About this file

This statement of need describes a requirement for a climate-controlled 20-foot international organization for standardization-certified steel shipping container to be used as a mobile laboratory by the National Oceanic and Atmospheric Administration's Atlantic Oceanographic and Meteorological Laboratory. The shipping container will support GO-SHIP and GOMECC missions and replace an aging seagoing van over 15 years old. Technical specifications include marine-grade doors and windows, framing and insulation, electrical systems, HVAC, plumbing, and certification for international shipment. The contractor must perform all work off-site and deliver the modified shipping container within eight months of contract award to AOML in Miami, Florida.

STATEMENT OF NEED

NR-MAD000-23-00872

PURPOSE:

The National Oceanic and Atmospheric Administration (NOAA) Atlantic Oceanographic and Meteorological Laboratory (AOML) Ocean Chemistry and Ecosystems Division (OCED) is in need of a 20' climate controlled steel international organization for standardization (ISO)-certified standard container to be used as a Dissolved Inorganic Carbon Expansion (DICE) van.

The steel container will support the NOAA Global Ocean Ship-based Hydrographic Investigations Program (GO-SHIP) and the Gulf of Mexico Ecosystems and Carbon Cruise (GOMECC) missions. The steel container will be a replacement for a seagoing van used for operational efforts which is 15+ years old.

SCOPE OR MISSION:

The AOML conducts multiple oceanographic cruises on projects ranging from coastal to trans-oceanic. On many of those cruises a container modified to act as a climate controlled, seagoing lab is sent on the cruises to measure inorganic carbon concentration in the water. Using this modified container as a portable laboratory is efficient and provides more secure shipping for all the equipment and also provides a climate controlled space for the measurements of inorganic carbon that are sensitive to temperature changes.

BACKGROUND:

The current seagoing container is over a decade old. It is severely rusted at the bottom, one of the two doors only locks from two points and not three, the other door is bent and is no longer watertight. The AOML cannot continue to send it out at sea and ship it internationally due to risk damages to the equipment shipped inside and damage/loss of property.

TECHNICAL SPECIFICATIONS:

- Refer to drawing in Attachment 1

- One-trip 20' climate-controlled Steel ISO Container - with the exterior prepped (sand or sweep blasted) and painted white using a two coat marine grade epoxy under coating with a single coat urethane top coat (white). Each coat should be 8 mil thick.

- Two doors will be located at each end of the container, not on the sides, and will be marine grade. They shall be rated “weathertight”, fitted with at least 3 dogs, and both the dogs and handle must be fully operated from both sides. Install (weld-in or bolt on) marine grade doors on the ends of container. Diamond Sea Glaze (250 series) Door or equivalent quality.

- There will be a shelf on the outside of the van next to each door for an AC unit. A system to evacuate the condensated water will be designed (e.g. a slope or drain)

- Install one (clamp-in or bolt-on) marine grade fixed window, on the 20' side. You will need to supply this window which we recommend be either, made by Diamond SeaGlaze, or made to a similar level of design and quality. We would like the window to have an approximate rough opening of 25" x 37". Make and install an aluminum storm cover for window when installed so that it will be recessed to exterior of van. The window will need to have a watertight seal.

- Install 1 bolt-on marine grade top hinge opening window on one side of the container as an escape hatch. Diamond SeaGlaze (106TH) Window or equivalent quality, with rough opening of 24" x 24". Make and install 1 aluminum storm cover for window when installed so that they will be recessed to exterior of van. Install a fixed ladder.

- All marine doors, windows, and the hatch will be indented and have a watertight seal.

- Container should have a 10" wide fork pocket on ISO container (66" outside to outside) and corner fittings on all corners.

- Floor will have non coated aluminum sheathing and the ceiling will have rust free white metal siding.

- Frame and insulate (to R-13 or greater) interior top and sides with 2x4's on end on 22" centers (so each 2x4 sits inside the corrugated wall of container. Since the ceiling corrugated notches do not line up with the side, the ceiling 2x4's wall studs will lay on end and affix to the wall studs in typical framing construction. Ceiling joist rests on wall plate per standard wood frame construction. Insulation should be closed cell spray foam or R-Matte Plus3 sheathing but we are looking for the maximum achievable R-value with this 2x4 construction.

- Overlay framing on inside of van with 3/8" ACX sanded plywood.

- Paint interior sanded plywood w/ white latex, at least 8 mil thickness.

- After inside is painted, install 13/16" thick x 1 5/8" wide Unistrut or "B-Line" electroplated struts on 2x4 framing on 22" centers (directly on 2x4 studs) on all four interior sides and ceiling. Zinc plated steel for struts secured with minimum 3/8" dia, 3"L zinc plated (or HDG) steel lag bolts and washers (request 9/16" hex head size). Also tie in ceiling and wall struts with 90° electroplated angle brackets and washers from B-Line or Unsitrut.

- Install 2 A/C units.

- Install 2 water tight 4" steel pipe openings in vestibule ("stuffing tube") w/ threaded end caps.

- Install 2 water tight 1.5" steel pipe openings in 20' wall ("stuffing tubes") w/ threaded end caps.

- Power outlets will be distributed along the inside walls of the container, phone/data connections installed as well. The main electrical switch will be placed higher on the wall so as not to interfere with gear on countertops. Lights (LED) will be installed on the ceiling.

- Cables should be surface mounted and routed in between, over, or under the mounting channel. All fixtures, boxes, and devices must be corrosion resistant and intended for marine/commercial use. Major equipment, such as the HVAC unit or water heater, should be on separate circuits. Several “spare” circuits shall be provided in the distribution panel. All electrical components must be located at least 18” above the deck of the van.

- The container shall be specified with 3-phase power supply and distribution which will operate either from a “460” Vac, ungrounded ship’s system or 208/115 Vac, grounded neutral, system. The container shall be fitted with two power supply plugs: one for ungrounded shipboard systems and the other for grounded neutral systems, which will generally be shore based.

- The container shall include a step-down/isolation transformer of a suitable rating to isolate and convert the ship’s 460V to the 208/115 V for the interior.

- A sink and faucet will be installed on one end of the container (not a wash tub).

- Ensure container is certified to be shipped internationally and install valid CSC plate.

- Ensure container undercoating is intact and resurface with coal tar epoxy mastic if necessary.

NOTE:

- All appendages to the van shall be recessed or removable such that no part extends beyond the sides, top, ends, or bottom of the van to facilitate transport by common carrier.

- All fasteners (bolts, screws, etc.) used shall be marine-grade stainless steel.

PLACE OF PERFORMANCE:

Contractor will not use NOAA resources and will conduct the work at its own facility.

DELIVERY SCHEDULE:

Delivery is expected within 8 months of award of the contract.
