About this file
This is a Notice of Proposed Sole Source document issued by the Colorado Department of Natural Resources, Purchasing Office, for the Statewide Boating Unit at Colorado Parks and Wildlife (CPW). The procurement seeks to purchase a VideoRay Ally underwater Remote Operated Vehicle (ROV) for the Marine Evidence Recovery Team. The ROV is a tethered, remotely operated drone equipped with advanced thrusters, sonar, high-definition camera, underwater positioning capabilities (DVL), and a manipulator arm designed to search, locate, and recover evidence and drowning victims in underwater environments. The system operates at all depths of Colorado waters and functions in conditions unsafe for human divers. The Purchase Order will be issued as soon as practical with a sole source procurement end date of June 1, 2026. No specific bidder meeting or site visit has been indicated in the documentation.
Colorado Parks and Wildlife has budgeted approximately $109,000.00 for this procurement. The sole source justification is based on backward compatibility with existing VideoRay equipment currently operated by the Marine Evidence Recovery Team, which includes three other ROVs (one Pro4 and two Pro5 units). The new Ally ROV will operate with existing tethers and control boxes and utilizes the same controller and software as previous models, minimizing training requirements and operational disruption. The justification emphasizes that switching to a different control system would be detrimental to program effectiveness by prolonging search and recovery missions and reducing recovery success rates. Vendors may submit a one-page cover letter to Jeanette Stroud at Jeanette.Stroud@state.co.us demonstrating their capability to provide equivalent goods; if multiple qualified vendors are identified, the purchase will be formally solicited rather than awarded as sole source.

Notice of Proposed Sole Source Scope of Work and Sole Source Justification
NPSS1 PMAA 2026*0140
VideoRay Ally Underwater Remote Operated Vehicle (ROV)
Scope of Goods The Statewide Boating Unit at Colorado Parks and Wildlife (CPW) would like to purchase a VideoRay Ally underwater ROV (underwater drone) for the Marine Evidence Recovery Team.
This drone is tethered and powered/controlled to a generator and top-side control box and is used to search, locate, and recover items, evidence, and drowning victims located beneath the water surface. This updated ROV is equipped with advanced thrusters and piloting capabilities, along with state of the art sonar, high definition camera, and underwater positioning capabilities (DVL). It will be able to reach all depths of Colorado waters, allowing it to operate in conditions that are unsafe for divers, or where divers cannot go. The ROV also has an updated manipulator arm that can rotate, open and close, and extend downward to grasp onto targets, and the improved thrusters will allow the ROV to lift them to the surface.
Schedule and Term of Award A Purchase Order will be issued as soon as practical. The Sole Source Procurement end date is . Jun 1, 2026
Budget CPW has budgeted an approximate amount of $109,000.00 for the needed goods.
Sole Source Justification The Marine Evidence Recovery Team currently utilizes 3 other ROV's from VideoRay (one Pro4 and two Pro5's). The Pro4 ROV is no longer being supported or repaired by the vendor, and the Pro5 units are scheduled to be discontinued in the coming years. However, all new ROV's from VideoRay are backwards compatible, meaning the updated Ally ROV can be operated with existing tethers and control boxes. This will allow us to replace aging ROV's without the need to purchase new tethers and control boxes. The new ROVs also utilize the same controller and software as the previous ROV's, meaning the training to learn to operate the Ally will be minimal, and team members won't have to learn how to use two different systems. It would take multiple years to learn and adapt to an entirely new operating and control system. The impact of switching to a different control system would be detrimental to the program by elongating search and recovery missions and reducing the success rate of being able to recover victims and other underwater evidence.

Submittal Items This Notice of Proposed Sole Source (NPSS1) has been posted to invite vendors who may be able to offer the goods noted in the Scope of Goods to respond and confirm their capabilities. If it is determined that more than one vendor can provide the goods needed, the purchase will be formally solicited.
In order to demonstrate your ability to fulfill the need, please send an email with a brief one-page cover letter (as an attachment), signed by the sole proprietor, individual or someone authorized to bind your firm which includes: Vendor Name, Vendor Address, including City, State, and zip code, phone number, and email address. In your letter describe how your firm, considering the ability of VideoRay and the goods they are offering, could supply this good.
Important: Please be aware that this is not a solicitation for a proposal, quotation, or pricing. This is simply a notification that the Department of Natural Resources Purchasing Office intends to issue a sole source contract award as outlined above.
This is an opportunity for other entities to challenge the sole source status of the contract award. If a challenge is received, unless proved to be unfounded, a solicitation will be issued. Entities that are not prepared to go forward and respond to a solicitation for this work are not encouraged to submit a challenge.
