the contractor's need to purchase proprietary Navy tooling
➢ Audit Readiness: Contractors will be subject to Defense Contract Management Agency (DCMA) property administration audits to ensure Schedule A materials are tracked and marked correctly.
➢ Liability for Loss: Unless otherwise stated, contractors can be held liable for loss, damage, or destruction of Schedule A materials if their property system is found deficient.
➢ Verification: Upon receiving Schedule A materials, contractors are expected to immediately inspect and verify the physical condition of the property against the Government's manifest and report any discrepancies within a specified timeline
