Mauna Loa Observatory Keeling Building Renovations
Statement of Work (SOW)
Narrative Including Base Contract Requirements Optional Contract Line Items
SOW for the following Base Contract and Options:
CLIN. 01: Base contract: Keeling Building Renovation CLIN. 02: Option - Keeling Building Metal Roof CLIN. 03: Option - Mercury Deck (North) CLIN. 04: Option - Mercury Deck (East)
Summary:
The NOAA Global Monitoring Laboratory (GML) Mauna Loa Atmospheric Baseline Observatory (MLO) is located on the Big Island of Hawaii, at 11,141 ft above sea level on the north flank of the Mauna Loa volcano. The site is often regarded as the “premier atmospheric science site on earth” and is home to numerous high-profile data sets including the “Keeling Curve” that first documented the rise in carbon dioxide in our global atmosphere. The observatory conducts well over 250 daily climatological measurements, some as precise as 1 part in a trillion.
The Keeling Building, located at MLO, is the original structure at the site and is a sixty-five year old (built in 1956), single story, rectangular, cinder block structure with an A-frame wood truss roof system that is clad with a vented corrugated metal deck. There are twelve (12) single pane operable windows in the Keeling Building and two (2) wood access/egress doors. The entire area is open office space with a verified gross square footage of 1,250 square feet (GSF). The building is listed in the NOAA RPMD database as asset HIM01903.
Due to the age of the Keeling building and significance of the science that it represents, NOAA has determined that the original cinder block constructed building is likely eligible for the national historical register. However, it has not been listed as such. The existing mercury deck (roof-level deck) located on the east end of the building has been rebuilt multiple times over the decades and the current configuration is not original. Similarly, the area under the mercury deck was enclosed to serve as a storage area and is also not considered to be original. The west end of the Keeling building has seen two different additions over the decades (small staff bathroom and tank storage room) and neither of these modifications are considered to be original or part of the historic nature of the Keeling building.
All work done on the Keeling building shall be in accordance with the Secretary of the Interior's Standards for Rehabilitation. The Standards (Department of Interior regulations, 36 CFR 67) pertain to historic buildings of all materials, construction types, sizes, and occupancy and encompass the exterior and the interior, related landscape features and the building's site and environment as well as attached, adjacent, or related new construction. The Standards are to be applied to specific rehabilitation projects in a reasonable manner, taking into consideration economic and technical feasibility.
1. A property shall be used for its historic purpose or be placed in a new use that requires minimal change to the defining characteristics of the building and its site and environment.
2. The historic character of a property shall be retained and preserved. The removal of historic materials or alteration of features and spaces that characterize a property shall be avoided.
3. Each property shall be recognized as a physical record of its time, place, and use. Changes that create a false sense of historical development, such as adding conjectural features or architectural elements from other buildings, shall not be undertaken.
4. Most properties change over time; those changes that have acquired historic significance in their own right shall be retained and preserved.
5. Distinctive features, finishes, and construction techniques or examples of craftsmanship that characterize a property shall be preserved.
6. Deteriorated historic features shall be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature shall match the old in design, color, texture, and other visual qualities and, where possible, materials. Replacement of missing features shall be substantiated by documentary, physical, or pictorial evidence.
7. Chemical or physical treatments, such as sandblasting, that cause damage to historic materials shall not be used. The surface cleaning of structures, if appropriate, shall be undertaken using the gentlest means possible.
8. Significant archeological resources affected by a project shall be protected and preserved. If such resources must be disturbed, mitigation measures shall be undertaken.
9. New additions, exterior alterations, or related new construction shall not destroy historic materials that characterize the property. The new work shall be differentiated from the old and shall be compatible with the massing, size, scale, and architectural features to protect the historic integrity of the property and its environment.
10. New additions and adjacent or related new construction shall be undertaken in such a manner that if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired.
The MLO facility is located at the end of an 18-mile one-lane access road reachable from Saddle Road. The start of the Mauna Loa Access Road is located just to the east of the more well-known access to the Mauna Kea Visitor Center and telescopes. Logistically, the site is at over 11,200 feet in altitude and the sun (UV) conditions can be strong and the air temp significantly cooler than elsewhere on the island. The 18-mile driveway can be challenging for longer vehicles due to the narrow width, rolling topography, and occasional sharp corners. The power lines do cross over the road in multiple locations along the upper half of the MLO access road and may pose an overhead obstruction issue for very tall vehicles (no known issues with the powerlines obstructing access to the site historically). The one-way commute time to the MLO site from either Hilo or Kona typically takes ~90-min.
Scientific measurements obtained at MLO often represent the global background conditions for the atmospheric research community. As such, the measurements taken at the site are highly precise and need to be safeguarded to ensure that indoor room air and/or local site contamination does note negatively impact the long-term records. NOAA has developed a comprehensive banned construction materials (chemicals) list and each product used at the site must be cleared against this banned chemical list prior to use. The banned construction materials list will be provided to vendors and NOAA can assist with reviewing individual products as needed. Furthermore, it will be required to keep the science at MLO operational as much as possible throughout construction activities. For example, temporary power might be required and/or a phased approach to building modifications that allow for scientific systems to stay online to the greatest extent possible.
The MLO site has a number of identified code compliance improvements needed. For example, the interior of the Keeling building currently has a conflict between active plumbing and the electrical breaker panel. All new construction work shall meet current code requirements.
The Federal government is required to follow the National Environmental Protection Act (NEPA) process for all Federal actions. NEPA does apply to this construction effort and NOAA is actively working to get the necessary approvals from the State of Hawaii (Division of Land and Natural Resources (DLNR) / State Historic Preservation Office (SHPO)) and finalize the NEPA process. The NEPA process is running in parallel with this procurement effort and it is anticipated that the NEPA will be finalized after this procurement has been awarded. As such, it is imperative that any/all outcomes resulting from the NEPA process shall be incorporated into the final design before a notice to proceed can be issued and construction begins.
NOAA is interested in building sustainably, using robust materials that support low maintenance over the long-term, and incorporating the elements of LEED building practices (and certification) wherever possible. Thus, the biddable documents shall include the opportunity for bidders to provide alternate approach and products based on reliability and longevity and include value enhancing options to allow for LEED elements.
Exclusions:
The bid set of documents dated 07/30/2021 illustrate the following items which shall be excluded as part of this Work. No costs shall be included or incurred for the following items illustrated on the bid set:
