About this file

This is a Statement of Work (SOW) for repair and reconditioning services of Automated Surface Observing System (ASOS) CPU Boards. The National Reconditioning Center (NRC), operating under the National Weather Service (NWS) within the Department of Commerce's National Oceanic and Atmospheric Administration (NOAA), requires the repair of 95 CPU Board units (AAI P/N 62828-47006-30, ASN: S100-2A1A2A1, NSN: 5998-01-368-8658) to "Like New" operating condition, including cosmetic restoration. The work involves complete inspection, cleaning, repair, replacement of damaged or non-functioning parts, EPROMS J29 and J30 verification and loading with firmware version V2.00, and soldering performed in accordance with DOD-STD-2000 or commercial equivalent standards. The contractor must develop their own test procedures and provide all necessary parts, supplies, and test equipment.

Deliverables include each repaired CPU Board accompanied by a detailed Repair Report documenting all repair actions, reconditioning steps, inspection results, and failure analysis. The contractor provides a one-year warranty against material and workmanship defects beginning after final equipment inspection and acceptance. Final acceptance occurs at the NRC's facility in Grandview, Missouri, where the NWS Inspection Branch conducts Performance Quality Assurance testing to verify connector and board cleanliness, proper soldering, firmware verification, diagnostic test passage, and operational performance in a live ASOS system. Any units failing acceptance criteria are returned to the vendor for rework at no additional cost to the government. The contractor is responsible for designing shipping containers to protect units during transportation and prevent physical, electrical, mechanical, or cosmetic damage. This is a combined synopsis/solicitation for commercial items set aside 100% for small businesses (NAICS code 811210, size standard $34.0M) under RFQ NRD142082-26-0333, with award as a firm-fixed-price Purchase Order.

Statement of Work Repair and Recondition: Automated Surface Observing System (ASOS) CPU Board, FIRMWARE 2.0, AAI P/N 62828-47006-30 (Programmed for Data Collection Package)

ASN: S100-2A1A2A1, NSN: 5998-01-368-8658

Version: May 18, 2023

Description: The Contractor shall repair and recondition the CPU Board to "Like New" operating condition, including cosmetic appearance in accordance with this Statement of Work (SOW), National Weather Service (NWS) specification drawing, or other specification document. The repair and reconditioning price shall include the parts, materials, labor, inspection, and return shipping necessary to return the CPU Board to operational specifications. Repair materials or specifications differing from the NWS source specification must be approved by the National Weather Service prior to use.

Definition: “Like New” Condition means reconditioned to the listed specification to meet all applicable electrical, mechanical, and cosmetic specifications and engineering documentation, including the replacement of damaged, missing, or non-functioning parts.

Government Furnished Equipment: None.

Government Furnished Data: Source Control Drawing 62828-90092 (when requested).

Vendor Furnished Equipment: Vendor shall provide all parts, supplies, and test equipment as required to accomplish the repair and reconditioning actions. The vendor will need to develop their own test procedures.

Recommended Equipment and Supplies: None.

First Article: Please check the Purchase Order (SF1449) for any First Article requirements. If First Articles are required, they must pass inspection by the NRC’s Inspection Branch before you are given the “Notice to Proceed” from the Contracting Officer for the remaining units.

Description of Work: All equipment will be inspected and/or evaluated when received for operational performance and physical appearance. Each CPU Board will be cleaned, repaired and reconditioned to ensure that it is able to pass all factory acceptance tests established by the OEM. Verify and/or load EPROMS J29 and J30 with firmware version V2.00. Soldering and circuit board repair shall be in accordance with DOD-STD-2000 or commercial equivalent. CPU Boards being repaired will also be reconditioned to ensure they are in “Like New” condition in accordance with specifications. The vendor will need to develop their own test procedures.

Warranty Terms: The Contractor will provide a 1-year warranty against material workmanship and against faults occurring during operation. This 1-year warranty will begin after passing the final equipment inspection and acceptance for stock.

NRC Final Acceptance: All repaired and reconditioned CPU Boards are subject to Performance Quality Assurance testing/inspection and will be returned for corrections if discrepancies are found. All repaired and reconditioned CPU Boards will be inspected for material workmanship and tested for operational performance at the NRC in accordance with the listed specifications. To meet the material workmanship requirements, the CPU Boards will need to be in a “Like New” operating condition. The NRC’s Inspection Branch will be checking the cleanliness of the connectors and board to ensure no corrosion is present that might interfere with the operation of the board and that all soldering is according to specifications. The NRC’s Inspection Branch will verify the CPU Boards will pass diagnostics tests and communicates properly with other components in an operational representative ASOS system. They will verify EPROMS J29 and J30 have firmware version V2.00. The CPU Board must then perform all normal processing using the ASOS operating and applications software in a live ASOS system with operational sensors. Any inspected item that does not meet the acceptance criteria will be returned to the vendor for rework at no additional cost to the government.

Deliverables: Each repaired and reconditioned CPU Board, by serial number, shall be supplied with a Repair Report documenting the repair, reconditioning and inspection to include results of all tests and failure analysis.
