SECTION C—STATEMENT OF WORK

C.1 TITLE

Operations and Maintenance (O&M) for the Operations Center Information Management System (OCIMS)

C.2 INTRODUCTION

The U.S. Nuclear Regulatory Commission (NRC) is an independent agency created by Congress. The mission of the NRC includes licensing and regulation of commercial nuclear power plants; research, testing, and training reactors; nuclear fuel cycle materials;

and the transport, storage, and disposal of radioactive materials and waste in order to protect public health and safety, promote the common defense and security, and protect the environment. In addition, the NRC licenses the import and export of radioactive materials and works to enhance nuclear safety and security throughout the world.

It is the policy of the U.S. Nuclear Regulatory Commission to be prepared to respond to incidents and emergencies involving nuclear and radiological facilities or materials licensed or regulated by the NRC in accordance with rules in Title 10 of the Code of Federal Regulations (10 CFR), “Energy,” and the Reorganization Plan Number 1 of 1980. Sharing information quickly among the NRC, responding with other Federal agencies, and with the nuclear industry is critical to responding promptly to any incident.

In response to an event at an NRC-licensed facility or an event involving NRC-licensed material that could threaten public health and safety or the environment, NRC activates its incident response program at its Headquarters Operations Center (HOC) and one of its four Regional Incident Response Centers (IRCs) (Region I in King of Prussia, PA;

Region II in Atlanta, GA; Region III in Lisle, IL; and Region IV in Arlington, TX).

NRC's highest priority is to provide expert consultation, support, and assistance to State and local public safety officials responding to the event. Once the NRC incident response program is activated, teams of specialists are assembled at the HOC and Regional Incident Response Center to obtain and evaluate event information and to assess the potential impact of the event on public health and safety and the environment.

C.3 BACKGROUND

The HOC, located in the agency’s headquarters in Rockville, Maryland, serves as the focal point for communications, analysis, and response during incidents involving a U.S.

commercial nuclear power plant, research or test reactor, fuel cycle facility, gaseous diffusion plant, or nuclear materials licensee. The HOC is staffed 24 hours a day, 365 days a year, with a Headquarters Operations Officer (HOO) and a Headquarters Emergency Response Officer (HERO). The HOO and the HERO routinely receive, and document, incident notifications from all stakeholders. Written reports of these notifications are distributed for review, and for various follow-up actions. A small number of these notifications trigger activation of the NRC Incident Response Plan.

Operational readiness for the HOC is supported by the Operations Center Information Management System (OCIMS). OCIMS is a General Support System (GSS) that is a collection of Information Technology and Information Management (IT/IM) systems.

The components of the OCIMS systems and infrastructure are designed to support this regulatory reporting, and also to facilitate communications related to events. These communications include voice, data, and graphical displays. Through a variety of OCIMS supported electronic interfaces, responders are able to share and update event information and analysis.

During declared emergencies and planned drills, the OCIMS data component supports exchanges of information both from and to licensees. The event information is maintained in an Incident Response Management System (IRMS) which provides a chronology and status for the incident from the initial reporting through the updates, discussions, and actions taken. Within the HOC, there are a number of specialized application tools and information repositories which are used by responder teams for independent assessment of an event. The OCIMS supports the IT infrastructure in the HOC (servers, workstations, networks, printers, plotters, etc.) which provide computing resources, collaborative interfaces, and graphical displays utilized by emergency responders and technical experts in event analysis and predictive trending.

The OCIMS display component is an integrated audio/visual system, consisting of wall-mounted display units located throughout the HOC, as well as a variety of inputs. These inputs include local workstations as well as other video feeds such as TV, satellite, and cameras.

The OCIMS voice component has a range of telephone-based capabilities (private branch exchange (PBX), voice conferencing, automated call alert and notification systems, voice recording systems, and facsimile transmission) which are utilized to notify and dialogue with stakeholders outside the HOC for situational awareness, coordination, and risk mitigation planning related to the event. Depending on the emergency and levels of risk, phone and voice conferencing exchanges may take place with a wide range of responder organizations, including licensees, NRC Regional Administrators and Site Teams, State and local government officials, Congressional representatives, executives at other Federal Agencies involved in the emergency, White House staff, law enforcement and Federal Bureau of Investigation officials.

There are a number of other systems used within the HOC that interface with OCIMS.

These systems include, but are not limited to, the Emergency Response Data System (ERDS), Protected Web Server (PWS), and the Emergency Telecommunications System

(ETS).
