About this file
This statement of need document outlines the technical specifications for a Flat Array SODAR with RASS Interface and RASS Extension to be procured by the National Oceanic and Atmospheric Administration Air Resources Laboratory Special Operations and Research Division. The equipment will be used to collect wind and temperature data in the vertical to characterize the lower boundary layer of the Nevada National Security Site and improve weather forecasts for the area to support activities including daily weather forecasts, spot forecasts, surveillance, warnings and advisories, and emergency response. The technical specifications require one Flat Array Sodar XFAS unit with RASS Interface including antenna, signal processing unit with RASS interface, cables, operation software, user manual, and packing cases. Also required is one each of a power supply for the XFAS, support stand, RASS Extension RAE2 with antennas, transceiver unit, and cables, a power supply for the RASS, and packing cases. Delivery is to be made within two months to the NOAA ARL SORD location in North Las Vegas, Nevada.

STATEMENT OF NEED
NRMAC7002300883
PURPOSE
The National Oceanic and Atmospheric Administration (NOAA) Air Resources Laboratory (ARL) Special Operations and Research Division (SORD) is in need of a Flat Array SODAR with RASS Interface and the RASS Extension with all accompanying hardware, software, cables, stands, accessories, manuals, and shipping.
A critical element of the ARL SORD mission is to collect meteorological data on the Nevada National Security Site (NNSS). These data are required to produce daily weather forecasts and spot forecasts for specific times and locations, conduct daily weather surveillance, generate severe and extreme weather warnings and advisories, and perform emergency response activities.
In addition, ARL SORD collects specialized weather data to support field experiments.
This meteorological sensing device, the Flat Array SODAR XFAS, will collect wind and temperature data in the vertical to characterize the lower boundary layer of the NNSS allowing for improvements to the previously mentioned activities especially emergency response. In addition, these data will also help to improve weather forecast modeling for this area which will improve weather forecasts for the area.
