This Sources Sought Notice is for market research purposes only and does not constitute a Request for Proposal or Quotation. It is not considered to be a commitment by the Government to award a contract nor will the Government pay for any information provided;
no basis for claim against the Government shall arise as a result from a response to this Sources Sought Notice or Government use of any information provided.
Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to:
1. Determine if sources capable of satisfying the agency's requirements exists.
2. Determine whether the acquisition should utilize any of the small business programs in accordance with FAR Part 19.
Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action.
Requirement: This notice is issued by the National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division (WAD) and Global Monitoring Laboratory (GML) to identify sources capable of providing the following:
The requirement is to provide various cavity ring-down spectrometers for near-simultaneous measurement of CO2, CH4, CO, and H2O. Delivery locations may include the following addresses:
325 Broadway, Boulder, CO 80305 5830 University Research Court, College Park Maryland 20740
An Indefinite-Delivery, Indefinite-Quantity type contract is anticipated to be awarded with firm-fixed-priced task orders.
Period of Performance: Five-year ordering period.
NAICS Code/Size Standard: The applicable NAICS Code is 334516, Analytical Laboratory Instrument Manufacturing, and the size standard is 1,000.
Scope of Work: The scope of this acquisition includes the purchase and/or repair of cavity ring-down spectrometers that offer equal products as the Picarro brand name spectrometers described below:
Purchase:
1. Picarro G2401: a cavity ring-down spectrometer for measurements of carbon monoxide, carbon dioxide, methane and water vapor. This instrument is to be used to measure ambient air at surface and tall-tower sites.
The G2401 analyzer must be capable of measuring:
CO2 in bulk air samples to or better than ± 0.05 parts per million (ppm) in 400 ppm CH4 in bulk air samples to or better than ±0.5 nmol/mol (ppb) in 1800 ppb CO in bulk air samples to or better than ±4 nmol/mol (ppb) in 100 ppb as 1-σ over a 30-second averaging period.
The analyzer must have a measurement range of at least:
0 – 1000 ppm CO2 0 – 20 ppm CH4 0 – 5 ppm CO
The analyzer must be extremely stable and not subject to rapid drift in response to environmental influences such as pressure and temperature changes. The cell temperature and pressure must be controlled to within ±0.01°C and ±0.15 Torr to prevent measurement drift associated with temperature and pressure fluctuations. The analyzer must be able to measure ambient air with a wide range of conditions, from -10 to +45 °C in temperature and 400 – 1330 hPa in pressure. The analyzer should minimize sample gas consumption by having a small sample cell volume and efficient flushing of internal components such as tubing, valves, etc. The analyzer needs to be deployable to the field, as well as in the laboratory.
2. Picarro G2401-m: an aircraft flight-ready, cavity ring-down spectrometer for measurements of carbon dioxide, methane, carbon monoxide and water vapor. This instrument is to be used to measure ambient air collected with pressurized and unpressurized aircraft. The NOAA GML Carbon Cycle aircraft program plans to expand its airborne trace-gas measurements to include data collected from commercial aircraft.
The G2401-m analyzer must be capable of measuring:
CO2 in bulk air samples to or better than ± 0.05 parts per million (ppm) in 400 ppm CH4 in bulk air samples to or better than ±0.5 nmol/mol (ppb) in 1800 ppb CO in bulk air samples to or better than ±4 nmol/mol (ppb) in 100 ppb
0 – 1000 ppm CO2 0 – 20 ppm CH4 0 – 5 ppm CO
The analyzer must be extremely stable and meet thresholds for drift of ≤ 10 ppb for CO; ≤
0.2 ppb for CO2; and 2 ppb for CH4 at standard temperature and pressure (STP) over 24 hours. The analyzer needs to be deployable to pressurized and unpressurized aircraft, as well as in the laboratory and in the field.
3. Picarro G5310: a mid-infrared (IR) cavity ring-down spectrometer for measurements of nitrous oxide, carbon monoxide, and water vapor. This instrument is to be used to measure N2O in our AirCores, which is a balloon-borne atmospheric whole-air sampling system.
The G5310 analyzer must be capable of measuring:
CO in bulk air samples to or better than ±0.5 nmol/mol (ppb) in 100 ppb N2O in bulk air samples to or better than ±0.5 nmol/mol (ppb) in 300 ppb
0 - 1 ppm CO 0 – 500 ppb N2O
The analyzer must be extremely stable and not subject to rapid drift in response to environmental influences such as pressure and temperature changes. The cell temperature and pressure must be controlled to within ±0.01°C and ±0.2 Torr to prevent drift associated with temperature and pressure fluctuations. The analyzer should minimize sample gas consumption by having a small sample cell volume and efficient flushing of internal components such as tubing, valves, etc. The analyzer needs to be deployable in the field, as well as in the laboratory.
4. Picarro G2201-i: a cavity ring-down spectrometer for measuring carbon dioxide and methane in an isotope-only mode or a simultaneous mode capturing both measurements. The analyzer will be used in our mobile lab to measure the carbon-13 isotope signatures of methane and carbon dioxide, which can help to identify different methane and carbon dioxide sources (biogenic vs. anthropogenic) in urban areas.
The G2201-i analyzer must be capable of measuring:
δ13C in CO2 and δ13C in CH4 simultaneously in bulk air samples CO2 in bulk air samples to or better than 200 parts per billion (ppb) + 0.05% of reading (δ12C-CO2) and 10 ppb + 0.05% of reading (δ13C-CO2) in 400 ppm of CO2 as 1-σ over a 30-second averaging period.
CH4 in bulk air samples to or better than 5 ppb + 0.05% of reading (δ12C-CH4) and 1 ppb + 0.05% of reading (δ13C-CH4) in 2000 ppb of CH4 as 1-σ over a 30-second averaging period.
0 – 2000 ppm CO2 0 – 12 ppm CH4
The analyzer must be extremely stable and meet thresholds for drift of <0.6‰ for δ13C-CO2;
<0.6‰ for δ13C-CH4 at standard temperature and pressure (STP) over 24 hours. The cell temperature and pressure must be controlled to within ±0.01°C and ±0.15 torr to prevent measurement drift associated with temperature and pressure fluctuations. The analyzer must be able to measure ambient air with a wide range of conditions, from -10 to +35 °C in temperature and 400 – 1330 hPa in pressure. The analyzer should minimize sample gas consumption by having a small sample cell volume and efficient flushing of internal components such as tubing, valves, etc. The analyzer needs to be deployable to pressurized and unpressurized aircraft, as well as in the laboratory and in the field.
