(VI) Description of requirements is as follows:

This requirement is for the manufacture of oceanographic research buoys and refurbishment, repair and conversion of existing systems to meet the specifications needed for the Tropical Moored Buoy Array Program (TMBAP) at the Pacific Marine Environmental Laboratory (PMEL). These systems are part of an ongoing array of moored buoy sites in the Atlantic and Indian Oceans. These systems are comprised of subsurface temperature, salinity and current sensors and surface meteorological sensors to measure air temperature, relative humidity, wind speed and direction, rain rate solar radiations and barometric pressure. The buoy systems have to be swapped out once per year to maintain a continuous measurement record; therefore, new buoys must have the same dimensions and design specifications to work in the platforms already deployed in the Atlantic (known as PIRATA) and Indian Oceans (known as RAMA). This requirement is necessary to meet Office of Atmospheric Research’s (OAR) strategic goals of coastal and open ocean observations and modeling to improve our understanding of the physical and geochemical processes operating in the world oceans, to define the forcing functions and the processes driving ocean circulation and the global climate system, and to improve environmental forecasting capabilities and other supporting services for marine commerce and fisheries.

Completing the buoy arrays is a basic step required to realize this goal. Data will be collected daily via Iridium satellite and published to the web in near real time: for RAMA, (http://www.pmel.noaa.gov/tao/rama/data.html) and for PRATA (http://www.pmel.noaa.gov/tao/disdel/frames/main.html).

The buoys shall be manufactured in accordance with the specifications identified in the Government furnished specifications and drawings.

Please see Attachment 1, Buoy Specifications and Attachment 2, Buoy Drawings.

(VII) The period of performance/ordering period is estimated as September 15, 2016 to September 14, 2021. It will consist of five 1-year performance/ordering periods placed on individual delivery orders. For delivery orders of two (2) or more, the contractor shall deliver in increments of two (2), with the first two (2) systems being delivered within one-hundred twenty

(120) calendar days after award of the order, and the remaining buoys to be delivered in increments of two (2) every sixty (60) days thereafter. Place of delivery is NOAA PMEL, Attn: J Michael Strick, 7600 Sand Point Way, NE, Seattle, WA 98115-6349. Delivery shall be FOB Destination.

(VIII) FAR 52.212-1, Instructions to Offerors - Commercial Items (OCT 2015), applies to this acquisition.

Addendum to FAR 52.212-1:
