Government’s Response to Vendors’ Questions

1. Question: Addendum B, page 8: What version of FileNet P8 is installed?

Answer: The version of FileNet P8 that is currently installed at NRC is version 4.5.1.

2. Question: Addendum A, page 10: Is your FileNet P8 application server WebLogic or WebSphere?

Answer: The NRC’s FileNet P8 application server is WebSphere.

3. Question: Addendum B, page 8: You indicate that NRC has IBM Content Collector, is that for File Systems, Email or both?

Answer: The NRC intends to use IBM Content Collector for File Systems and Email.

4. Question: Addendum A, page 3-6: Can you elaborate on the custom application development that has been done for the Panagon Content Services application and what coding technologies were utilized and the number of applications to be converted? For example, was Websphere Portal Server used?

Answer: The NRC utilized Visual Basic, Java, and NET framework.

5. Question: How was the compound document application for Panagon Content Services developed?

Answer: Compound Document is not an application. Compound Documents are used for grouping related documents.

6. Question: What type of coding languages and calls were used and what access was made to Panagon Content Services from portal applications? Java and VB?

Answer: The NRC utilized Visual Basic, Java, and .NET framework.

7. Question: Will the awardee be allowed to add subcontractors not designated in the response or remove those that are designated in the response during the performance of the contract?

Answer: The Contractor will be required to request consent to subcontract with any new subcontractors (i.e., subcontractors that the Contractor would like to add to the contract after award) in accordance with the requirements of FAR clause 52.244-2 and receive written consent from the contracting officer before entering into any new subcontracts after award.

8. Question: Can a company respond as a prime on one proposal and a subcontractor on another response?

Answer: Yes.

9. Question: NRC3310ADAMSS525, C-28: Is commuting travel considered "reasonable" travel expenses? For example; airline, lodging, meals to and from the NRC sites?

Answer: Travel will be reimbursed in accordance with FAR Subpart 31.205-46, Travel costs, to the extent that the individual task order(s) first authorize the Contractor to incur travel costs and include obligated funds for Contractor travel costs. See also RFP Section C.19 2052.215-77 TRAVEL APPROVALS AND REIMBURSEMENT (OCT 1999)

10. Question: NRC3310ADAMSS525, C-16: Are you able to provide any insight into the security clearances that have been used on the existing contract? What are the requirements for the cleared staff? Will the winning company be required to have security cleared staff?

Answer: For information detailing NRC security clearances, process, and requirements See RFP Section C.4 SECURITY REQUIREMENTS FOR BUILDING ACCESS APPROVAL (JUL 2007) and C.7 SECURITY REQUIREMENTS FOR INFORMATION TECHNOLOGY LEVEL I OR LEVEL II ACCESS APPROVAL (JUL 2007)

11. Question: Does this contract have any prohibition against the use of offshore labor?

Answer: For security purposes, the NRC does not intend to authorize offshore labor. See RFP Section C.10 FOREIGN OWNERSHIP, CONTROL, OR INFLUENCE OVER CONTRACTOR

12. Question: What methodology will NRC be using to determine the lowest priced proposal?

Answer: The basis for award is not lowest price/technically acceptable. The basis for award for is a best value tradeoff whereby price and other factors will be considered. See RFP Section E.2.

13. Question: Are you trying to integrate multiple information sources for search/analysis, or just the content in your FileNet Content Management System?

Answer: All content referenced by the P8 “UNIVERSAL CATALOG” will be searchable.

14. Question: The EVMS reports described in Section 4.4 of Addendum B may be compiled using standard project management tools such as MS Project or by a certified EVMS "compliant" system. The output from both systems support the EVMS calculations specified in the RFP. There is a difference in the price to the Program for the EVMS "compliant" system.

In light of the fact that the reports can be provided using a more cost-efficient project scheduling and tracking system, will the Government consider deleting the requirements for the EVMS-"compliant" system (C.32 & C.33)?

Answer: NRC requires EVMS to manage projects. Microsoft Project is currently used by the NRC to capture EVM and would be considered to be a satisfactory solution.

15. Question: Section E, page E-6 - While resumes and past performance are not included in the 25 page limit; the Small Business Subcontracting Plan is not specifically addressed, is it also excluded from the 25 page limit?

Answer: The Offeror’s Small Business Subcontracting Plan is excluded from the 25 page limit.

16. Question: Addendum B, page 7 of 23. Performance Work Statement. This section refers back to Section C.6. Is our assumption correct that it is actually referring to the list contained in paragraph A.6?

Answer: Correct. This section refers back to the list contained in paragraph A.6.

Answer: Activities under Task 2 are corrected to be Time-and-Materials (T&M).

18. Question: Addendum B, page 20 of 23, Paragraph 11. Government Provided Space identifies the two offices in Rockville, MD and a Region I office in King of Prussia, PA. Is the intent to have contractor support in both locations and if so, what functions would be staffed out of which location? What percent of work is to be performed in each location or are certain Tasks in Addendum B to be performed in specific locations

Answer: See Attachment A - RFP-33-10-ADAMS- SOW - Section 15. Primary Place of Performance

19. Question: C-15, C-4. Will the NRC require that any personnel be required to have a security clearance (e.g. Secret/Top Secret)? If only some contractor personnel will have this requirement, can the NRC articulate which roles or areas of support will require such clearances?

Answer: The NRC requires that all Contractor personnel be cleared in accordance with the security requirements in the solicitation before they may start work under the resultant contract.

Answer: The ADAMS taxonomy may change throughout the first task order, which will be performed during the base period.

26. Question: General migration question. Please provide a breakdown of document types, formats, and volumes?

Answer: Document types are mostly PDF’s with some TIF, Microsoft Office and mp3 file formats.
