About this file
This document is a set of Questions and Answers related to the NSF Convergence Accelerator 2023 Cohort Phases 1 and 2 Broad Agency Announcement (BAA) for Tracks K, L, and M. The key details are:
The BAA has no requirement for subcontractors to be registered in research.gov or sam.gov. While there is no explicit requirement that all funds be utilized within the U.S., performing activities outside the U.S. may complicate the negotiation process. NSF will not engage directly with subcontractors, as the prime contractor is responsible for establishing subcontracts and providing oversight. Offerors can submit references cited as a separate document. If unable to address small business subcontracting plan requirements within the proposal, it can be submitted as a separate document. The BAA seeks proposals from U.S. for-profit businesses, non-profit organizations, and institutions of higher education to conduct convergence research aligned with the track themes of Equitable Water Solutions, Real-World Chemical Sensing Applications, and Bio-Inspired Design Innovations. Full proposals are due August 22, 2023, with a Letter of Intent to Propose due July 11, 2023.

Questions and Answers
1. What is needed from co-PIs or sub-awardees for BAA teams/submissions. We understand that for the academic route, co-PIs typically need a research.gov login and a UEI from sam.gov, but we're not sure for BAAs.
There is no requirement under this BAA for subcontractors to be registered in research.gov or sam.gov.
2. For the NSF Convergence Phase 2 contract for BAA teams, we just want to confirm whether all money needs to be spent within the United States.
While there is no explicit requirement that all funds be utilized within the United States, partnering with organizations outside the United States or performing research activities outside the United States will complicate any negotiation process if your proposal is technically recommended for award.
3. Is the award/contract for BAA teams a lump sum paid to only the lead organization, which then further distributes the funding, or is it possible to have money go directly from NSF to subawardees?
No. NSF will not be engaging directly with subcontractors. It is the responsibility of the prime contractor to establish subcontracts and provide monitoring and oversight, including financial oversight.
4. Can offerors submit references they cite in their proposal?
Offerors can submit a references cited document as a separate document by sending it to the BAAM helpdesk at BAAMSupport@nsf.gov. When emailing this, please reference the solicitation and award number in the subject line of your email.
5. How do we submit a small business subcontracting plan?
http://research.gov/ http://sam.gov/ mailto:BAAMSupport@nsf.gov
If you are unable to address the small business subcontracting plan requirements in the existing format of your proposal, you may submit it as a separate document by sending it to the BAAM helpdesk at BAAMSupport@nsf.gov. When emailing this, please reference the solicitation and award number in the subject line of your email.
