SOURCES SOUGHT FOR SURFACE NAVIGATION, SEAMANSHIP, AND
SHIPHANDLING TRAINING (NSST) SYSTEMS AND SUPPORT
N6134021R0020
The Naval Air Warfare Center Training Systems Division (NAWCTSD) has requirements to (1) procure new and modified Navigation, Seamanship, and Shiphandling Training (NSST) systems,
(2) provide continued life cycle support of established NSST systems under NAWCTSD’s cognizance, and (3) continue the establishment and fielding of a single scalable NSST software baseline. The NSST software baseline is designed to holistically support the Surface Navy’s individual, team, and multi-team navigation training requirements at school houses throughout the world.
In support of these requirements, a single award Indefinite Delivery/Indefinite Quantity Contract with a 5-year ordering period and a contract ceiling of approximately $225M is anticipated.
For the purposes of market research, firms capable of accomplishing the required efforts described below are invited to submit:
literature, brochures, and capability summaries, including any potential teaming approach;
details on past and/or current efforts on similar contracts performed within the past 3 years including dollar value, brief description of scope, and complexity;
a statement identifying your firm’s business size in relation to NAICS code 333318
(Other Commercial and Service Industry Machinery Manufacturing) results of which will be utilized as guidance to determine any potential set-aside basis;
responses from large businesses should discuss any potential participation by small, HUBZone, small disadvantaged, or women owned small business concerns;
company point of contact.
Additionally, interested firms shall also provide a written response to this announcement demonstrating your firm’s capabilities and/or specific experience that demonstrate the ability of your firm to successfully satisfy the NSST systems and support program requirements by addressing the items listed below.
1. Analyze, design, develop, and document new and modified maritime training system software and hardware configurations.
2. Development and modifications of maritime related visual models and databases of variable fidelity. If possible, provide examples of your organization’s existing visual system fidelity (pictures and or short videos preferred). Items of interest to the
Government include geographic terrain, environmental, oceanographic, and entity model visual fidelity.
3. Experience with the development and modifications of image generation systems and associated large projection display systems.
4. Experience with the development and modifications of surface ship hydrodynamic models.
5. Experience with integration and utilization of speech recognition systems in training systems.
6. Experience with the integration and utilization of Head Mounted Display (HMD) systems.
7. Installation of existing training system software and hardware configurations based on
Government provided installation plans.
8. Conduct System Engineering Technical Reviews (SETR).
9. Conduct a system test and evaluation program to include the use of contractor developed and Government provided test procedures.
10. Configuration management and tracking of Government furnished training system hardware, software, and documentation.
11. Apply Risk Management Framework (RMF) cybersecurity controls for information technology systems.
12. Experience with the modeling and simulation of the employment, operations, and performance characteristics of US Navy navigational equipment and configurations.
Navigational equipment and configurations of interest include the following:
a. SPS-73, SPA-25H, SPS-67, and SPQ-9 Radars.
b. Voyage management system (VMS) and Electronic Chart Display and
Information System – Navy (ECDIS-N).
c. Automatic Radar Plotting Aid (ARPA).
d. Automatic Identification System (AIS).
e. Shipboard communication equipment.
f. Navigation aids (GPS, fathometer, bearing ring).
g. Ship Control Console (SCC) and Integrated Bridge and Navigation System
(IBNS) consoles.
h. Combat Information Center (CIC) consoles and watchstation functionality
(surface tracker, surface warfare coordinator, Tactical Action Officer (TAO)).

(8.5”x11”), single-sided, and 12 point font size, no later than 1300 Eastern Time on Thursday 30
October 2020.
In addition to written submissions, interested business may submit pictures and/or video demonstrating the topics requested in technical response bullet two. Video demonstrations shall be compatible with Windows Media Player and/or Video Lan Client and not exceed 1920x1080p resolution, and be limited to 30 minutes in duration. Video demonstrations shall be submitted via DoDSAFE, https://safe.apps.mil/, to Xavier Rojas at xavier.e.rojas@navy.mil, and copy

The Government will utilize the responses to this sources sought to make an informed decision concerning the acquisition strategy. This sources sought is for informational purposes only. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to the announcement. Any information submitted by respondents to this request is strictly voluntary. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted.
