About this file
This is a Sole Source Request Form (24-103-205, C.R.S.) submitted by the Colorado State Patrol, Division of Strategic Communications & Outreach, for approval to procure advertising services from Rarefied Atmosphere, Inc. The procurement covers television advertising in business venues throughout Colorado, specifically targeting establishments that sell alcohol to support DUI prevention messaging and impaired driving awareness campaigns. The contract period runs from October 1, 2026, through September 30, 2029, with a total estimated value of $120,000 in services. The vendor will provide the flexibility to distribute the advertising campaign across two distinct time blocks: mid-November through New Year's and Memorial Day through the 100 Deadliest Days of Summer, allowing the agency to customize messaging for peak-risk periods.
The Colorado State Patrol justifies this sole source procurement based on the vendor's unique ability to target over 500 alcohol-selling venues across multiple media markets statewide, generating more than 4 million impressions while matching impaired driving crash data to highest-risk communities. The agency conducted price reasonableness research comparing local television advertising rates ranging from $5 to $100 per 1000 viewers and determined that Rarefied Atmosphere, Inc.'s business-to-business model provides superior targeting and cost efficiency compared to traditional television or streaming services. The procurement was grant-funded and represents a continuation of similar educational campaigns conducted by the agency in 2024 and 2025. The sole source posting was issued on the Colorado procurement system (VSS) under NPSS1 RBAA 2027-0064, and approval was granted valid through September 30, 2029.

A sole source procurement is justified when there is only one good or service that can reasonably meet the need and there is only one vendor who can provide the good or service. A requirement for a particular proprietary item (i.e., a brand name specification) does not justify a sole source procurement if there is more than one potential bidder or offeror for that item. Note: All sole source requests will be posted on an electronic procurement system in accordance with §24-106-103(5) C.R.S.

Procured Goods Response: Yes, I have run two separate educational campaigns for lesser dollar amounts in 2024 and in 2025. They were both grant funded, just as this campaign will be. This included messaging in high-volume venues (retail and entertainment) around the State.
Description of Goods/Services: The campaign will be television advertising in business venues that have televisions directed to their consumers or patrons. Through this company, I can spread outreach and education funding to targeted venues that sell alcohol (for DUI messaging) and across multiple media markets. I can hit specific high-risk communities through this service which could not be done with other agencies.
Description of Goods/Services #2:
Start Date: 10/1/2026
End Date: 09/30/29
G3 Text Bpx: This vendor is also allowing the flexibility to separate the campaigns into two time blocks. I will be able to use a portion of the 40,000 campaign during the peak holiday season (mid-November through the New Year) and then pause PSAs until Memorial Day (100 Deadliest Days of Summer). They are extremely flexible and allow us to customize for the most effective reach to our intended audience.
G1 Text Bpx: This would result in selecting a single media market foregoing the reach and the ability to target the most at-risk communities due to the fact they are not always adjacent to one another. There would be fewer viewers per dollar spent and again, a reduction in targeting. Other options would be "mass" awareness and not necessarily reaching viewers where the temptation to drive impaired is most likely to occur.
F1 Text Bpx: This provider has the ability to target the behavior directly associated with a impaired driving campaign due to their business to business model. Local television and streaming services cannot target to this same level. This vendor will ensure that every dollar reaches a relevant audience. In addition, this vendor allows me to select specific cities where I can match crash data from impaired driving. Highest risk areas will be included in this campaign - statewide (not just one media market).
E4 Text Box: Researching various sources, local television ad rates can vary from $5 to $100 for every 1000 viewers. This business allows me to target over 500 venues that sell alcohol (this matches my targeted behavioral demographic) and will exceed over 4 million impressions. This could not be accomplished through traditional television ads and would require multiple contracts in multiple media markets to replicate. Even then, there would no way to know what venues were selecting to air this station whereas Atmosphere contracts (and can provide a business list) directly with each business for their CCTV programming.
