STATEMENT OF WORK (SOW)
1. Government Point Of Contact: Tim Powell, tim.powell@noaa.gov; 231-755-3831 – Contracting Officer’s Representative (COR)
2. Purpose: To install and purchase a standby generator for Building 2 at the Lake Michigan Field Station (government owned facility).
3. Background: A power outage at the LMFS facility can cause significant property and research sample damage at LMFS. In Building 2, where a boiler heater is the primary heat source in the winter, a standby generator is needed that will automatically trigger during a power outage and keep heat supply going during a power outage. This will act as a safeguard against the boiler lines and water pipes freezing. If the boiler lines were to freeze due to lack of heat then not only could they break but could also cause water damage after a break resulting in significant costs to repair. As well, operations would be halted in the event of a power failure during all seasons without a standby generator. Further, bldg 2 also houses freezers that contain research samples that rely on electrical power in all seasons.
4. Scope: This procurement is to install and buy a generator for the Great Lakes Environmental Research Laboratory.
5. Objectives: This backup generator will ensure that the boiler heater will continue to operate during winter power outage events and power will remain on to freezers holding fish samples during all seasons. It will also serve as a standby generator. It will also allow on-site staff to remain working to meet operational demands in the event of a power outage. This 24KW generator will be able to power most circuits in bldg. 2.
