About this file
This is a Notice of Proposed Sole Source from the State of Colorado, Division of Parks and Wildlife, for airtime and data services supporting radio collar transmissions used in scientific research. The services encompass airtime transmission capabilities, data acquisition, and location recording at specified time intervals for radio collars attached to animals in ongoing studies. Work will commence as soon as practical and continue through the end of the fiscal year, with the contract extending through June 30, 2025. The Division conducted a competitive selection process resulting in an RFP (PMAA 2015-008) that identified CLS America Inc. and Advanced Telemetry Systems (ATS) as the exclusive providers. Submissions should be directed to Maggie Van Cleef at the Department of Natural Resources Purchasing Office in Denver, with inquiries accepted via phone, fax, or email.
The State of Colorado has budgeted approximately $150,000 annually to be divided between the two vendors, CLS America Inc. and Advanced Telemetry Systems (ATS). This sole source justification is based on the fact that these vendors are the exclusive airtime and data providers for the specific radio collars deployed under the prior competitive selection process. The radio collars are currently active on animals involved in ongoing scientific studies and will remain operational until they naturally fall off or the animals die, necessitating continued service exclusively from these vendors. Prospective vendors must submit a cover letter signed by an authorized representative that includes company name, address, contact information, and FEIN/SSN, along with a description of the firm's ability to provide services for animals currently wearing collars exclusively serviced by CLS America Inc. and Advanced Telemetry Systems (ATS).
