About this file

This Statement of Work (SOW) details the repair and reconditioning requirements for the Cooperative Observer Program (COOP) Thermometer with Shelter Assembly (ASN: C450-2, NSN: 6685-01-285-4537). The contractor must repair and recondition the equipment to "Like New" operating condition, meeting National Weather Service specifications. Key requirements include disassembling the unit, inspecting and replacing damaged stainless steel parts, checking the thermistor, repainting components with Krylon 1501 white paint, and performing a final temperature checkout using an NRC-supplied temperature display.

The SOW specifies that the National Reconditioning Center (NRC) will provide certain government-furnished equipment, including "Gold Standard" components and thermistors. The vendor is responsible for all other parts and materials. The repair process involves detailed steps for disassembly, inspection, replacement, and reassembly, with a final quality assurance inspection by the NRC's Technical Inspection and Material Reception Branch. The contractor must provide a 1-year warranty against material workmanship, and any units not meeting acceptance criteria will be returned for rework at no additional cost to the government. The repaired units must be shipped to the National Reconditioning Center in Grandview, MO, in packaging designed to prevent damage during transportation.

Statement of Work

Repair and Recondition: Cooperative Observer Program (COOP)

Thermometer with Shelter Assembly

ASN: C450-2, NSN: 6685-01-285-4537

Version: September 1, 2022

Description: The Contractor shall repair and recondition the Thermometer with Shelter

Assembly to "Like New" operating condition, including cosmetic appearance in accordance with

National Weather Service specifications described in the Description of Work – Work

Procedures. The repair and reconditioning price shall include the parts, materials, labor, inspection, and return shipping necessary to return the Thermometer with Shelter Assembly to operational specifications. Repair materials or specifications differing from the NWS source specification must be approved by the National Weather Service prior to use.

Definition: “Like New” Condition means reconditioned to the listed specification to meet all applicable electrical, mechanical, and cosmetic specifications and engineering documentation, including the replacement of damaged, missing, or non-functioning parts.

Government Furnished Equipment: The NRC will provide the C450-2 and C451-N1 MMTS

“Gold Standard” and any shelter louvers, insulated plates and top plates, if requested. Thermistors will be supplied in accordance with item 6.b. The vendor is responsible for all other parts and materials.

Government Furnished Data: Any documents or drawings identified in the Description of Work –

Work Procedures (upon request)

Vendor Furnished Equipment: Vendor shall provide all parts and supplies as required to accomplish the repair and reconditioning actions, expect where noted in the Description of Work

– Work Procedures.

Recommended Equipment and Supplies: The primer used should be Krylon 1315 white primer or equivalent and the paint used should be similar to High Gloss Krylon 1501.

Description of Work – Work Procedures:

The following steps may be accomplished in any order deemed necessary by the vendor. Steps may be skipped if not required. This is not intended to be a step by step description of the repair process.

The vendor will need to develop their own detailed repair procedures.

1. Unit shall be disassembled by removing the (4) M8 bolts, washer and lock washer that secure

(4) M8 x 270mm threaded rods running from top to bottom thru the assembly.

a. Care must be taken to not misplace the spacers that go between each section of louvers as the assembly is being taken apart.

b. Care must be taken to not damage thermistor wires during disassembly.

i. Thermistor is mounted to an inner thermistor mount using 5/16-18 stainless steel hardware. This hardware must be removed to allow the thermistor to be pulled out. Best practice would be to remove each section from the top plate down

(widest section w/acorn style nuts) so that the thermistor hardware can be removed and the thermistor and associated wiring will not be damaged.

ii. Connector terminals attached to the thermistor wiring will need to be removed from the connector to facilitate removing the thermistor completely from the unit.

These wires and pins are routed through the bottom three sections of louvers/plates. Pin removal tool can be provided upon request.

2. All stainless steel parts will be thoroughly inspected for wear and corrosion.

a. Parts showing wear or corrosion will be replaced with new stainless steel hardware of 18-

8 or 316 grade stainless steel.

3. Shelter louvers, insulated plates and top plates will be inspected for cracks, chips and any other visual signs of damage.

a. Parts showing such damage will be replaced by NRC at vendor’s requests.

4. Pipe flange (DWG: C450-A100-DR013) will be removed and inspected for corrosion and damage to pipe thread. If pipe flange is not original cast iron 2" pipe flange or replacement cast iron 2" pipe flange that has been modified to meet specifications of referenced drawing, vendor will replace at vendors expense.

a. If existing pipe cast iron flange is reused, it will need to be stripped, primed with Krylon

1315 white or equivalent and repainted with two coats of High Gloss Krylon 1501 white or equivalent. Pipe thread will be free of paint and have no defects in threads themselves.

b. If new pipe flange is needed, vendor shall supply cast iron pipe flange in accordance with

DWG: C450-A100-DR013, which can be substituted with colors stated in section 4.a.

above.

5. As needed, shield assembly plates and louvers will need to be cleaned and/or repainted to uniform color and color shall be Krylon 1501 white or equivalent.

a. These pieces are made of polycarbonate and proper preparation to surfaces should be made in order to prevent premature peeling of newly painted items.

6. Thermistor should be checked while disassembled from assembly for proper operation.

a. This is a resistive device and without a calibrated temperature source to use, an approximation of its reading and effectiveness will have to be done.

i. A resistive chart that can be supplied by the NRC can be used in conjunction with a volt-ohm meter to see if the thermistor is reading appropriately.

b. If thermistor is checked and found to be defective, NRC will supply a replacement thermistor to the vendor to use during reassembly. NRC will not pre-ship thermistors prior to determination of their operational status. Defective thermistors need to be returned to the NRC for validation of defective status with the returned units.

7. Once all parts are checked, replaced, painted, etc. proceed by reassembling the unit back to its operational state.

a. If needed, a drawing can be supplied that depicts a side cut away of the device in the way it should be assembled.

8. A final temperature checkout should be performed on each unit prior to sending it back to the

NRC using an NRC supplied C451-N1 temperature display.

a. If the temperature display reads a temperature that is +/- 0.5 degrees Fahrenheit compared to a known good temperature standard, then the unit can be sent back. (This measurement should be accomplished between the unit’s operational range: -56.0 degrees Fahrenheit to

+122.0 degrees Fahrenheit)

b. If the display unit reads 255.5 or -99.9, then there is a defect in the wiring or the thermistor itself and should be investigated.

Return fully functional and reconditioned Thermometer with Shelter Assemblies to NRC for evaluation by the NRC’s Technical Inspection and Material Reception Branch.

Warranty Terms: The Contractor will provide a 1-year warranty against material workmanship.

This 1-year warranty will begin after passing the final equipment inspection and acceptance for stock.

NRC Final Acceptance: All repaired and reconditioned Thermometer with Shelter Assemblies are subject to Performance Quality Assurance testing/inspection and will be returned for corrections if discrepancies are found. To meet the material workmanship requirements, the Thermometer with

Shelter Assemblies will need to be in a “Like New” operating condition and good appearance to include the unit’s paint job, cables, connectors, and associated hardware will be inspected. Shelter louvers, insulated plates and top plates will be inspected for cracks, chips and any other visual signs of damage. The NRC’s Technical Inspection and Material Reception Branch will verify units meet operational requirements by testing each unit for proper and accurate functionality in the NRC

Instrument Inspections Unit’s system. Any inspected item that does not meet the acceptance criteria will be returned to the vendor for rework at no additional cost to the government.
