About this file
This statement of need document outlines requirements for near-real time and retrospective satellite imagery. The National Environmental Satellite, Data, and Information Service Office of Satellite and Product Operations Satellite Analysis Branch requires the ability to task a range of satellite platforms including optical, radar, and multispectral satellites with varying spatial and spectral resolutions. Specifically, the document calls for imagery from ALOS-2, COSMO-SKY MED, TERRASAR-X, and the WORLDVIEW series of satellites. The selected vendor must provide a dedicated customer service team available 24/7 to assist with any issues and have an online platform to search, order, and download imagery. For urgent events, imagery requests must be tasked, acquired, and delivered within 36 hours. The initial period of performance is one base year with three optional one-year extensions. The related federal contract opportunity is identified as solicitation number NE-EB5000-23-00876 through the Department of Commerce National Oceanic and Atmospheric Administration.

Statement of Need
Near-Real Time & Retrospective
Satellite Imagery
1. Background The National Environmental Satellite, Data, and Information Service (NESDIS) Office of Satellite and Product Operations (OSPO), Satellite Analysis Branch (SAB) plays a vital role in providing crucial information and analysis for disaster mitigation and warning services.
The Branch serves as the operational focal point for real-time imagery products and multi-disciplinary environmental analyses within NESDIS. The primary mission of SAB is to operate new proof of concept satellite analysis techniques that are needed to support disaster mitigation and warning services for U.S. Federal agencies and the international community.
The Branch provides prototype environmental analyses to a variety of organizations such as the National Weather Service (NWS) Warning & Forecast Offices, the National Centers for Environmental Prediction, and many other environmental users of NESDIS satellite products.
This allows these organizations to have access to the most advanced and up-to-date satellite information and analysis to support their operations. SAB works closely with its operational partners to measure the utility of these new satellite analyses. This collaborative effort allows for the careful evaluation of the techniques and their effectiveness in providing accurate and reliable information.
Once the analyses have been proven to have operational value, SAB transitions responsibility for continued operational production to the appropriate operational partner. This ensures that the most advanced and effective satellite analysis techniques are being used to support disaster mitigation and warning services. SAB serves as an essential organization within NESDIS that is dedicated to the development and implementation of cutting-edge satellite analysis techniques to support disaster mitigation and warning services for the United States and the international community. Through its close collaboration with other organizations, it plays a vital role in providing accurate and reliable satellite information and analysis to support these operations.
2. Objective The objective of this effort is to create a comprehensive resource through which SAB is able to obtain near-real-time and retrospective satellite imagery for situational awareness via remote sensing satellites. Specifically, this acquisition of satellite imagery would bolster the branch’s ability to respond to natural disasters and would enhance SAB's ability to inform policy decisions aimed at reducing the impact of said disasters. Moreover, procuring this satellite imagery would furnish SAB with valuable, high-quality information that can be utilized to explore and develop novel techniques for addressing natural calamities.
3. Data/Satellite Requirements The following, are the comprehensive contractual requirements that must be met in order to carry out the terms of the agreement between both parties involved. As such, the vendor must have the ability to task a wide range of satellite platforms, including optical, radar, and multispectral satellites, with varying spatial and spectral resolutions. Specifically, the ability to task imagery the following platforms is required.

4. Data Tasking
NOAA SAB personnel shall be granted authority to initiate services for the acquisition of near real-time and/or retrospective satellite imagery. As such the vendor must have a dedicated customer service team that is available 24/7 to assist with any inquiries, issues, or problems related to the data and services provided. Preferably the vendor shall have a user-friendly online platform that allows users to easily search, order, and download satellite imagery. For events requiring immediate coverage, requests for new satellite imagery shall be received, tasked, acquired and delivered no later than thirty-six (36) hours after the initial request.
