STATEMENT OF WORK

NRMJ1000-22-01199

PURPOSE: The National Oceanic and Atmospheric Administration (NOAA) Global Monitoring Laboratory (GML) operates at the Table Mountain Test Facility located about 6 miles north of Boulder, CO near Longmont, CO. This facility houses a number of scientific instruments and provides a useful testbed for long-term measurements and intercomparisons between different scientific instruments. The E12B building is a cement block structure with a hot tar membrane flat roof. The roof is covered with 1.5” river rock to resemble the surrounding landscape, which mitigates the building’s impact on nearby shortwave and longwave radiation measurements. The roof is leaking into the building and needs to be replaced.

PLACE OF PERFORMANCE: The facility’s location is:

● Latitude: 40.125° N

● Longitude: 105.237° W

● Elevation: 5541.3 ft, 1689 m Plateau Rd Longmont, CO 80503-8003

Davis Bacon General Decision applies for Boulder, County, CO Building construction type.

All site access will be coordinated by GML with the vendor(s).

SCOPE OR MISSION: GML conducts radiometric operations out of E12B. Broadly speaking, shortwave and longwave radiation is monitored at this location, as well as calibrating instruments and general instrument testing that are related to normal measurements. Computing and logging systems are located within the building, and it is also used for storage and staging of mobile measurement stations, and all the equipment and tools associated with these efforts.

TECHNICAL SPECIFICATIONS: The current roof is a hot tar membrane design. It is covered with natural river rock that helps it resemble the surrounding landscape, mitigating the building’s impact on nearby radiometric measurements. The replacement roof should be of a sufficiently similar design so that there are no adverse impacts to the long-term measurements being made at this location.

Roof Replacement, Installation, and Warranty Roof Removal

1. Remove the current roof system on the E12B Building

a. Remove river rock and store on site to reuse, to greatest extent possible. b. Remove the lightning protection system and store for reuse/reinstallation. c. Remove the roof membrane and all flashing

d. Remove any other items as needed to completely remove the roof system 2. Haul roofing debris off site for proper recycling/disposal Roof Installation

1. Install new hot tar and/or membrane roof system with river rock

a. Roof system should meet building code for Risk Category II (IBC 1604.5) -roof should be able to withstand winds of 165mph concurrent with Boulder County building code

b. Prior to membrane installation, ensure adequate roof insulation and taper across the entire building to drain water at each scupper or drain location. No water pooling shall be acceptable on the new roof membrane.

c. Install new membrane roof product in accordance with manufacturer specifications and including all flashing required to provide a water-tight roof system for the building.

a. Including all wall, pipe, and other flashing required.

d. Verify adequate number and location of drains for the roof system and ensure roof taper and flashing are installed in accordance with manufacturer specifications. Provide metal cages at/around drains as needed.

e. Replace 1.5” river rock top layer onto roof structure and reuse old rock to the greatest extent possible. Ensure rock layer coverage is uniform and consistent with manufacturer specifications providing additional material, as required, and transporting excess rock material from site, if needed.

f. All metal materials used for the roof system should be galvanized and/or pre-painted to ensure long life span with minimal future maintenance requirements.

g. Metal used should be a minimum of 24ga (0.7mm) thickness

h. Fasteners: Self-tapping screws, self-locking rivets and bolts, and other suitable fasteners designed to withstand wind loads.

1. Exposed Fasteners: Heads matching color of sheet metal flashing by means of plastic caps or factory-applied coating.

2. Fasteners for Flashing and Trim: Blind fasteners or self-drilling screws with hex washer head.

3. Blind Fasteners: High-strength aluminum or stainless-steel rivets.

4. 316 Stainless Steel fasteners whenever possible.

i. Anchor membrane roofing and other components of the Work securely in place, with standard provisions for thermal and structural movement, in accordance with manufacturer specifications.

j. Field treat all bare metal surfaces from cut sheet materials, flashing, fascia, drill holes, etc. with appropriate anti-rust product for each material (i.e. galvanizing paint, etc.).

k. Metal Protection: If applicable, where dissimilar metals will contact each other, protect against galvanic action by painting contact surfaces with bituminous coating, by applying rubberized-asphalt underlayment to each contact surface, or by other permanent separation as recommended by manufacturers of dissimilar metals or by fabricator.

l. Reinstall the lightning protection system.

m. Haul all scrap materials, packaging materials, and other E12B Building roofing project waste off site for proper disposal.

Warranty

1. Provide a standard warranty on materials and workmanship.

A. Special Warranty on Finishes: Manufacturer's standard form in which manufacturer agrees to repair or replace membrane roofing that shows evidence of deterioration within specified warranty period.

1. Finish Warranty Period: 20 years from date of Substantial Completion. B. Special Installer's Warranty: Roofing Installer's warranty, on warranty form at end of this Section, signed by Roofing Installer, in which Roofing Installer agrees to repair or replace components of membrane roof of custom-fabricated sheet metal flashing/trim that fail in materials or workmanship within the specified warranty period.

1. Failures include, but are not limited to, the following:

a. Structural failures.

b. Loose parts.

c. Wrinkling or buckling.

d. Failure to remain weathertight, including uncontrolled water leakage. e. Deterioration of membrane, metals, metal finishes, and other materials beyond normal weathering, including nonuniformity of color or finish. f. Galvanic action between metal roofing materials and dissimilar materials.

2. Installation Warranty Period: Two years from date of Substantial Completion.

PERIOD OF PERFORMANCE: Work completed 180 days after receipt of Notice to Proceed.
