C.1 Title of Project
Architectural and engineering (A&E) services to the United States Nuclear Regulatory Commission (NRC) to support NRC’s long-term housing strategy and NRC’s restoration and refurbishment activities.
C.2 Introduction
In achieving our mission NRC adheres to the principles of good regulation, independence, openness, efficiency, clarity, and reliability. The agency puts these principles into practice with effective, realistic, and timely regulatory actions, consistent with our organizational values and our open, collaborative work environment. The NRC's goal is to provide flexible workspace that is compliant with Federal security guidelines and allows NRC to comply with Executive Orders 13514-Federal Leadership in Environmental, Energy, and Economic Performance and 13423-Greening of the Government through Efficient Energy Management and Title IV of PL110-140 of the "Energy Independence and Security Act of 2007", and all other successor federal "green" legislation, Executive Orders and regulations.
In accordance with the current federal space utilization guidelines, the NRC is developing a long-term housing strategy for its headquarters location. The current housing strategy will consolidate NRC headquarters at the White Flint Complex (WFC) into three adjacent buildings in Rockville, Maryland located at: (1) One White Flint North (OWFN), 11555 Rockville Pike, Rockville, MD 20850, (2) Two White Flint North (TWFN), 11545 Rockville Pike, Rockville, MD 20850, and (3) Three White Flint North (3WFN), 11601 Landsdown Street, North Bethesda, MD 20850. These consolidation efforts will greatly enhance the ability of the staff to communicate and collaborate, and they will allow the NRC to more effectively and efficiently accomplish its mission.
The NRC is also embarking on several restoration and refurbishment activities (also referred to as interior up-keep projects) at the WFC.
C.3 Objective

In addition, include a complete listing of all acronyms and words or phrases they represent.
DEFINITIONS:
Definitions should be carefully considered by the Government. Explain any special terms or phrases used in the SOW.
CONTRACT LINE ITEM NUMBER (CLIN). CLINs are used to identify, organize and track work requirements throughout the project life cycle. They provide a unit price or lump sum price for each contract deliverable or set of deliverables.
CONTRACT SPECIALIST - A person who assists the contracting officer with day-to-day procurement functions. At the NRC, this person handles pre-award, post-award and close-out activities.
CONTRACTOR - A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.
CONTRACTING OFFICER (CO) – A person with delegated authority to enter into, administer, and terminate Government contracts. Note: This is the only individual who can legally bind the Government.
CONTRACTING OFFICER'S REPRESENTATIVE (COR) - An employee of the Government delegated by the CO to administer the contract. Such appointment shall be in writing (i.e., Delegation and Appointment Memorandum) and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
DELIVERABLE - Something required by the Government under the contract to be produced or achieved by the contractor.
GOVERNMENT PROPERTY - All property owned or leased to the Government or acquired by the contractor under the terms of the contract where the Government retails title (i.e., contractor-acquired equipment).

NONPERSONAL SERVICES CONTRACT - A contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.
PERSONAL SERVICE CONTRACT - Is characterized by the employer-employee relationship it creates between the Government and the contractor’s personnel. The Government is normally required to obtain its employees by direct hire under competitive appointment or other procedures required by the civil service laws. Obtaining personal services by contract, rather than by direct hire, circumvents those laws unless Congress has specifically authorized acquisition of the services by contract.
PHYSICAL SECURITY - Actions that prevent the loss or damage of Government property.
SUBCONTRACTOR - One that enters into a contract with a prime contractor in performance of the Government contract. However, the Government does not have privity of contract with the subcontractor and therefore does not directly interact with the subcontractor(s).
WORK DAY - Hours of Operation. The number of normal hours per day that the contractor will provide services in accordance with the contract, is eight.
WORK WEEK. Monday through Friday, unless otherwise specified in the contract.
