About this file

This document is a set of Questions and Answers (Q&A) related to a Notice of Opportunity (NOO) for an Energy Savings Performance Contract (ESPC) at the Knolls site in Niskayuna, NY.

The key details are: The NOO invites current holders of the Department of Energy's (DOE) Fourth Generation ESPC contract to submit expressions of interest. The scope may include facilities at Knolls, with the potential to expand to other Naval Nuclear Laboratory (NNL) sites. The selected ESCO will be required to use eProjectBuilder (ePB) for the project. The NOO provides details on page count limits, font sizes, and submission requirements for the ESCO technical competencies, management approach, and past performance. The government agreed to extend the page count limits for several sections to allow offerors to adequately address the requirements. The Q&A also clarifies that CPARS reports may be submitted in lieu of Past Performance Questionnaires, and that cover pages, tables of contents, and other ancillary materials will not count against the page limits.
