About this file

This document is a Questions and Answers (Q&A) session related to a Federal Funding Opportunity Announcement (FOA) from the Air Force Office of Scientific Research (AFOSR) for the Fiscal Year (FY) 2024 National Science Portal (NSP) program.

The key details are:

  • The FOA seeks to build research capacity at Historically Black Colleges and Universities (HBCUs), Minority-Serving Institutions (MSIs), and Tribal Colleges (TCs) in critical DoD research areas.
  • The program will fund 1-2 faculty researchers per award, with a budget range of $125K to $250K for one topic area, and $750K to $1.5M for other topic areas.
  • Collaboration between MSIs and non-MSI institutions is allowed, with the MSI receiving at least 51% of the budget.
  • The white paper submission deadline has been extended, and proposers can submit more polished versions.
  • Quantum networking and sensing research can be included if it addresses the topic objectives.
  • There are no limitations on the number of institutions or PI/co-PIs collaborating, as long as the capacity building focus is maintained.

# Question AFOSR Answers

Regarding todays webinar, is it recorded? will a recorded version be available after the webinar today?

The recording will not be available. The webinar slides are posted as an attachment on grants.gov.

I am interested in the quantum computing call (specifically the one related to improving DFT).

Am I allowed to send in a proposal led by my MSI institution but sub-contract a privately-owned quantum computing company (that I have previously collaborated with) to help with the research?

Sub award is best. See Section C. about eligibility of subawards. Collaboration with non- MSIs is allowed, as long as it supports the scientific and capacity building objectives.

The white paper was originally due on May 13 (in the first FOA that II had received) and I rushed to submit the white paper in time for that deadline. Now that the deadlines have changed, am I allowed to submit a more polished white paper? Yes, you can submit a more polished white paper

4 Is there an interest in quantum networking or that is out of scope?

Quantum networking can be incorporated if it addresses the topic objective and sub-areas and research concentration areas.

Are we allowed to submit 'Qantum Sensing'research projects under the Quantum Cumputing technical area?

Quantum sensing can be incorporated if it addresses the topic objective (and sub-areas) and research concentration areas

6 What should be the budget allocation between institutions if MSI and non-MSI collaborate?

The budget allocation between an MSI & non-MSU collaborate is at least 51% for the MSI & 49% for the non-MSI.

The red sentence "Proposers do not have ... sub-areas" at the bottom slide is covered by "Zoomgove.com isharing your scree". Could you read the line? "Proposers do not have to address multiple topic sub-areas within a submission."

8 Are Co-PIs allowed from non minority academic institutions?

Yes, teaming between MSIs and any other types of institutions is allowed, as long as the capacity building spirit of the funding opportunity is being addressed.

For this topic there are intended to just be 1-2 faculty reseachers per award? So when you say projects should be supported by but not led by QIS experts, this means one non-QIS lead and one QIS co-PI?

Yes, for the quantum computing topic, we anticipate each award supporting 1-2 faculty.

One non-QIS lead and one QIS co-PI is one option if there are 2 faculty.

10 Hi, how could we partnership with space force as an entity?

The best way is to talk to some of our Program Officers to ask questions and they can better address ways to collaborate.

11 Is there any page limitations for the white paper? We recommend 3-5 pages is best but there is no limitation.

How many co-PI are allowed from non-minority Universities, that can be guiding minority grad students research, actually doing research in minority Universities Anticipated 1-2 per award for the topic

Could you please clarify the yearly budget amount. The FOA mentions the range $750K to $1.5M but during the webinar it was mentioned that it was 125K to 250K....maybe I misunderstood.

The budget is broken down into topics with specific amounts, there is one topic area that is $125K to $250K and the other topics are $750K to $1.5M.

Focusing NOT on the quantum computing research area: Is there any limitation on the number of institutitions or PI/co-PI collaborating on the proposal? Collaboration between 2 HBCU/MSI/TCU with 1-2 non MSI/HBCU/TCU? Is this allowable?

It depends, you can team with other MSIs, you are all focus on capacity building, generally, researchers, it should be aligned with the scope of work for the budget.

15 Any limitation in subcontracting a government contractor (industry)?

Please reference the FOA as it depends on the institutions and scope of work you are trying to colloborate on with a subcontractor.
