REQUEST FOR INFORMATION (RFI)
Task Area: Division of Administrative Services (DAS)
Task Title: Facilities Management Software
Background:
The National Science Foundation (NSF), Division of Administrative Services (DAS) plans, directs, and coordinates all activities relating to the Foundation's administrative support services to include the following functions: facility, security and emergency, property and records, information technology, design and publishing, meeting and events and travel management.
NSF Headquarters facilities are located at 4201 and 4121 Wilson Boulevard in Arlington VA.
The National Science Foundation (NSF), Division of Administration Services (DAS) is the manager of the facilities located at 4201 Wilson Boulevard, Arlington, Virginia, 22230.
DAS supports NSF by providing and coordinating everyday functions as it relates to NSF’s facilities. NSF relies heavily on tasks specific software to be efficient in executing facilities related tasks. Some of these are: Sustainability, Budget Planning and Execution, Events Management and Meeting Services, including audio-visual equipment management and catering, reporting and analytics, and resource pricing.
DAS desires to continue to see improvements in its facilities management software solution by searching for a provider that can demonstrate high standards of quality, service and innovation, as well as provide a software solution that allows DAS to consolidate its current systems through integration.
Statement of Need:
The purpose of this RFI is to gather information and compile a list of companies that provide facilities management software. Furthermore, NSF would like to determine if the market yields software that meets or exceeds its needs.
The software shall be able to be installed, migrated, integrated, configured, customized, and tested for compatibility with NSF’s current Facility Management Software Suite. NSF’s current systems are as follows: SYBASE Property Tracking System, Oracle Financial System, Seibel Call Center, SharePoint 2010/2013, Microsoft Office 365, Microsoft SQL Server 2005 Conference Room Scheduler, and FM Systems modules (FM Interact Workplace Management module,Space Management Module, FM Move Management Module, FM and Facility Maintenance Module., and FM Mobile Module).
On a Brand Nname basis NSF is considering the ARCHIBUS software and its modules as a viable solution for its needs. NSF is interested in seeing responses that clearly articulate the advantages and similarities of the proposed software in comparison with ARCHIBUS.
NSF would also like the proposed software possess the following key functions and salient characteristics. :
Provide asset tracking from receipt to end of life cycle disposal this includes tracking equipment by barcode and organization, delivery date, manufacturer, description, room number, model, serial number, acquisition cost, and barcode scanning for data capture during asset intake and moves.
Support Annual Property Inventory Certification
Support web-based submission, processing, tracking and reporting of online energy and certification data.
Provide utility energy analytics to include Green Button and Energy Star Portfolio with the Federal overlays.
-Have built-in capacity for an auto-download from Energy Star Portfolio or the use of energy analytics (Green Button Technology).
-Be able to be fully integrated with NSF’s Oracle Financial System (Oracle E-Business Suite).
In addition to being able to be integrated with the software and modules listed above. NSF would like to see the proposed software possess the following new modules:
-Property/Asset Management Module -Environmental Management Module -Reservation Management Module -Service Request Work Flow Module -Unified Customer Service Portal -Unified Management Dashboards
Requested Response:
Please provide in your response the information that is outlined below. The proposed solution should use applications for which the respondent currently maintains or has software license(s). Some organizations may be able to provide multiple product solutions in which case cost and schedule data must be provided for each alternative:
A. An affirmative statement that you have experience with and are interested in the type of work described in this RFI and whether you would or would not perform this effort under a performance-based task order.
B. At least one project profile to demonstrate your previous experience with successful management and performance of work similar to that described in the “Statement of Need” section of this RFI such as:
1. Detailed description of the work performed and management structure and/or principles;
2. Contract number(s) and type of contract;
3. Procuring agency and name of reference point(s) of contact (not to exceed 3) telephone and fax numbers at the Federal, State, Local Government or Commercial entity for which the contract was performed; and
4. Dollar value of the contract which outlined the cost by project phases;
5. Demonstrate system performance and robustness with a similar-sized customer;
6. Proven and successful medium-scale architecture and implementation experience.
C. Please provide your Company’s Size Standard as well as applicable NAICS & PSC code.
D. Please provide any pricing information relative to the software and its modules.
Responses are limited to a total of 15 pages or less and must be completed in Microsoft Word 2010 format and delivered to NSF electronically by email. Page size must be 8.5 x 11, font must be 12 point or larger, and margins must be at least 1”.

Response to this RFI are due by 2:00 pm, on June 1816th, 2015. All questions are due 2:00 pm June 9th. Responses should be sent to Van Nixon vanixon@associates.nsf.gov. At this time the Government does not intend to award a task order on the basis of this RFI. Your response will be treated as planning information. The planning information will assist the government in developing a business case for an improved facilities management solution. This planning information shall not be used as a proposal and will not be paid for.
Your response will be used solely by the NSF as market research planning information. We will not divulge individual responses to the RFI outside of the NSF Integrated Project Team (IPT).
