Questions and Answers for NRMAG000-20-00584KDK

1. Q: Since this RFQ is designated for preservation and restoration, film that is cleaned and transferred, and possibly compiled, cannot be placed back in the original containers. Please acknowledge that this requirement is understood and that the SOW includes new archival cans and cores for all film items.

A: Yes, new archival cans or cores will be needed for cleaned and transferred film.

2. Q: The word “restoration” is included in the title and SOW. What specific restoration issues have you identified that would require actual restoration measures?

A: Restoring refers to the cleaning of the film and color correction.

3. Q: In all professional industry-standard archival preservation and restoration projects, the creation and inclusion of onscreen slates for each film and video item is a requirement. Is this project following the archival industry standard and requiring electronic slates?

A: Electronic slates are needed. If for any reason the answer is no, would you please provide the justification for non-compliance?

4. Q: Is the NSSL providing the hard drives for this project or are the hard drives to be added to the SOW?

A: Hard drives need to be provided by the vendor.

5. Q: Given that the videotape runtimes are unknown, can the NOAA identify a designated runtime for each tape to assist vendors in arriving at a uniform price in the videotape category? The runtimes for the listed obsolete videotape formats, based on tape size can run anywhere from 5 minutes to 120 minutes. The runtimes could vary from 30 seconds to 6 hours. Please establish a uniform runtime to make arriving at a price possible.

A: Runtime estimate would be 1 hour per tape.

6. Q: Is NOAA requesting one single CLIN to encompass all the various archival tasks? Or are we to provide additional CLINs that break down the costs per format? In other words, is NOAA requesting a breakdown of costs per format and task?

A: A breakdown of cost for each format (16 mm, VHS, etc) would be helpful.

7. Q: On the Schedule provided, please identify what “JB” stands for under UNIT.

A: JB stands for JOB; as this is a service and not a supply, “Job” is the most accurate unit to use.

8. Q: 8A. We note that Delivery shall be FOB; Destination to Norman, OK. Pricing should also include the cost of delivery to return the film and analog materials to NSSL, as well as delivery of the new digitally-formatted files to NSSL Please provide the number of boxes required, weight and dimensions of each box and if NOAA/NSSL is specifying shipping via freight for the analog collection. Please specify shipping method for the hard drives with the digitally-formatted files. A: NSSL has decided it will be easiest for the customer (NSSL) to cover the costs of shipping. FedEx or UPS are acceptable - whichever the vendor uses.

Q: 8B. Do you have a preference for return shipping (our responsibility). Where are we shipping to?

A: We can use FedEx or UPS. Our address: 120 David L Boren Blvd, Norman, OK 73072.

Q: 8C. Transporting the material to our location: is this cost and shipping our responsibility or yours?

A: Our responsibility, the customer (NSSL)

9. Q: Given that the requirement is FOB destination and “the contractor is responsible for the arrival of goods to the location specified in the contract. The contractor pays all shipping costs and retains the risk of loss or damage to the goods until they arrive at their destination,” please provide the aggregate value of the collection for insurance purposes during shipment.

A: See answer to #8A.

10. Q: For GSA vendors who bid on the “original” cancelled GSA RFQ NRMAG000-20-00584—which did not allow for Open Market pricing— can we expect that if awarded the contract, the GSA Schedule will apply where applicable and that sales will be reported under the MAS contract? Or is this now an Open Market RFQ entirely?

A: This is now an Open Market RFQ entirely.

11. Q: 16mm / 8mm film: What frame rate do you require for the 1920 x 1080 high definition files? (24 fps standard) Do you have a file format preference AVI or MOV for the uncompressed files?

A: 24 fps and MOV format for uncompressed files

A: MOV format, 720 x 480, DV Compression

14. Q: Concerning the Hard Drive: Do you have a preference for brand / interface?

A: No inventory spreadsheet is currently available for slides

17. Q: Need clarification on “providing telecommunications equipment or services”. We’re not sure what this refers to.

A: This is a Federal Acquisition Regulation (FAR) that came out last year and now anytime we request a quote now, we have to include this provision regardless of whether it is relevant for this requisition or not. The new provision is required to be addressed for ALL contracts, not just telecommunications contracts.

18. Q: Do you know if the descriptions of the slide content is hand written on the slide mounts or typed and how much information is needed? Also the same information for the videotape files (hand written on individual tapes?) since there is no inventory list for either?

A: I believe most all the descriptions are handwritten.
