About this file
This is a Notice of Proposed Sole Source document issued by the Colorado Department of Natural Resources, Purchasing Office, on behalf of Colorado Parks and Wildlife (CPW) for the procurement of two 21-foot aluminum patrol boats. The solicitation, identified as NPSS1 PMAA 2026*0132, seeks patrol boats meeting specific critical specifications detailed in a linked specification sheet. The procurement end date is September 30, 2026, with a Purchase Order to be issued as soon as practical. No formal bidder's conference or site visit is mentioned in the document. This notice invites other vendors to challenge the sole source designation by submitting a one-page cover letter describing their capability to supply the requested goods; responses should be directed to Jeanette Stroud at the Department of Natural Resources, Purchasing Office via email at Jeanette.Stroud@state.co.us.
Colorado Parks and Wildlife has allocated approximately $297,000 for this procurement. The sole source justification is based on Great Lakes Marine being the only authorized Yamaha Engine Dealer in Colorado, with Yamaha engines identified as a critical safety and training requirement. All existing CPW patrol boats operate with Yamaha engines, and operators are trained in their maintenance and operation; standardization ensures safe boat transition between units and reduces emergency response risk. The Stanley 21-foot aluminum boat is identified as the only vessel meeting the critical features while accommodating Yamaha engines. Custom wiring and out-of-state maintenance for alternative patrol boat manufacturers would create operational inefficiencies and cost burdens, potentially limiting CPW's emergency response capacity. This notice explicitly states it is not a solicitation for proposals, quotations, or pricing, but rather a notification of the Department's intent to award a sole source contract, with provision for challenge and formal solicitation if multiple qualified vendors are identified.

Notice of Proposed Sole Source Scope of Work and Sole Source Justification
NPSS1 PMAA 2026*0132
Two (2) 21' Aluminum Patrol Boats
Scope of Goods Please see linked document: 21’ Patrol Boat Spec Sheet. Please note that highlighted specifications are critical in nature and are included in the basis for the Sole Source justification. Two 21’ aluminum patrol boats that meet these requirements are proposed for purchase under this NPSS1.
Schedule and Term of Award A Purchase Order will be issued as soon as practical. The Sole Source Procurement end date is 9/30/2026.
Budget Colorado Parks and Wildlife (CPW) has budgeted an approximate amount of $297,000 for the needed goods.
Sole Source Justification Great Lakes Marine is the only authorized Yamaha Engine Dealer in Colorado. The need for the Yamaha engine is a critical safety and training requirement; all of CPW’s patrol boats have Yamaha engines, and all of the operators are trained to continually maintain these engines, and are able to handle mechanical issues as they arise. It is also important that operators can move from one unit to another and be able to safely operate the boats outside of their unit without prior training. An inexperienced operator dealing with a mechanical engine breakdown during an emergency rescue could represent a potential risk to public safety.
The Stanley 21’ Aluminum boat is the only boat that has the needed critical features as well as the Yamaha engine. Because Great Lakes Marine is the only Yamaha dealer in Colorado, no other vendor can be used for this purchase.
In addition, there are no other similar types of boats that can be custom wired and continually maintained by a certified mechanic in Colorado. Other makes of 21’ Aluminum Patrol Boat would need to be custom wired out of state and then a mechanic would need to be flown in for any maintenance - this would not only be costly for CPW, but it might also put the boat(s) out https://drive.google.com/file/d/1IDN7vzF4YQrRsCdyWw6UwuJ9RF3I7K04/view?usp=drive_link of commission for long periods of time, impeding or limiting CPW’s ability to do respond to emergencies.
