About this file

This is a Justification for Urgent Acquisitions form for requirements under $250K, submitted to the Supervisor of Shipbuilding, Conversion and Repair, USN in Groton, CT. The requirement is for two temporary pier diesel generators for NSSF (Naval Submarine Support Facility), with Purchase Request Number 1301216463.

The urgency is driven by the need to support mandatory maintenance of 3 submarines docked at New London SUBASE from 1/2/25-1/29/25. Three of five NSSF Pier Emergency Diesel Generators are currently out of commission, and delivery is required by January 2, 2025. Per NAVSEA 08 requirements and Nuclear Reactor Plan Manual 0989-040-8000, submarines under repair/maintenance must have functioning backup EDG available while docked. The rental of two EDGs will meet Naval Reactor requirements for the three submarines and provide Area Commander Emergency Diesel backup for any submarines requiring emergency docking during this period. The requirement was identified on 12/18/2024, and the form includes approvals from the customer (Code 157C), Procurement Contracting Officer, and one level above contracting officer.

Three of five NSSF Pier Emergency Diesel Generators(EDGs) are currently Out of Commission (OOC)). Item Description: Pier Diesel QTY 2 for NSSF
Text 2: NAVSEA 08 requires a back-up pier diesel for the propulsion plant when the ship does not have back up battery power or when the ship's EDG is OOC. Per the Nuclear Reactor Plan Manual 0989-040-8000; A submarine in a repair/maintenance availability is required to have a functioning back up EDG available for use while docked. Rental of two EDG's will meet the Naval Reactor requirements to allow the 3 submarines to have their own EDG and an Area Commander Emergency Diesel as a spare back up for any submarines that may come in for emergent docking during the period of 1/2/25-1/29/25. During this period, NSSF will be working on bringing in a vendor to repair the 2 non working EDGs. If the Temporary Diesels are not provided on 02 January 2025, NSSF will be unable to provide backup emergency power in support of scheduled mandatory repair/maintenance. If the mandatory repair/maintenance is not started on 06 January 2025, submarine operational schedules will not be able to be performed which will delay the submarines ability to return to the Fleet to execute their missions.
