Statement of Work

Wind Tunnel Building Electronics Shop White Storage Building

Mission:

The OAR Air Resources Laboratory (ARL) Atmospheric Turbulence and Diffusion Division (ATDD) in Oak Ridge, Tennessee conducts research to advance atmospheric science and technology and provide the highest quality atmospheric, meteorological and climate products and services to NOAA, our partners, the research community, and society to protect human health and our environment.

ATDD’s research is aligned with NOAA’s objectives to build and maintain a Weather Ready Nation, enhance our nation’s abilities in Climate Adaptation and Mitigation, and promote a holistic understanding of the Earth system through research and the development of an integrated environmental modeling system.

Purpose:

The purpose of this requirement is to provide construction services for general site improvement necessary to allow for the installation of perimeter security fencing at the ARL ATDD facility.

The ATDD Complex consists of three (3) buildings: the Main Building, which includes an Electronics Shop addition, the Wind Tunnel Building and the White Storage Building.

Specific Requirements:

The Contractor shall provide the following:

· Provide approximately 1,200 linear feet of 6’-0”’ tall black ornamental aluminum spear point fence. Work shall include two (2) 20’-0” slide gates and one (1) 24’-0” double swing gate as part of the Work.

· Provide HY Security slide operators on the two (2) operable gates.

· Provide all necessary system components to install operator post and keypads locations on both sides of the access and egress gates (two locations total)

· Furnish ten (10) remotes for keyless entry.

· Provide a swing gate operator with embedded post anchor on the double swing gate.

· Provide approximately 1,150 feet of 6’-0” tall black vinyl coated chain link fencing.

· Fencing is illustrated on the attached schematic drawing A1.1 dated 07/14/21, This schematic drawing illustrates the approximate location of the fence placement which can be adjusted with ARL ATDD and COR approval depending on any encumbrances found during the existing conditions survey which shall be performed by the Contractor prior to any work beginning.

General Requirements:

The Contractor shall be responsible for the following:

· The Contractor shall visit to familiarize themselves with the ARL ATDD project site, building layout and utility conditions that will govern the Work.

· Comply with all building federal, state and local jurisdictional codes inclusive of procuring and pay for all required permits, fees, licenses, and inspections.

· Excavation, trenching, saw cutting, drilling, coring, etc. necessary to provide the sleeves to support the installation of the fence.

· Any repairs to the existing surface, necessary, to provide a proper finish at post locations.

· Any grubbing, clearing, excavation, trenching etc. to install the fence panels and/or chain link fencing.

· The fencing system shall have natural and gradual incline and declines where required.

· Protection of all trees, shrubbery, grass and other ecosystem components, as well as government and private property, from misdirected chemicals, or other disturbances, according to best practices.

· The site will be maintained in a clean and safe condition at all times. All construction debris shall be removed at the direction of onsite personnel and at time of completion.

· The schedule and proposed phasing of work shall be submitted for approval prior to beginning the work and shall be approved in writing by the COR prior to implementation. All work related to this project will be coordinated with the Facility Manager of the ARL ATDD facility to ensure coordination with facility operations.

· All submittals related to this project shall be approved by the Facility Manager of ARL ATDD facility prior to any Work being performed at the facility.

· The Davis Bacon General Decision for heavy construction applies for Anderson County, TN

· Warranty- a one-year workmanship warranty and a five-year parts warranty is required.

Deliverables:

The Contractor provide a logistics plan that illustrates the location of porta pots, laydown area, storage area, staging area, mobile office, etc. as necessary to perform the Work, to be provided prior to any work beginning.

Period of Performance:

All work must be completed no later than 1 year from Notice to Proceed.

Place of Performance:
