PERSONNEL QUALIFICATIONS

1. Program Manager (Key Personnel) Education

· Shall have at a minimum a M.S. degree in Meteorology, Oceanography, Physical Science, or in related Mathematics and Engineering fields, or equivalent experience.

Experience

· Must have current knowledge and demonstrated experience with Navy METOC operations, operational systems, applications and requirements.

· Must have at a minimum 5 years of demonstrated experience managing scientific, engineering, computing, and technical personnel working on Numerical Weather Prediction (NWP) and METOC applications development projects.

Desired

· Demonstrated experience publishing peer-reviewed scientific literature, software documentation, or Navy guides and/or handbooks.

· Navy METOC tactical applications experience.

2. Research Scientist

2.1. Senior (Key Personnel)

Education

· Shall have at a minimum a M.S. degree in Meteorology, Oceanography, Physical Science, or in a related Mathematics and Engineering fields.

Experience

· Shall have at a minimum 10 years of demonstrated global/mesoscale numerical weather prediction (NWP), data assimilation (DA) or METOC application/climatology/port study (MAP) focus area experience.

· NWP focus: Must act as the primary point-of-contact for the development of operational global and/or mesoscale NWP systems including ensemble weather prediction systems and scripting for the management of operational job submission and data processing tasks, including error handling; provide recommendations for resolution of research issues related to global and/or mesoscale problems; must have demonstrable LINUX High Performance Computing (HPC) skill and adaptation of solutions for the operational environment.

· DA focus: Must act as the primary point-of-contact for the development of operational global and/or mesoscale DA systems including ensemble and hybrid DA systems and scripting for the management of operational job submission and data processing tasks, including observation data handling and error handling; provide recommendations for resolution of research issues related to multi-scale DA problems; must have demonstrable LINUX High Performance Computing (HPC) skill and adaptation of solutions for the operational environment.

· MAP focus: Must act as the primary point-of-contact for METOC applications development including web-based applications, climatology applications, and port study applications; demonstrable ability to process data, analyze data, and write-up/publish results; provide recommendations for resolution of research issues associated with application, climatology, or port study development problems.

· Must have demonstrable experience working as a project team member.

· Demonstrated experience publishing peer-reviewed scientific literature, software documentation, or Navy guides and/or handbooks.

· Experience in support of Government research is a must.

Desired

· Demonstrated experience in meeting Navy METOC operational requirements.

· Three-to-five years of experience developing, testing, and transitioning Navy operational NWP software systems.

· Three-to-five years of experience developing, testing, and transitioning Navy operational DA software systems.

· Three-to-five years of experience publishing peer-reviewed scientific literature, software documentation, Navy guides and/or handbooks, Navy climatologies and port studies.

2.2. Mid-level Research Scientist

Education

· Shall have at a minimum a B.S. degree in Meteorology, Oceanography, Physical Science, Computer Science, or in a related Mathematics and Engineering fields.

Experience

· Shall have at a minimum 3 years of demonstrated experience in one of the following focus areas.

· NWP Focus: Must be a co-developer of global and/or mesoscale NWP models and scripting for the management of job submission and data processing tasks, including error handling; provide recommendations to team lead for resolution of research issues related to global and/or mesoscale modeling problems; parallel processing computing experience.

· DA Focus: Must be a co-developer of global and/or mesoscale analysis or data assimilation software and scripting for the management of job submission and data processing tasks, including observation data handling and error handling; provide recommendations to team lead for resolution of research issues related to global and/or mesoscale DA problems.

· MAP focus: Must be co-developer for METOC applications including web-based applications, climatology applications, and/or port study applications; demonstrable ability to process data, analyze data, and write-up/publish results; provide recommendations to team lead for resolution of research issues associated with application, climatology, or port study development problems.

· Must have demonstrable report writing experience.

· Must have demonstrable data processing experience.

Desired

· Experience with a combination of FORTRAN, C, C++, or Java, and scripting programming languages using the LINUX operating system.

· Experience publishing peer-reviewed scientific literature, software documentation, climatologies, guidebooks and/or handbooks.

· High Performance Computing (HPC) experience.

3. Application Development Engineer

3.1. Senior (Key Personnel)

Education

· Shall have at a minimum a M.S. degree in Computer Science or in a related Mathematics or Engineering field.

Experience

· Shall have at a minimum 10 years of demonstrated experience in developing meteorological or oceanographic applications.

· Must have 3 years of demonstrated experience in 24/7 operational environment or equivalent experience.

· Must demonstrate experience with a combination of FORTRAN, C, C++, or Java, and scripting programming languages using the LINUX operating system.

· Must have acted as the primary point-of-contact for all aspects of the end-to-end data flow for applications including secure authentication and computational efficiency.

· Must have acted as the focal point for information assurance for applications.

Desired

· Demonstrated experience developing and maintaining web-based applications in the Navy METOC operational environment.

· Experience with High performance Computing (HPC).

· Experience applying the DISA Application Security and Development Secure Technical Implementation Guide (STIG) to operational applications.

· Experience creating software for computer graphic visualization techniques.

3.2. Mid-level Application Development Engineer

Education

· Shall have at a minimum a B.S. degree in Computer Science or in a related Mathematics or Engineering field.

Experience

· Shall have at a minimum 3 years of demonstrated experience in developing meteorological or oceanographic applications or visualizations.

· Must demonstrate experience with a combination of FORTRAN, C, C++, or Java, and scripting programming languages using the LINUX operating system.

· Must have experience advising the technical lead on issues related to end-to-end data processing including secure authentication and information assurance.

Desired

· Demonstrated experience working in the Navy METOC operational environment.

· Information assurance experience.

· High Performance Computing (HPC) experience.

· Computer graphics visualization experience.

4. Information Technology Engineer

4.1. Senior

Education

· Minimum B.S. degree in Computer Science or in a related field or equivalent professional experience.

Experience

· Must have at a minimum 10 years of demonstrated experience providing information technology support to scientific researchers including Windows or LINUX operating system installation, secure configuration, patching, and troubleshooting; or network engineering, configuration, patching, and troubleshooting; or network storage engineering, configuration, patching and troubleshooting; or information assurance and accreditation.

· Shall have at a minimum 3 years of demonstrated experience using scripting programming languages (e.g. bash, tcsh, tcl, powershell, Windows command line).

· Shall have at a minimum 3 years of demonstrated experience using graphics languages (e.g. GrADS, IDL, GMT).

· Must have data storage, transfer, and management experience.

Desired

· Three years knowledge of and experience with the FNMOC computing environment is much desired (e.g. knowledge of bash, svn, python, Intel compiler).

· Three years knowledge of optimizing software for the High Performance Computing (HPC) environment is desired.

Privileged Access Requirements

· System Administrators with privileged access shall meet the training and certification requirements for IAT level I at the computing environment (CE), IAT level II at the network environment (NE), and IAT level III for the enclave environment as specified in DON 5239.2M (2009).

· The initiation of an SSBI is required for all System Administrators with privileged access serving in these positions.

4.2. Mid-level Information Technology Engineer

Education

· Minimum B.A. degree in a technical field or equivalent professional experience.

Experience

· Must have at a minimum 3 years of demonstrated experience providing information technology support to scientific researchers including Windows or LINUX operating system; or network engineering; or storage engineering; or information assurance and accreditation.

Desired

· Two years of experience with computer graphics is desired.

· Two years of experience with computer programming or scripting is desired.

· Two years of experience with helpdesk support for end users is desired.

Privileged Access Requirements
