About this file
This is a Notice of Proposed Sole Source from the Colorado Parks and Wildlife (CPW) department within the Colorado Department of Natural Resources, Purchasing Office. CPW seeks to procure eight trailer-mounted waterless boat cleaning systems equipped with non-motorized technology, off-grid 500W solar arrays, battery and DC inverter systems, IoT controllers, blower systems, wet/dry vacuums, tethered brushes, marine LED lights, and backup 120V plug-in recharge options. Additionally, CPW intends to purchase 40 fixed units with similar functionality that lack power or internet connectivity, along with accessories including solar panel highway mesh covers, spare hand tool kits, custom exterior kiosk wraps, and wayside solar winter covers. The procurement also includes software setup and annual maintenance fees. A Purchase Order will be issued as soon as practical, with the sole source procurement end date of June 30, 2026.
CPW has budgeted approximately $552,945.00 for the goods and services. The sole source justification is based on research indicating no other known manufacturers produce boater-operated waterless watercraft cleaning systems specifically designed to prevent the spread of aquatic invasive species. CPW asserts that the learning curve and development timeline required for alternative vendors to create, manufacture, and validate equivalent equipment would be prohibitive and detrimental to the program's goals and schedules. This notice invites potential vendors to respond and confirm their capabilities to supply the specified goods. Vendors interested in challenging the sole source determination must submit a one-page cover letter via email to Jeanette Stroud at Jeanette.Stroud@state.co.us with the solicitation number NPSS1 PMAA 2026*0139 in the subject line.

Notice of Proposed Sole Source
NPSS1 PMAA 2026*0139
Scope of Work and Sole Source Justification
Non-Motorized Waterless Cleaning Stations
Scope of Goods Colorado Parks and Wildlife (CPW) is seeking to purchase eight (8) Trailer mounted Waterless Boat Cleaning Systems with ratchet down systems, each with off-grid 500W solar array, battery and DC inverter, IOT controller, blower system, wet/dry vacuum & tankage, tethered brush, wrench, grabber, marine LED lights. Backup 120v plug in recharge option included. They would also like to purchase accessories for each Waterless Boat Cleaning System (including Solar Panel Highway Mesh Covers, Spare Hand Tool Kits, Custom Exterior Kiosk Large Unit Wraps, and Wayside Solar Winter Covers). The purchase from the proposed Sole Source vendor will also include Software Setup and Annual Maintenance fees. CPW also seeks to purchase 40 additional fixed units with similar functionality that are not powered or connected to the internet.
Schedule and Term of Award A Purchase Order will be issued as soon as practical. The Sole Source Procurement end date is 6/30/2026.
Budget CPW has budgeted an approximate amount of $552,945.00 for goods.
Sole Source Justification Based on internal and external research, there are no other known manufacturers of boater operated waterless watercraft cleaning systems designed to help prevent the spread of aquatic invasive species. The learning curve and the time frame for other contractors to develop, manufacture and prove equipment durability is time prohibitive for the program - using a new vendor to develop and implement similar technology would be detrimental to the program’s goals and timelines.
